The ruling comes just days after White House budget chief Russ Vought announced a plan to withhold about $5 billion in aid despite an Oct. 1 deadline to spend the congressionally appropriate funds. It’s a maneuver he has labeled a “pocket rescission” — an attempt to circumvent Congress’ power of the purse by declaring his intent to cut spending with limited time for lawmakers to respond.
Ali, a Joe Biden appointee, ruled that the tactic is illegal — that until Congress acts, the Trump administration is required to spend congressionally approved funding.
On Thursday, the Trump administration quickly appealed the ruling to the D.C. Circuit Court of Appeals, which is also likely to respond quickly, teeing up a potential Supreme Court petition in a matter of days.
Ali’s ruling and the quick appeal are the latest twists in a case that has already ricocheted from the District Court to the Supreme Court and back again. It’s one of the earliest and longest-running tests of Trump’s effort to remake the federal bureaucracy and balance of power.
His earlier verdicts forced the Trump administration to continue spending foreign aid funds that Elon Musk’s DOGE attempted to block. Subsequent battles focused on whether Trump’s drive to block foreign aid spending violated Congress’ power of the purse.

Health Secretary Robert F. Kennedy Jr. said he fired Susan Monarez from the Centers for Disease Control and Prevention because she told him she was not “trustworthy.”
Kennedy’s comments came in response to questions from Sen. Elizabeth Warren (D-Mass.) during a Thursday hearing before the Senate Finance Committee about the agency’s plans. Warren had asked the secretary why he decided earlier this month to abruptly fire Monarez, then the CDC’s director, who was confirmed by the Senate in late July.
“I told her she had to resign because I asked her, ‘Are you a trustworthy person?’ and she said ‘No,’”Kennedy said.
Monarez wrote an opinion piece Thursday that, before she was fired, Kennedy asked her to “pre-approve” recommendations from a key panel of CDC advisers, which were chosen by Kennedy after he fired the committee’s entire membership.
“It is imperative that the panel’s recommendations aren’t rubber-stamped but instead are rigorously and scientifically reviewed before being accepted or rejected,” Monarez wrote.
In a statement, Monarez’s lawyers said that Kennedy’s claims are false and “patently ridiculous.”
“Dr. Monarez stands by what she said in her op-ed in The Wall Street Journal, would repeat it all under oath and continues to support the vision she outlined at her confirmation hearing that science will control her decisions,” wrote Mark S. Zaid and Abbe David Lowell.
It’s unclear whether Monarez will get to testify before Congress about her ouster. During the hearing, Sen. Bernie Sanders (I-Vt.), ranking member of the Senate Health, Education, Labor and Pensions Committee, said he looks forward to Monarez coming before the HELP committee.
HELP Chair Bill Cassidy (R-La.) has not announced an investigation into Monarez’s firing, but he wrote on X that the incident, and other high-profile HHS departures, will “require oversight by the HELP Committee.”
Kennedy repeatedly denied he fired Monarez because she wouldn’t agree to pre-approve the advisory panel’s recommendations and accused her of lying. The panel is scheduled to meet in Atlanta on Sept. 18-19.
“If she wrote that I fired her because she refused to sign on in advance for the ACIP committee, no that’s not accurate,” Kennedy said. He said he asked her for “clarification” about a statement he says she made related to plans not to sign on to the panel’s recommendations.
“I told her I didn’t want her to have a rule that she’s not going to sign on to it,” Kennedy said.
Several news outlets, including POLITICO, have reported that Monarez was asked to rubber-stamp the panel’s recommendations. Kennedy also admitted to demanding that Monarez fire career CDC scientists.

Rep. Tim Burchett and a protester got into a physical altercationThursday outside of the Longworth House Office Building that ended with the Tennessee Republican forcefully shoving the man.
The scrap took place shortly after the final House votes of the week. The protester accosted Burchett about his stance regarding the Israel-Hamas war and then bumped the lawmaker, Burchett’s office said, prompting him to respond with the shove.
Capitol Police officers questioned the protester after the incident. The department did not immediately respond to a request for comment.
“Everyone has a right to their opinion, and they can say all of the filthy stuff they want. But they don’t have the right to bump the Congressman,” Will Garrett, a spokesperson for Burchett, said in a statement.

