Pretty sure "Fresh Diapers for IDF Heroes" fund is far more common than "Plant a tree in Israel" these days, and for the last 50yrs.

actually, sounds like its a Felony for Congress to vote to give any Military Aid to any nation except those at war with nations USA is currently in declared war against.

I've recently figured out the real meaning of 2nd Amend is not private ownership of weapons inside the USA, but two other meanings:

1)no giving US weapons, or funding for weapons, to any other nation. Congress has to drag The American People, into any wars it wants to get involved with.

2)no foreigners allowed in US military.

This is a perfect match for problems caused by various Govt in Europe at the time.

Royals would get into wars on behalf of other Royals but mostly via "miltary aid" which was largely hidden from The People, but not so hidden from its targets.

Royals would bring in foreign mercs, loyal only to their paychecks, to oppress The People.
