This message is something new on regular server although we see it pretty often on the admin server.
It is possible that software engrs are making changes that will temporarily affect the regular server, that's not unusual.

Highly doubtful that tech problems like this has affected whether Q posts or not, since similar problems have occurred all along.
I did quite a few searches in the last 24 hrs on the admin server and did not get that message, will switch to searching on regular server and see whether it's a problem.