US to cut some security funds for European countries bordering Russia
Move comes as Washington pushes Nato allies to pay more towards their own defence.
The future of the Baltic Security Initiative, a separate programme created to boost the armed forces of Estonia, Latvia and Lithuania, is also under threat.
The US is to phase out security assistance programmes for European armies along Russia’s border, as it pushes the continent to pay for more of its own defence.
Pentagon officials last week informed European diplomats that the US would no longer fund programmes that train and equip militaries in eastern European countries that would be on the frontline of any conflict with Russia, people familiar with the matter said.
Spending for the Pentagon programme, which falls under an authority known as section 333, must be agreed by the US Congress, but the Trump administration has not requested more money. Funds already approved will be available until the end of September 2026.
A White House official said the move aligned with President Donald Trump’s efforts to “re-evaluate and realign” foreign aid, and corresponded with an executive order he issued on his first day in office.
“This action has been co-ordinated with European countries in line with the executive order and the president’s long-standing emphasis on ensuring Europe takes more responsibility for its own defence,” the official said.
Under pressure from Trump, US Nato allies in June agreed to increase their defence spending to 5 per cent of GDP.
Winding down the section 333 funding would affect a programme with a worldwide budget of more than $1bn, according to estimates from Senate aides, potentially cutting hundreds of millions of dollars the US sends to the Russian border countries.
The Pentagon has not informed lawmakers of the exact amount that will be phased out. The programme allocated $1.6bn in Europe between 2018-2022, roughly 29 per cent of the global 333 spending, according to the US Government Accountability Office. Key recipients include Estonia, Latvia and Lithuania.
Officials from dozens of European embassies in Washington, including from countries that do not receive the assistance, attended a meeting where Pentagon officials told them about the cuts. The move appeared intended to encourage wealthier European countries to pay for more of the frontline states’ security assistance, one European official said.
European governments were startled by the communication and are trying to get further details from Washington, according to two diplomats briefed on the discussions.
European officials are also trying to understand whether domestic funding can fill the gaps, or whether the cuts will have an impact on critical elements of European security.
“If they are being brutal then it will have big implications,” said one of the diplomats, adding that Nato would definitely be affected as some of the funding was routed through the alliance.
“It’s causing a lot of concern and uncertainty,” said the second diplomat, comparing it with Trump’s earlier decision to slash US international aid.
Senator Jeanne Shaheen, the top Democrat on the Senate’s foreign relations committee, described the cuts as a “misguided move that sends exactly the wrong signal as we try to force Putin to the negotiating table and deter Russian aggression”.
The US’s separate Foreign Military Financing programme, which provides funding to countries to buy big-ticket items such as fighter jets, ships and tanks, is not affected by the most recent decision, according to a person familiar with the matter.
The cuts also come as Pentagon policy chief Elbridge Colby seeks to shift US defence resources to the Indo-Pacific to boost deterrence and reduce the odds of a conflict with China over Taiwan.
Earlier this year, Washington abruptly halted shipments of munitions and several high-value weapons intended for Ukraine after Colby initiated a review that raised concerns about the US’s own stockpiles. Trump later ordered that the deliveries be resumed….

House votes to establish a new committee to investigate Jan. 6 attack
House members voted Wednesday to officially establish a new panel to investigate the events around the Jan. 6, 2021 attack on the Capitol.
It’s the latest chapter in the Republican effort to rewrite the history of the events at the Capitol on that day, when a violent mob stormed the building as lawmakers attempted to certify the results of the 2020 presidential election in favor of Joe Biden over Donald Trump.
House Democrats ran their own Jan. 6 committee when they held the majority, where they convened public hearings and released a report detailing Trump’s efforts to circumvent the election results and his failure to stop his supporters from taking over the complex.
Language to create the new, GOP-led select subcommittee was buried in a larger “rule” that included a host of other provisions, including a formal approval of the House Oversight Committee’s investigation into Jeffrey Epstein. It will fall under the purview of the House Judiciary Committee and be chaired by Rep. Barry Loudermilk (R-Ga.), who will, in his new role, have unilateral authority to issue subpoenas.
He plans to use his gavel to review security and intelligence failures around the attacks; many GOP lawmakers have blamed then-Speaker Nancy Pelosi (D-Calif.) for allowing the Capitol to be breached in the first place and have in general downplayed the significance of the event.
