A congressional watchdog report is raising red flags about the Space Development Agency’s ambitious plan to build a network of missile-tracking satellites, highlighting concerns over a key piece of technology that has yet to be fully tested in orbit.
The Government Accountability Office, in a report mandated by Congress and published Feb. 26, warned that the SDA is pressing forward with its Proliferated Warfighter Space Architecture despite unproven inter-satellite laser communications links — a technology crucial to the system’s ability to track missile threats and relay data to military commanders in real time.
The GAO report highlights a core issue: The SDA is moving to acquire and launch new tranches of satellites before validating that the inter-satellite links function properly in space.
The agency initially planned to test the technology in Tranche 0, an experimental group of 27 satellites launched in 2024.
However, according to the GAO, SDA has yet to fully demonstrate the technology in orbit, preventing the agency from applying lessons learned to the 165 Tranche 1 satellites and 264 Tranche 2 satellites, which have already been ordered.
“SDA is moving forward with dramatic increases in the scale of future tranches even though it has made limited progress demonstrating laser communications — a central capability for PWSA,” the report stated.
Potential risks to DoD investment
The PWSA — a constellation intended to track missile threats and relay critical data to commanders on the ground — is projected to cost nearly $35 billion through 2029, making it one of the Department of Defense’s most significant space investments.
SDA, an agency under the U.S. Space Force, has adopted a rapid development approach, launching new tranches every two years.
Tranche 0 has faced multiple delays due to supply chain disruptions, impacting the testing of laser communications.
SDA officials informed the GAO that of the four prime contractors for Tranche 0 — SpaceX, L3Harris, Lockheed Martin, and York Space — one had demonstrated three of the planned eight laser communications capabilities, while another had demonstrated only one.
The remaining two contractors have yet to achieve any planned capabilities.
Despite these setbacks, SDA has continued procuring the next rounds of satellites, committing nearly $10 billion to Tranche 1 and Tranche 2.
The GAO contends that a lack of testing data from Tranche 0 means that subsequent tranches are based on unproven designs, increasing the risk of costly setbacks.
Lessons from Starlink
As part of its audit, the GAO spoke with executives at SpaceX, whose Starlink satellite constellation has successfully implemented inter-satellite laser links.
SpaceX officials emphasized the difficulty of establishing and maintaining laser connections in low Earth orbit, where satellites travel at 17,000 miles per hour and have only brief windows of opportunity to communicate with ground stations.
For SDA, the ability to rapidly transmit missile tracking data across a network of hundreds of satellites is critical.
While the agency plans to incorporate radio frequency communications as well, it maintains that laser links are essential to achieving the program’s goals.

Shifting testing strategy
SDA originally intended to test Tranche 0 laser links between terminals from different vendors to ensure interoperability.
However, the agency has since adjusted its approach, now planning to demonstrate links only between terminals built by the same manufacturer, according to GAO.
While SDA officials say they still intend to validate some elements of a full-scale mesh network, the GAO warns that this change undermines the agency’s ability to gather comprehensive data to inform future satellite deployments.
Moreover, the watchdog agency criticized SDA for failing to communicate testing timelines or performance data to key stakeholders, including the Department of Defense’s testing officials and contractors.
“The lack of an overall test schedule and plan is concerning,” the GAO report stated.
Recommendations from GAO
The GAO made several recommendations to the Secretary of the Air Force, including requiring SDA to fully demonstrate a minimum viable product for laser communications before proceeding with future launches.
The Department of Defense, in its response, stated that it agrees with the recommendations and is already implementing them. However, the GAO disputed that claim.
“We disagree,” the agency said. “The evidence presented throughout our draft and final report supports our view that SDA is not already taking the actions we recommend.”
Meanwhile, the Department of Defense is currently conducting an independent review to evaluate SDA’s organizational performance, acquisition approach, and its capacity to deliver on PWSA objectives following a leadership shakeup at the agency.

