At what point do they do this, besides when egged on by changeling infiltrators? Whenever Worf jumps to a "rash" conclusion in TNG, he's almost always right. Related to this, the Klingon intelligence network seems to be borderline prescient the few times we see it in action. In TNG's 'Reunification,' a lowly BoP captain know's about Picard's secret mission to Romulus. The Klingons are the single most competent empire in Trek in almost every way, but they've managed to obscure this fact from everyone else using God-tier meme magic; no one pays them any mind because every Romulan, Cardassian, and Feddie citizen have it ingrained into their head that Klingons are just a bunch of lovable brutes with a penchant for honor.

If something like that happened in TNG, the bad guys would have been Cardassian, and that would have been that. You could still get a small guy revolt among the Ferengi though, BigMcLargeCo (TM) still needs customers and employees after all - and while they have offworld, non-ferengi, clients those would start to evaporate once they started missing orders due to lack of labour at the factories back home (and even a Pakled would think twice before taking a job for a Ferengi boss when there's any other choice and the Ferengi is starting to hemorrhage money anyway).

The borg as written were too powerful, Voyager proved you have to mary sue your way just to deal with them.

Each borg was a tiny spaceship with shields and could regenerate any damage that got through the shields. The borg cubes themselves didn't even bother with shielding (although they had them) because a photon torpedo that can crack a planet open could barely scratch the paint on a borg cube.

They were a force of nature that could not be truly opposed, and your only recourse in 99% of cases was to go around them and hope they didn't glance in your direction. If the Borg are nerfed, they're functionally no different from every other big bad. Their whole schtick is that they cannot be truly defeated.