Loudermilk will preside over a group of eight lawmakers to be appointed by Speaker Mike Johnson (R-La.); Minority Leader Hakeem Jeffries (D-N.Y.) will be able to consult on at most three of those members. In an interview, Loudermilk said he was sending Johnson his picks, and while the list had not yet been finalized, he pointed to Rep. Troy Nehls (R-Texas) as a potential selection.
Nehls is a former sheriff who helped Capitol Police stave off rioters who tried break onto the House floor during the siege. Then-House Minority Leader Kevin McCarthy (R-Calif.) had initially made Nehls one of his picks to sit on the Democratic-led Jan. 6 committee, but withdrew GOP participation after Pelosi refused to seat his other selections, including the current Judiciary Chair Jim Jordan (R-Ohio).
Asked how the previous Jan. 6 committee will inform the new panel’s work, Loudermilk said the goal was to create a report that more accurately reflected the events at the Capitol that day.
“The evidence is irrefutable that there was more politics than there was truth in that,” he said of the previous panel’s findings. “What we saw in the initial investigation, there was a lot more politics involved in decision-making than there ever should’ve been.”
Loudermilk will be required to produce a final report of the subcommittee’s finding by the end of 2026.
Rep. Jamie Raskin (D-Md.) served on the Democratic-led Jan. 6 committee and will be an ex officio member of the new panel in his capacity as the ranking member of the Judiciary Committee.
In a statement, he said the Republican-chaired panel will present an opportunity “to examine the constantly growing criminal records of all the hundreds of violent felons, cop-beaters and white nationalists who Donald Trump pardoned and released onto our streets on his first day in office.”

Rules could be changed within weeks to speed Trump confirmations, GOP senators say
Republicans are coalescing around a plan to allow nominees to be approved in groups.
Republicans are preparing to change the Senate rules to confirm most of President Donald Trump’s nominees a lot faster.
GOP senators huddled behind closed doors Wednesday to talk through proposals for a party-line overhaul of how presidential nominations are handled — the first time they’ve been able to meet in person since frustration about the slow pace of confirmations boiled over earlier this summer.
Republicans are coalescing around a plan to allow multiple nominees to be confirmed with one vote instead of votes on each individual nomination. And they intend to move fast: Senators expect the plan to be enacted before a weeklong break currently scheduled to start on Sept. 22.
The change would not apply to Cabinet-level nominees or picks for the Supreme Court and courts of appeals, senators said. Republicans are discussing whether to include nominees to federal district courts but haven’t yet reached a final consensus as they work to refine the proposal.
“The consensus is … arriving around the idea of being able to confirm multiple nominees at the same time,” Wyoming Sen. John Barrasso, the No. 2 GOP leader, said after the meeting.
Republicans are projecting confidence that they will be able to invoke the “nuclear option” in Senate parlance — that is, change the rules with a simple majority vote along party lines. But party leaders need to ensure the votes are locked down as they work through the fine details.
Three GOP senators could break ranks and still let Vice President JD Vance break a tie. Sen. Thom Tillis (R-N.C.) has already said he doesn’t support going nuclear.
It’s just the latest change over the past decade to the Senate’s rules on nominations. Democrats, under then-Majority Leader Harry Reid, got rid of the 60-vote threshold for most nominations, and Republicans subsequently got rid of the same threshold for the Supreme Court.
Republicans also changed the rules during the first Trump administration to cut down on the amount of debate time required for most executive nominees as well as district court judges.
They’re also leaving the door open to allowing recess appointments, which would let the president bypass the Senate altogether, at least temporarily. But that idea is sparking unease in some corners of the conference, and some Republicans argue that a permanent rules change that would also apply to future administrations is the better option.
Even as Republicans move toward overhauling confirmation procedures, GOP senators reiterated this week that there is no appetite within the conference to get rid of the “blue slip” tradition, which allows senators to block district court and Justice Department nominees in their home states. Some Republicans said they’ve reached out to Democrats to see if there’s any appetite for bipartisan rules changes, but GOP senators anticipate they will need to act along party lines.
