Its been a while since I've been a b0, but you should be able to go into admin settings and add/tweak your own "rule" page. You don't need to change any CSS code for it.
My broken URL link was just an example of what I meant. You also already have a header up, but its broken:

Erase all of that and add your own page/text. Then remove the rule sticky from the catalog.

Had someone sperg out over TOR. And if they felt misunderstood, I guess I'm sorry but they were permabanned by the SITE OWNER not me.
I've banned them until their meds kick in, though looking through IDs here it may be I've blocked TOR (which doesn't, and probably never will again, allow images). Oops. Keep your clams tucked in, mares I'll see what's what when I can.
