Messaging and forums existed before the Internet.
Over intermittent dialup connections that were only up for a few minutes at a time.
Email was explicitly designed to work over these kinds of unreliable connections. Other messaging systems, Usenet forums over Net News, were also designed to work without Internet.
You don't need the Internet to do this any of this stuff. If you care for some archeology, you can look up NNTP, SMTP and UUCP.
But…. You don't need to know that stuff today. There are systems which are designed to bypass the Internet, and work on mobile phones. Connections can be made directly over Bluetooth, over Wifi, or over the Tor overlay network when the Internet is available.
The best I've come across for ease of use is Briar. Works only on Android though.