Democrats have defended their slow-walking of Trump’s nominees. Senate Minority Leader Chuck Schumer said in a statement Wednesday that Republicans are going to “blow-up Senate rules and grease the skids just to jam through more of Trump’s lousy, unqualified nominees. That’s not just reckless—it’s dangerous.”
“Democrats will not be accomplices to Donald Trump’s sabotage of the Senate,” he continued. “We are ready, as we were a month ago, to work in good faith with our Republican colleagues to make sure nominees who are qualified move forward.”

Here I will post the text contained inside the excel workbook just in case the example shown here is difficult to read. This set of formulas comes along with our projected timeline and our recommended strategy for the upcoming primary elections:
Formula for Calculating Hand-Counted Election Scenarios Using the ECHO Hand Counting Method created in Texas by Elizabeth Baron as the recommended method.
(We did not create the ECHO method, but it is the method we endorse as part of our Best Practices. We did create these formulas independent of the ECHO teams for independent verificaiton of feasibility.)
This set of formulas is ready to use in your county projections. We project 3hrs to count a batch of 50 ballots with 35 races.
Step ONE: All inputs in this formula can be adjusted for your county's specific criteria.
This example uses Dallas County, Texas voter numbers, legal grounds, and assumes:
- 4% rise in voter registrations per historical trends
- 8% turnout based on historical trends and has averaged out voters per precinct in EV, ED and Absentee voters
- 50% EV turnout
- 49% ED turnout
- 1% Absentee turnout
- 798 precincts
- 2 batches of 50 ballots per precinct for EV
- 2 batches of 50 ballots per precinct on ED
- 24 batches of 50 ballots for all absentees
- Batches of 50 ballots each
- one counting team of 3 per precinct to count all EV and ED ballots in a timely fashion along
- 3 teams of 3 to count available Absentee ballots on ED and with more time to count the following week while the remaining ballots come in
- 5 clerks per EV location
- 3 clerks and 1 Judge per ED location
- 3 teams of 3 Central Count Batchers/ Reporting Teams
- Totaling 4328 staffers total to process the Dallas County GOP Primary by Hand Best Case Scenario
All inputs and assumptions can be adjusted using the formulas provided, beginning with the number of registered voters, expected turnout, number of precincts, number of EV and ED polling locations, and your expected turnout percentages for EV, ED and Absentee. After those numbers have been agreed upon and entered into this table, and after adjusting the average number of staffers necessary for your locations or number of ballots you would prefer to batch together if needed, you can then move forward.
Step TWO: Confirm all totals by working the math backwards. Each formula, when double-clicked, will highlight the cells used to determine that specific number for that row.
Step THREE: Consult our outline for Contracting with the County for a Party Primary. We recommend ordering the following from the County elections department, as they are required by law to provide:
- all ballots marked with precinct
- provisional ballots by ballot style and/or precinct
- election kits
- ballot boxes
- poll books
- signage
- mailing out ballots per verified voter applications (this is due to the legal process of applying for an absentee ballot, the GOP parties typically do not have the infrastructure to process those requests and issue a ballot, but they can be there to verify eligibility based on what info is on the application and envelope)
- temporary workers to cover the majority of clerk/ counters
- any miscellaneous items typically utilized in a primary election.
The design here follows this adjustable timeline for counting returns on Election Day:
- Precinct Counting Teams arrive to begin batching at 6am and begin counting their first batch at 7am-11am (3hrs) + 1hr break
- Central Count batching/ reporting teams will finalize EV batches and deliver returns to County Clerk.
- Precinct Counting Teams count second batch at 12pm-3pm (3hrs) +1hr break
- Precinct Counting Teams arrive at ED locations to batch and count first ED batches at 5pm-8pm (3hrs) + 45 min break while ED clerks prepare last batch.
- Precinct Counting Teams begin to count the last batch at 9pm-12am (3hrs)
- ED Judges/ clerks deliver ED precinct returns to County Clerk at 1am.
ECHO is strong enough to withstand bad actors, and any discrepancies will be immediately caught and amended. Those discrepancies can be audited and investigated. If any malicious activity is found, it can be immediately acted upon.

Pam Bondi launches criminal probe against FIRED Fed gov Lisa Cook
Attorney General Pam Bondi's Justice Department issued subpoenas on Thursday into Federal Reserve Governor Lisa Cook as part of a criminal investigation regarding allegations she submitted fraudulent information on mortgage applications.
