Some manner of nega-Bane or possibly a copycat who fought Bateman in the cartoon spin-off. Note how he's not a natural big guy, his mask exposes the nose and mouth but conceals the eyes in the exact opposite of Bane's mask and that Bateman refuses to call him Bane and the man futilely claims he is while he withers away.

The wrist device and tubing are in very vulnerable places in the cartoon, with such a large target and such a delicate device it's what lead to cartoon Bane's downfall. In addition, his masks tinted lenses also hinders his eyesight and he falls prey to theatrics.
In the Nolanverse it's the contrary. In the post-credits sequences it's observed that Bane's mask and tubing is all situated on his mask and along his spine and, while vulnerable, is well out of the way. Nolanverse Bane also has nothing to hinder his eyesight, with his childhood of being born and molded by darkness had allowed Bane cat-like night vision as well as the ability to see past theatricality and deception.

So we know that taking it off in the moment is "extremely painful." Depending on your interpretation, this can mean it will be extremely painful for the wearer of the mask (Bane), or that it would be painful for the other person to remove the mask from him (CIA). But what about just leaving the mask on indefinitely?
There's a post-credits segment in The Plane Scene where Patrick Bateman has a heart to heart conversation with The Hothead and tells him that you wear a mask to protect the people important to you. So if taking the mask off can be "extremely painful" for those around you, then keeping the mask on would spare them from the pain. But since removing the mask can also be extremely painful for the wearer, we can only assume that the pain involved will continue to accumulate for as long as the mask is worn. Bane has accumulated lots of pain behind his mask, and he knows removing it would harm those he cares for, so he keeps it on and ends up in the state we see him in in Batman Beyond.