'I need help': Freed from Myanmar's scam centres, thousands are now stranded
"I swear to God I need help," said the man quietly on the other end of the line.
The Ethiopian, who calls himself Mike, said he is being held with 450 others in a building inside Myanmar, along the country's border with Thailand.
They are among the thousands of people who have been freed from the notorious scam compounds that have thrived on the border for years, in what appears to be the toughest action so far against the industry along the Thai-Myanmar border.
But many of them are now stranded in Myanmar in makeshift camps because the process of assessing them and arranging flights back to their own countries is so slow.
The armed militia groups who are holding them have a very limited capacity to support so many people – more than 7,000. One of them has said they have stopped freeing people from the compounds because they are not being moved to Thailand fast enough.
The BBC understands that conditions in the camps are unsanitary, food barely sufficient, and many of the freed workers, like Mike, are in poor health. He is suffering from panic attacks, after working for a year in a scam centre where he was routinely beaten.
He told us they got two very basic meals a day, there were only two toilets for 450 people, who he said were now relieving themselves wherever they could.
Mike described being invited a year ago to take up what he was promised would be a good job, in Thailand, requiring only good English language and typing skills.
Instead he found himself subjected to a brutal regime, forced to work long hours every day to meet the target for defrauding people online set by his Chinese bosses.
"It was the worst experience of my life. Of course I was beaten. But believe me I have seen a lot worse done to other people."
Mike is one of an estimated 100,000 people who are believed to have been lured to work in the scam operations along the Thai-Myanmar border, most of them run by Chinese fraud and gambling operatives who have taken advantage of the lawlessness in this part of Myanmar.
Despite horrifying accounts of abuse from those who escaped in the past, thousands still come from parts of the world where good jobs are scarce, enticed by promises of good money.
China, where many of the scam victims come from, has acted to shut down scam operations along its own border with Myanmar, but until this year neither China nor Thailand had done much about the Thai-Myanmar border.
Ariyan, a young man from Bangladesh, has come back to Thailand to try to help 17 friends who are still there. He said he made a promise to himself to do this after his own gruelling escape from one of the most notorious scam centres last October.
He showed us a brief, shaky video of the compound, still under construction in a remote, forested valley, where he was held, and remembers the terrible treatment he and his friends suffered at the hands of their Chinese boss.
"They gave us a target every week, $5,000. If not, they gave us two electric shocks. Or they put us in a dark room, with no windows. But if we earned a lot of money, they were very happy with us."
Ariyan had to approach men in the Middle East and lure them into transferring funds to fictitious investments. Using AI, the scammers made him appear on the screen to be an attractive young woman, altering his voice as well.
He says he hated doing it. He remembers one man who was willing to sell his wife's jewellery to fund the fraudulent investment, and wishing he could warn him. But he said the bosses monitored all their calls.
The release of the scam workers started more than two weeks ago after Thailand, under pressure from China and some of its own politicians, cut power and telecommunications links to the compounds on the border.
It limited banking access to the scam bosses and issued arrest warrants for some of the militia leaders who had been protecting the business.
That hit the business, but it also hit the ordinary Karen people who live nearby even harder, putting pressure on the militia commanders to show willingness in ending the abuses in the scam centres. They began helping those trying to escape, and completely evacuating some compounds.

