This may be a bit off topic, but I strongly suspect a lot of illegal files is being uploaded by the government agents. I say this because uploading such illegal stuff requires a high degree of tech skills, something a normal computer user is unlikely to be capable of doing. Downloading illegal stuff is easy, anyone can do that, but uploading it requires special tech skills that can only be possessed by a skilled computer user, and it is likely only government agents have such skills.
