Well, in the event a heart begins to be tampered with, it's artificially regulated from breathing. COPD is another health ailment that affects aging smokers, and necessitates oxygen tanks. Children do not possess a developed immune system, and can suffer a multitude of problems such as breathing ticks, angioma, poor posture, avoidant personalities, shyness. They also develop certain neurodegenerative illnesses with age, which are about 20% genetic and 80% sporadic (according to the WHO regarding ALS, which also occurs twice as often in military personnel).
Children have to live with their parents, and their health insurance typically covers them from their father's employment for a less expensive premium. This covers them legally until their early twenties, at which point they have to afford their own or apply for government assistance such as social security (through a screening process).
That screening process also has to be refreshed every now and again, but it can hypothetically extend until they're old enough to get retirement benefits (so about 65). Some approvals last several years, require check ups, and a limited amount of money in bank accounts (and is monitored through the social security administration, banks, IRS, and possibly other bodies).
Since children go through a hormonal and tumultuous eighteen years, I've put together images that I'm not going to explain and simply say that the heart muscle is regulated away from the diaphragm. It was perhaps too presumptuous to encumber a chest cavity and lungs when children have congenital and development problems along with the elderly, and cardiovascular disease is a leading cause of death.
Ending note: I also wanted to include a chariot, since that was the lingo for something that went further and did not possess the verticality of a carriage. Other than this, the concept is essentially the same, and can be covered promptly with:
"A state sometimes needs a firm hand. It should not need a theatrical one. Its strength
ought to be evident in the predictability and fairness of the ordinary process, not
merely in the equipment it can put on a street."
And all of that put together means it isn't worth noticing because it isn't meant to be tampered with, since it leads to health problems.
