Larger cities are weaker at enforcing exclusions because of the anonymity. There might be the rare city that is tightly knit, that can keep track of the character of individual city-dwellers. This memory is usually maintained by well-established mafias (e.g. that have hundreds of years of history in the city).
Basically, at this point in the decline, you need to be affiliating yourself with some sort of mafia (and hopefully they have some ethical "red-lines" and moral standards).

They will try to observe the person more closely, and confirm/deny the rumors through first-hand evidence.
E.g. they might invite the guy out for beers or on a hunting trip, and see what his interpersonal skills are like, whether he exaggerates/lies or is honest, etc.
Conservative men don't just believe gossip without corroborating evidence.