The criminal investigation comes as Cook finds herself embroiled in a lawsuit with President Donald Trump over his bid to fire her and take control of the Federal Reserve.
Trump has publicly raged against the Federal Reserve after its Chairman Jerome Powell has refused to cut interest rates for months, and he's vowed to find a way to force the board to do his bidding.
According to the Wall Street Journal, the DOJ's focus is centered on Cook's properties in Michigan and Georgia. Officials told the outlet they are utilizing grand juries as part of the criminal probe.
Last month, Trump-appointed director of the Federal Housing Finance Bill Pulte claimed that Cook engaged in mortgage fraud.
The president used Pulte's allegations as reasoning to fire Cook last week.
Cook’s lawsuit against the administration claims Trump’s attempt to fire her was against the law.
Her attorneys claimed the president made up a reason to dismiss her so he can move ‘forward his agenda to undermine the independence of the Federal Reserve.’
The White House claims Trump was within his presidential authority to dismiss Cook. The Federal Reserve Act grants the president the power to remove Fed governors ‘for cause.’
If Trump is successful in removing Cook, the president will then be able to fill the majority of the central bank’s board with his hand-picked appointees.
'We’ll have a majority very shortly,” Trump said last week when asked about replacing Cook. 'So that’ll be great.'
'Once we have a majority, housing is going to swing, and it’s going to be great,' Trump added. 'People are paying too high an interest rate. That’s the only problem with us. We have to get the rates down a little bit.'
Pulte originally accused Cook of lying on her mortgage applications in order to receive lower interests from banks.
Ed Martin, a top DOJ official and Trump ally, was picked by Bondi to handle the Justice Department’s inquiry, according to the WSJ.
Martin previously worked in the administration as the interim U.S. attorney in Washington, but left the role after not receiving enough support from Republicans for his nomination.
The Trump loyalist has been criticized for his past support of defendants charged over the January 6th, 2021 Capitol riot. Martin leads the DOJ efforts to investigate mortgage fraud involving public officials.
The DOJ is investigating other Trump critics over allegations of mortgage fraud, including New York Attorney General Letitia James and California Sen. Adam Schiff.
A judge is examining Cook’s legal request for an emergency order to halt her removal from the Fed board.
Bondi's latest DOJ investigation into one of Trump's rivals comes as her department faces calls for more transparency regarding pedophile billionaire Jeffrey Epstein.
The attorney general caused a stir earlier this year after claiming back in February during a Fox News interview that the Epstein list was 'sitting' on her desk ready to be reviewed.
However, in July the DOJ contradicted Bondi by stating it found no evidence of a 'client list' as part of their Epstein investigation.
Months later Republican and Democratic lawmakers led by Reps. Thomas Massie and Ro Khanna are demanding the Justice Department to release all files relating to the disgraced billionaire.
Regardless, the administration is moving forward to fill the Federal Reserve board with Trump loyalists. On Thursday, Trump economic adviser Stephen Miran began testifying in front of the Senate Banking Committee.
A majority of lawmakers will need to confirm Miran for him to replace Cook on the Federal Reserve Board of Governors.

Koch family to buy stake in Giants at $10B valuation
The Koch family reportedly has agreed to purchase a 10% stake in the New York Giants.
The deal, which was first reported by Bloomberg, is pending approval by league owners, which could come as soon as their next meeting in October.
It would come at a valuation of $10 billion, which would surpass the then-North American professional record of $6.05 billion that Josh Harris' group paid to buy the Washington Commanders from former owner Dan Snyder in 2023.
The Mara and Tisch families announced in February they were exploring the possibility of selling a minority, noncontrolling stake in the team. They hired Moelis & Co. at the time to serve as their banker.
Julia Koch, the widow of David Koch, who died in 2019, has a net worth of $81.2 billion, according to Forbes. She and her family last year bought 15% of BSE Global, the company that owns the Brooklyn Nets and New York Liberty.
A spokesperson for Koch had no comment when reached by email Wednesday night.
The Mara family has owned the storied football franchise since its founding in 1925. John Mara is president and CEO, and his family and the Tisch family will continue to serve as majority owners.