The camp Mike is housed in is now being guarded by the Democratic Karen Benevolent Army, DKBA, a breakaway insurgent faction of the ethnic Karen community.
Until recently, it was protecting the many scam compounds which have sprung up in its territory. You can see them easily as you drive along the Moei River which divides the two countries - unlikely expanses of new buildings over in war-torn Karen State contrasting with the rural landscape on the Thai side of the border.
Thailand insists it is moving as fast as it can to process the former scam workers and get them home.
A group of 260 freed workers were brought over the Moei River on a raft earlier this month. And around 621 Chinese nationals were flown straight back to China with a police escort on chartered planes. Otherwise, the movement of freed workers to Thailand seems to have stalled.
The problem is that they are from many different countries, some of which are doing little to help get their people home. Around 130 of the first 260 who came over are from Ethiopia, which does not have an embassy in Bangkok.
The BBC has been told that some other African countries will only fly their people home if someone else pays. Most of the freed workers have nothing; even their passports were withheld by the compound bosses.
Thailand fears bringing over thousands of people it will then have to look after indefinitely. It also wants to screen them to find out which are genuine victims of human trafficking and which may have committed criminal acts, but does not have the capacity to do this with such a large group of people.
Different ministries and agencies, including the army, are involved in managing this problem, and have to agree who does what. It does not help that several senior police and immigration officers have been transferred over their alleged involvement in the scam business.
"If this issue is not resolved, then we will not stop working on it – we must work seriously," said Thai Prime Minister Paetongtarn Shinawatra on Tuesday in Bangkok. But she was referring to the wider problem of the scam business, not the growing humanitarian crisis among the freed workers.
"Unfortunately, it seems we're in a bit of a standstill," says Judah Tana, an Australian who runs an NGO which has for years been helping the victims of trafficking in the scam centres.
"We are hearing distressing information about the lack of sanitation and toilets. Many of the 260 who already came were screened for TB and tested positive. We are hearing from those who are still inside that people are coughing up blood. They are very happy that they have been liberated from the scam compounds, but our worry is that we're not engaging fast enough."
Thailand now seems ready to bring over one group of 94 Indonesians, as their embassy has been pushing for their release for several days and has booked flights to Indonesia for them.
But that still leaves more than 7,000 still inside Myanmar, unsure what will now happen to them.
Mike told me he and many others with him feared that if they are not allowed to cross into Thailand soon, the DKBA may hand them back to the scam bosses, where they could face punishment for trying to leave.
On Wednesday night his panic attacks and breathing were so bad, he said, they took him to hospital.
"I just want to go home," he said over the phone. "I just want to go back to my country. That is all I am asking."

John Phelan, President Donald Trump’s pick to be the next secretary of the Navy, told Senate lawmakers that he sees opportunities for joint technology development on next-generation capabilities to support manned and unmanned platforms.
If confirmed, Phelan — a businessman and co-founder of MSD Capital — would take the helm of the department as it pursues new drones and a “hybrid fleet” of manned and unmanned systems, among other modernization efforts.
Service leadership is also in flux in the wake of Trump’s firing of Chief of Naval Operations Adm. Lisa Franchetti last week.
“I understand that the F/A-XX next-generation [fighter] aircraft, offering significant advancements in operational reach and capacity within contested environments, is intended to enable Carrier Strike Groups to outpace adversaries while maintaining naval air dominance.
I also understand the Navy, Marine Corps, and Air Force are collaborating closely to ensure interoperability through shared enabling technologies like autonomy, mission systems, and communication architectures.
This collaborative approach, encompassing both manned and unmanned platforms, including Collaborative Combat Aircraft (CCA), will maximize operational effectiveness and flexibility across the services,” Phelan wrote in response to advance policy questions from the Senate Armed Services Committee ahead of his confirmation hearing Thursday.
“In my view, aligning technology development and operational requirements will ensure the Services are poised to fully leverage next-generation unmanned systems, ultimately enhancing capabilities and long-range mission effectiveness,” he added.
The Pentagon envisions highly autonomous CCA drones serving as robotic wingmen to manned fighter jets or performing separate missions.
The Navy, Marine Corps and Air Force are each pursuing their own variants, which they hope to field in the coming years.
The Air Force is widely seen as being ahead of the other branches in their pursuit of these types of platforms.
The Navy also aims to develop and field a next-generation manned fighter jet, currently referred to as the F/A-XX, that it hopes to field in the 2030s.
An Air Force decision about the future of its manned, next-gen stealth fighter program— which was part of the Next Generation Air Dominance initiative — was postponed late last year amid the transition in presidential administrations.
Phelan told lawmakers that he would advocate for “smart investments” in the Navy’s Collaborative Combat Aircraft program, highlighting the need to foster industry competition, including non-traditional contractors, with the aim of driving down costs, accelerating timelines and maintaining the Navy’s technological superiority.
He also noted that he would prioritize “timely” modifications to Nimitz-class aircraft carriers for unmanned system integration.
Defense officials have expressed a desire to ensure interoperability between the services’ future crewed and uncrewed systems. Phelan — who has never served in the military — endorsed that idea in his comments to senators.
“I understand the Navy, Marine Corps and Air Force are aligned on key enabling technologies, including mission systems, autonomy architecture, and communication and command architecture.
This alignment ensures that both manned and unmanned platforms can operate effectively together, enhancing interoperability across branches.

