Okay now this is just objectively very odd. Normal posters usually don't feel comfortable outright dictating the rules of a board that they don't own like this. He's done this quite a few times in the past as well. I'm starting to suspect that the BO is this guy's gf. Or at least that he has some sort of relationship with him/her.
There's also the possibility that he actually is the BO and is just outright lying when he denies it. I'm usually inclined to believe someone when they make a direct denial, but this guy has supported campaigns of blatant gaslighting and baldfaced lying by the BO ( https://8chan.st/site/res/24655.html ) so I suppose it's possible.

The mod is so female-brained that he or she is completely incapable of actually defending any of her actions openly, so she has to rely on backhanded two-faced manipulation tactics like this. And when that fails she just begs her boyfriend to defend her instead.
/fringe/ has become a mockery of what it once was, it's no longer a place for serious discussion. You get better, more productive threads on /x/ nowadays. I checked the board recently and they're currently trying to gaslight and bully a new user into leaving for the crime of daring to try to ask about reality shifting without rolling over and begging submissively for the "wisdom of the guru". Which of course pisses these people off who care nothing for actual magick and who only value maintaining their image of being a "wise man". Why talk about magick or think about someone's metaphysical questions if you aren't getting a quid-pro-quo of getting another loyal simp "student" who strokes your ego all day and makes you feel important?
Meanwhile I go to /x/ and immediately see a reality shifting thread full of firsthand accounts and valuable sources and information for anyone actually interested in pursuing it.