-President Donald Trump asked the Supreme Court to allow him to fire Federal Trade Commission commissioner Rebecca Slaughter, who had been reinstated to that post after he had terminated her.
-Trump in March removed two Democratic commissioners from their posts at the FTC — Slaughter and Alvaro Bedoya — as part of his sprawling effort to exert his influence over federal agencies.The question of “cause” for termination is also at the crux of Trump’s bid to remove Federal Reserve Board Governor Lisa Cook from her role.
President Donald Trump on Thursday asked the Supreme Court to allow him to fire Federal Trade Commission commissioner Rebecca Slaughter, who lower courts ordered reinstated after he terminated her.
Trump wants the Supreme Court to pause her reinstatement as he appeals the case.
“President Trump acted lawfully when he removed Rebecca Slaughter from the FTC,” White House spokesman Kush Desai said in a statement.
“Indeed, the Supreme Court has twice in the last few months confirmed the President’s authority to remove the heads of executive agencies,” Desai said. “We look forward to being vindicated for a third time — and hopefully after this ruling, the lower courts will cease their defiance of Supreme Court orders.”
Trump in March removed Slaughter and another Democratic commissioner, Alvaro Bedoya, as part of a sprawling effort to exert his influence over federal agencies.
Slaughter and Bedoya then sued Trump, seeking to be reinstated. But Bedoya resigned from the FTC in June and dropped his case.
In July, a federal judge in Washington, D.C., ruled that Slaughter’s firing was illegal.
On Tuesday, the U.S. Circuit Court of Appeals in D.C., upheld that ruling in a 2-1 decision.
The appeals court held that FTC commissioners cannot be removed unless there is cause, which has been defined as neglect or malfeasance in office.
Trump did not give a reason for firing Slaughter.
“The government has no likelihood of success on appeal,” the ruling said.
Slaughter returned to work at the FTC after the appeals court decision.
“I was confirmed unanimously by the Senate to a term that ends in 2029 and I intend to serve it out,” she said Thursday in a statement to CNBC. “I am focused on my work and very glad to be back on the job.”
Slaughter’s case is the second in recent weeks to raise the question of whether Trump has legal “cause” to justify removing a federal regulator.
The question of “cause” is also at the crux of Trump’s unprecedented effort to remove Federal Reserve Board Governor Lisa Cook, who was appointed by former President Joe Biden.
Trump last month moved to fire Cook over allegations of mortgage fraud, claims that her attorney has denied, setting up a court battle that could also end up at the Supreme Court.
A court hearing on the matter ended without resolution last week, leaving the future of Cook’s position unclear.

Kiev will blame Russia for the murder of Maidan commandant Andrey Parubiy – but everyone knows the killers are much closer to home. All of Ukraine’s political elite will loudly point to Moscow as the hand behind the murder of former parliamentary speaker Andrey Parubiy. They will cry out in public that Russia is to blame, repeating the same narrative of the “Russian trace.” But in private, they all know the truth: it was his own people that came for him.
The idea that Parubiy was eliminated by the authorities themselves, while sounding outrageous to some, is a version that carries weight, even if many prefer not to believe it. Why? Because Parubiy was one of the few men in Ukraine who truly knew how to build a Maidan. He had organized the barricades in 2014, commanded the Maidan “self-defense,” and knew every method of bringing people into the streets and holding them there against state power. His reputation came from exactly this talent. And in today’s Ukraine, the possibility of another Maidan is very real. For those in power, such a possibility is dangerous, and removing the man who could light the match makes a grim kind of sense.
But there is another explanation, one far darker and one in which almost everyone believes, even if few Ukrainians will say so out loud. Parubiy carried too many secrets – and in Ukraine, secrets can be fatal. He knew far too much about the real shooters on the Maidan in February 2014. As “commandant,” he oversaw the units who guarded the square, and he was positioned to see what others could not. He knew what really happened when the snipers opened fire, when the bloodbath claimed lives and forced Yanukovich to flee. He knew names, structures, and the chain of command. That knowledge made him dangerous.
He also knew the truth about Odessa, May 2, 2014 – the day the Trade Union House went up in flames and dozens of anti-Maidan activists died. International monitors called it a massacre, but the state buried accountability. Parubiy, as head of the National Security and Defense Council at the time, was in the middle of it all. He saw who gave the orders, who turned away, who allowed the fire to consume the building. Those responsible never faced justice, and Parubiy carried the story inside his head.
