That's quite interesting. Youmu and Rumia also look somewhat similar, especially their clothes.
Sure, the colors are different, but in monochrome/grayscale sketches or manga, they sometimes are hard to tell apart.
There are some design differences, but they are not nearly as apparent in fanon as in canon.
For example, in your picture Rumia's vest, ribbon design and tie design are not canonical, but all of them are for Youmu.
