According to Wikipedia Carnival of Souls is not in public domain, but they give no actual source for their claim. The Terror from 1963, directed by Roger Corman (+ Francis Ford Coppola, Jack Nicholson, Jack Hill, &c., &c.) has a production that is arguably more interesting than the film itself, but while story meanders and suffers from the people behind the camera making things up as they go along and then handing it off to someone else to finish, the film looks good and has a great cast; Boris Karloff, Jack Nicholson, & Sandra Knight.