The Epstein Files Phase 1 is set to be released today.

Epstein, a financier and convicted sex offender was found dead in a New York jail cell while awaiting trial on sex trafficking charges. While his death was rules a suicide, he was also good friends with the Clintons and several other high-profile figures such as Bill Gates, Britain's Prince Andrew, former Israeli Prime Minister Ehud Barak, former Barclays CEO and 'Disney princess' aficionado Jes Staley, Larry Summers, Harvey Weinstein, and former Victoria's Secret boss Les Wexner.
Media Room?
Watters' question about recordings stems from earlier reporting that the deceased sex trafficker's homes were wired with recording devices.
In late 2019, Jeffrey Epstein victim Maria Farmer alleged that the deceased pedophile had a "media room" on the first floor where high-profile johns were allegedly recorded having sex with women and children.
"So if you’re facing the house, there’s a window on the right that’s barred – that’s the room, the ‘media room’ is what he called it," Farmer said. "And so there was a door that looked like an invisible door with all this limestone and everything and you push it and you go in and I saw all the cameras."
Maria said: "What it was – was like old televisions basically, like stacked."
"They were monitors inside this cabinet and there were men sitting here and I looked on the cameras and I saw toilet, toilet, bed, bed, toilet, bed.
"And I was like I’m never going to use the restroom here and I am never going to sleep here." -The Sun
The claim was supported in a 2024 lawsuit by two women - Danielle Bensky and Jane Doe 3, who said Epstein employed a sophisticated system involving constant CCTV surveillance within his New York mansion.
Bondi's appearance came hours after the DOJ appeared to give Rep. Anna Paulina Luna (R-FL) the brush-off, telling her in a Wednesday letter that they are "reviewing your requests and look forward to engaging further to accommodate your oversight and legislative needs."
On the campaign trail, Donald Trump suggested that he would be open to releasing the Epstein list, while Bondi said in November that anyone named in the documents who are "still fighting to keep their names private, Sean, they have no legal basis to do so unless they're a child, a victim or a cooperating defendant."

But when you’re dealing with victims—and by the way, this is a perfect example of a case that was vetted, that went through trial, that had testimony, and was prosecuted the right way—I don’t preemptively attack. That’s just not the way I operate. But in Epstein’s case, it is incredibly disturbing. We have flight logs, we have information, and names will come out.

Alina Habba: I don’t see how it’s not shocking that so many individuals were hidden, kept secret, and not held accountable. Let’s talk about the reverse. I believe in accountability, so now we have to go through the process. I won’t say they’re guilty until they have their time in court. But again, now it’s time for accountability.
For so many years in this country, we’ve seen investigations, subpoenas, testimonies in Congress, and so on, but there’s a general frustration with accountability. We take it halfway, but we don’t take it home. I really believe that now, with Kash and Pam, there will be accountability.
Piers Morgan: We know that only one person so far has actually gone to prison over that whole scandal—Ghislaine Maxwell, the former lover of Jeffrey Epstein. No man has been imprisoned as a result of what happened. Do you think that by releasing information from these files, we are likely to see criminal actions being taken?
Alina Habba: Absolutely.