He knew the full picture of the early days in Donbass, when provocations, manipulations, and engineered violence pushed Ukraine into a war against its own people. He knew the true sponsors and curators. He knew which political figures, which structures, which financial backers prepared and paid for the bloody upheaval. All of this knowledge made him a threat not to Russia, but to those much closer: the networks who had built their power in those years and who now sit on fragile foundations.
For them, Parubiy, – a close ally of former President Pyotr Poroshenko, beaten by Vladimir Zelensky in 2019 – was no longer an asset. He was a liability. And in the brutal logic of power, liabilities are erased. This is why his assassination looks less like an act of foreign aggression and more like an act of internal housecleaning. It was a calculated decision to tidy up loose ends, to remove a man who could, at any moment, destabilize the whole system by speaking truths that were never meant to surface. His silence was demanded, and silence was achieved.
So while the official story will continue to speak of Russian agents, of another “terrorist act” in Moscow’s hybrid war, many in Kiev understand otherwise. They know Parubiy was not struck down by outsiders but by insiders. They know it was not the Kremlin's revenge for 2014 but Ukraine’s own structures, its own power brokers deciding that one of its founding fathers had become excess baggage.
In this sense, his death is a signal to others: no one is safe, and no secret is too old to kill for.

Half Of American Schools Require 'Equitable' Grading And Most Teachers Are Opposed
Lackluster student performance has plagued the Schenectady, N.Y., city school district for years. The school district, like many others, implemented a “grading for equity” policy in response to dismal test scores.
However, as Aaron Gifford reports below for The Epoch Times, a recent national survey indicates that most teachers feel grade equity actually hurts students long term, although more than half of the schools and districts across the nation engage in the practice.
Schenectady’s 2022-2023 academic report said 95 percent of its high school freshmen were behind in math by three or more grade levels.
A year later, the district reported that in the first quarter of the 2022-2023 school year, more than half of its middle school students (grades 6-8) were three or more grade levels behind in both reading and math, while the daily attendance rate for high schoolers had dipped below 79 percent.
In response to these disappointing results, district leaders implemented a “grading for equity” policy whereby students are not penalized for handing in assignments late, and are allowed to retake tests with continuous guidance from teachers until their scores reflect proficiency levels. Incomplete grades for the semester require authorization from school principals. The policy took effect last fall.
“It’s almost academic fraud,” Christopher Ognibene, Schenectady High School social studies teacher, told The Epoch Times. He recalled a student who was given B’s all year but failed the end-of-the-year New York State Regents assessment with a score of 43.
“Watered-down report cards and transcripts mean nothing if you are left unprepared academically for college. And there are due dates in the real world—it doesn’t matter where you go after high school,” he said.
Most teachers agree with Ognibene’s assessment of the widely used approach, according to the recent survey by the Thomas B. Fordham Foundation and Rand Corporation education team members.
The Aug. 20 report, “Equitable Grading Through the Eyes of Teachers,” summarized responses from 967 teachers from K-12 districts across the country in late 2024.
“Turns out, teachers don’t like it when the powers that be take a sledgehammer to their few sources of leverage over student motivation and effort. Nor do they like giving students grades they don’t deserve,” the report says.
The report identifies five equitable grading practices—unlimited retakes, no late penalties, no zeroes, no homework, and no required participation.
More than half of those surveys identified at least one of those practices in their school, while a quarter noted that their district allows three of them, most commonly unlimited retakes, no late penalties, and no zeros.
Eighty-one percent of the teachers surveyed said they are particularly opposed to requirements for partial credit awarded on late assignments.
The survey included an open-ended response section, where teachers indicated that a guaranteed grade of 50 or higher is a common practice.

This practice received negative national attention in Hartford, Connecticut, last year after an illiterate high school senior graduated and was accepted to college. The student, Aleysha Ortiz, later sued the district, noting that she completed assignments by using a talk-to-text function on her phone.
Carol Gale, president of the Hartford Federation of Teachers, previously told The Epoch Times that in addition to the automatic 50 score entitlement, her district only requires a 60 score to pass a grade level, and some students pass with 40 or 50 absences in a year.
