It can do, just like if you refrain from doing for a couple weeks or month or so, then let it out. I've personally found that the build up helps, the anticipation that when you remove it you can really have some fun.

I wouldn't worry, it's only a bad idea if you don't take care of it, especially if you plan on messing. I got one last year to wear, and had no issues. I usually wear it at night while diapered, it helps keep things in check, and that does sometime involve messing. Important thing is, when you do your usual clean-up take it off and wash it, especially if it got dirty. Once it's clean, dry it off and pop it back on again, easy. If you're already wearing diapers and messing them it's really nothing special.
Also, since you're new I'd advise getting a silicon one first. They're soft and flexible and so are perfect for getting use to wearing one, plus if you do get an erection while wearing it there will be less discomfort (and trust me, you will to begin with). Once you're use to it move onto a plastic or metal one, I prefer plastic but some of the metal ones do look really nice.
Also, a couple other tips: Trim your pubes if you don't already, or they will get caught, and I'm sure you don't need me to tell you what that's like. Also if you're wearing one without a diaper, pee sitting down. Do it standing up and you'll make a mess. Finally always make sure you know where a key is, just in case of unforseen circumstances that require you to remove it. Some people like to freeze it in a bowl of water so while you can't get to it instantly, you can still access it fairly easily just by heating the bowl up and melting the ice. I keep my spare in a draw with the rest of my stash, don't really feel the need to do all that since like I said, I mainly wear when I sleep.