Alina Habba:I think it would be negligent for us not to. You have to hold individuals who are indeed rapists accountable. They have to be tried, in my opinion, and I do believe in that. Gene Hackman’s wife was found mummified and bloated when the two were discovered dead with their dog in their multimillion-dollar New Mexico home by maintenance workers who hadn’t seen the couple in about two weeks, police wrote in an affidavit.
Authorities said the deaths were “suspicious enough in nature to require a thorough search and investigation” after finding the door to the couple’s home was “unsecured and opened” and an open orange prescription pill bottle and pills scattered around the room where Hackman’s wife, classical pianist Betsy Arakawa, and one of their German shepherd dogs were discovered.
Deputies noted that it appeared Arakawa had “obvious signs of death, body decomposition, bloating in her face and mummification in both hands and feet” when she was found on the floor of a bathroom near the home’s entry, according to the report.
The door into the couple’s $3.3 million Santa Fe, New Mexico, home, which sits on six acres and is over 8,000 square feet, was left ajar — but there was no sign of forced entry or theft, according to the report.
Authorities also noted in the report that a black space heater was found near Arakawa’s head. A responding officer said “he suspected the heater could have fallen in the event the female abruptly fell to the ground,” the affidavit said.
The couple’s deceased dog was located about 10 to 15 feet away from Arakawa inside the bathroom’s closet, deputies wrote in the report.
Meanwhile, Hackman’s body was located in what deputies believe was the mudroom near a pair of sunglasses. Officers wrote in the report that it appeared he had “suddenly fallen.”
Hackman’s body had “obvious signs of death, similar and consistent with the female decedent,” police wrote in the report.
Deputies also noted two other “healthy” dogs located on the property, one inside the residence and one outside, according to the report.
Fire department officials who responded reported finding no signs of a carbon monoxide leak or poisoning, according to the report.
The cause of death for Hackman and Arakawa will be determined by a medical examiner, officials said.
The New Mexico Gas Co. is working with the Santa Fe County Sheriff’s Department in the investigation, spokesperson Tim Korte told the Associated Press.

The deaths of actor Gene Hackman and his wife were found to be "suspicious enough in nature" to require a thorough investigation, a search warrant issued in New Mexico says.
Hackman, 95, and his wife, classical pianist Betsy Arakawa, 64, were found dead Wednesday afternoon in their home outside Santa Fe, New Mexico, the Santa Fe County Sheriff's Office said. One of their dogs was also found dead.
Deputies responded to the home after a 911 call from maintenance workers who found the door to the home open. The deputies indicated there were no signs of forced entry or that the house had been rummaged through.
They found Hackman and Arakawa in different rooms — Hackman in an apparent mudroom and Arakawa in a bathroom. Their bodies showed signs of decomposition, indicating they were likely dead for some time before being found, according to the warrant.
The deputies also said they found a space heater near Arakawa and an open prescription bottle and pills on a counter-top close to her.
The deceased dog, a German Shepherd, was found in a closet of the bathroom where Arakawa was found, the warrant says.
"Deputies observed a healthy dog running loose on the property, another healthy dog near the deceased female, a deceased dog laying 10-15 feet from the deceased female in a closet of the bathroom," it says.
The warrant also says there were "no obvious signs of a gas leak."
The Santa Fe City Fire Department responded to test for a possible carbon monoxide leak, but did not find any signs of such a leak, according to the warrant. The New Mexico Gas Company also responded and found no signs or evidence of problems with the pipes in and around the house.
Hackman, a two-time Oscar winner, starred in dozens of movies, including "The French Connection," "The Conversation," "Unforgiven" and "Superman."
His daughters, Elizabeth and Leslie Hackman, and granddaughter, Annie Hackman, released a statement Thursday confirming his and Arakawa's deaths.
"It is with great sadness that we announce the passing of our father, Gene Hackman and his wife, Betsy. He was loved and admired by millions around the world for his brilliant acting career, but to us he was always just Dad and Grandpa. We will miss him sorely and are devastated by the loss," their statement said.

Japan's Defense Ministry says it has detected China's GJ-2 drone in the skies around Japan for the first time.
The ministry says the reconnaissance-attack unmanned aerial vehicle flew over the East China Sea and passed between Okinawa's main island and Miyako Island headed for the Pacific Ocean on Wednesday.
The ministry says the drone then changed direction from southward to northeastward and reached an area east of the island of Amami Oshima.
It said the craft then turned around and retraced its path back toward China.
The ministry also says it found another Chinese reconnaissance drone flying on the similar route.
The Japan Air Self-Defense Force scrambled fighter jets in response to the drone flights.
The ministry says the Chinese craft did not violate Japan's territorial airspace.
The ministry says it continues to monitor the Chinese military's increasing activities around Japan.