“It seems to me this is allowed simply to embellish graduation rates,” she said.
The Fordham Foundation report doesn’t list the districts represented in the survey, but it does note that policies were hotly contested before their adoption in Schenectady, in Portland, Oregon, and San Leandro, California. It also said education leaders in Atlanta and Las Vegas are “reversing course” on grading for equity due to negative results.
Schools implement grade equity practices to counter low state test scores, bolster graduation rates, and address academic achievement gaps based on race and socioeconomic status.
Respondents said their school adopted policies from a 2023 book, “Grading for Equity: What it is, Why it Matters, and How it Can transform Schools and Classrooms.” The author, Joe Feldman, a former teacher and principal, consults with schools across the country to implement those policies.
“Anything that has to do with equity and diversity for city schools, people eat it up,” Ognibene told The Epoch Times. “Everybody wants a silver bullet, but no book is going to fix what’s happening.”
The Epoch Times reached out to the Schenectady City School District for comment.
Gherian Foster, an activist with the Albany-based Black Abolitionist Directive who previously worked for the Schenectady City School District, said she believes grading for equity is a viable solution to improve student performance over time.
She said it encourages engaging classroom activities and discussions over what she called outdated and ineffective methods of instruction: drilling students to regurgitate information for the sake of high test scores.
“If [students] are just looking at their Chromebooks for every lesson, that’s not engaging instruction,” Foster told The Epoch Times. “That just stresses the teachers and the students out. Do we have to test them so much, or are there other ways?”

Indonesia's president cancels China trip as protests continue
JAKARTA: Indonesian President Prabowo Subianto on Saturday (Aug 30) cancelled a planned trip to China as days of protests spread further outside the capital Jakarta, with several regional parliament buildings set ablaze.
Prabowo had been due to attend a "Victory Day" parade in China on Sep 3 to mark the 80th anniversary of the end of World War II, following Japan's formal surrender.
The protests, the first major test for Prabowo's nearly year-old government, began in Jakarta this week over lawmakers' pay and worsened after a police vehicle hit and killed a motorcycle rider.
"The president wants to continue monitoring (the situation in Indonesia) directly…and seek the best solutions," presidential spokesperson Prasetyo Hadi said in a video statement on Saturday.
"Therefore, the president apologises to the Chinese government that he could not attend the invitation."
Another consideration in cancelling the trip was a United Nations General Assembly session in September, Prasetyo said.
In the light of the protest, short-video app TikTok, which is owned by China's ByteDance, said on Saturday it had suspended its live feature in Indonesia for a few days.
Jakarta had this week summoned representatives of social media platforms, including as Meta Platforms Inc and TikTok, and told them to boost content moderation because disinformation had spread online. The government says that such disinformation has spurred protests against it.
Earlier on Saturday, protesters caused fires at regional parliament buildings in three provinces - West Nusa Tenggara, Pekalongan city in Central Java and Cirebon city in West Java, local media reported.
Local media Detik said protesters had looted parliamentary office equipment in Cirebon and police fired tear gas to disperse protesters in Pekalongan and West Nusa Tenggara.
Three people were killed on Friday in an arson attack on a parliament building in Makassar, the capital of South Sulawesi province, Indonesia's disaster management agency said.
State news agency Antara said the victims had been trapped in the burning building, and the disaster management agency said two people were injured after jumping out of the building to escape the fire.
Local media outlet metrotvnews.com reported one further death from a fire at the Makassar parliamentary building. This could not be independently confirmed.
Protests also occurred on the holiday island of Bali, where tear gas was used against protesters.
Local media also reported that a crowd had looted the Jakarta home of Ahmad Sahroni, a lawmaker from the political party NasDem, and taken items including household furniture.
Sahroni has faced accusations of responding insensitively to people calling for parliament to be dissolved amid anger over lawmakers' allowances. Sahroni has labelled such critics "the stupidest people in the world".

He adds, “Remember that when current President Prabowo Subianto was the head of the special military force called Kopassus in 1997, 400 plus university students disappeared, never to be seen again. The students were demonstrating for weeks during the Asian financial crisis. Chinese women were being raped in the streets by the police and military, and nothing was done to stop it.”
Already, Parliament buildings are being burned down in Indonesia, and the Chinese are being attacked.
