More than two-thirds of countries have abolished it in law or in practice. Yet, as this map shows, the death penalty is still retained and used in parts of the world. 17 countries are known to have carried out executions in 2025.
The EU opposes the death penalty in all cases and all circumstances and will continue working towards its universal abolition.

The European Union and the Council of Europe are unequivocally opposed to the death penalty, in all cases and in all circumstances.
Progress towards the global abolition continued over the past year. Lebanon abolished the death penalty in August 2026. The Gambia and Vietnam reduced the number of crimes punishable by death and Sierra Leone ratified the second optional protocol to the International Covenant on Civil and Political Rights, ruling out execution within the jurisdiction of the State Party. Cambodia, the Central African Republic and Chad all took steps towards ratification. These examples serve as a reminder that change is always possible.
Only 17 countries are known to have carried out executions in 2025, but the sharp increase of executions is alarming. Recorded executions have risen by 78% compared with 2024. Most took place in Iran but there were significant increases in Egypt, Kuwait, Saudi Arabia, Singapore and Yemen. Executions continued in the United States. The executions carried out in China are not reflected in global statistics because of state secrecy, although it is estimated that thousands of death sentences were carried out in the country last year. Belarus remains the only country in Europe applying the death penalty.
Moreover, the continued use of the death penalty for drug-related offences is particularly concerning. Under international human rights law, capital punishment is restricted to the most serious crimes, understood as crimes of extreme gravity involving intentional killing. Using the death penalty to punish drug production and trafficking does not meet this threshold, nor is it effective. Evidence shows it does not deter crime better than other sentences. The death penalty also removes any hope of rehabilitation and will always carry the risk of fatal miscarriages of justice.
On this European and World Day against the Death Penalty, the European Union and the Council of Europe call on all States that retain the death penalty to immediately establish a moratorium on executions as a first step towards abolition. A moratorium should lead to existing death sentences being commuted and the full compliance with international human rights law and standards, pending abolition.
The European Union and the Council of Europe remain resolute in opposing any attempt to reintroduce or expand the death penalty, including in Europe. Alongside international partners, civil society, and legal professionals, we will continue to promote democratic debate grounded in human rights and the rule of law, with the goal of achieving universal abolition. In this respect, the recent World Congress against the death penalty in France demonstrated the pivotal role that the judiciary can play in abolition, as well as the importance of engaging young people. We welcome Morocco’s decision to host the 10th World Congress in 2029.
The death penalty—including the process leading to execution—constitutes inhumane and degrading treatment. We call on all States to embrace restorative justice and join the growing global movement rejecting capital punishment.

Zelenskyy Urgently Attacks Russian Oil/Fuel Export Terminal

Immediately after President Trump announced a strategic energy supply deal with Russian Federation President Vladimir Putin, Ukraine President Zelenskyy ordered drone strikes against the Russian oil/fuel export terminal NZNP.
The targeted terminal is located in the Zheleznodorozhny district of Rostov-on-Don, and it is used to transship petroleum products including diesel fuel for exports toward the west. {SOURCE, Ukraine Today}
The intention of Zelenskyy’s targeting is obvious to anyone who has followed the conflict between Russia-Ukraine and the involvement of EU-NATO countries in keeping maximum conflict at the forefront. They do not want a strategic agreement between Putin and Trump.
Hours before the Ukraine targeting of the NZNP export terminal, President Trump announced a strategic agreement with President Putin for refined diesel exports over the next six months. This Trump-Putin agreement was against the interests of Zelenskyy and specifically against the interests of his benefactors in London, because Putin and Trump are working outside the “western market pricing system”.
To fully understand what is happening, I strongly suggest you spend the time to read my previous articles on the dynamic as outlined below in sequence.
♦ First, start with understanding why Europe’s financial system is in conflict with Russia. In his own words Vladimir Putin explains why EU-NATO must have an expanded war with Russia. It has nothing to do with political ideology, and everything to do with control of money. – SEE HERE
♦ Second, understand how the western control of the “market price” of commodities is used to manipulate political outcomes. This ties directly into the first article about why London must control the money and combat Russia. In this second article three weeks ago, CTH outlined a very predictable path that was most likely. The Trump-Putin strategic alliance is EXACTLY what we expected to happen. – SEE HERE
♦ Third, you can actually move beyond the current moment into the future by looking at the Lukoil story. When you combine what Putin has said with the strategic agreement with Trump now in place you can clearly see how Lukoil is going to end up being a wedge to drive out London financial influence and free the USA from this corrupt market control system. – SEE HERE
Once you understand those three previous outlines, then you understand exactly why the U.K. needs Zelenskyy to stop this agreement between President Donald Trump and Russian President Vladimir Putin. London’s entire market control system is at risk. It’s all connected.
•Discounted potash from Belarus, sold to the U.S. at discount (non-market) prices. [Canada smacked.]
•Discounted diesel fuel from Russia, sold to the U.S. at discount (non-market) prices. [London smacked.]
These are two recent examples of Trump working around the traditional western system of financial control within the “market system”. These are also two transactions that cut out the middlemen completely. In essence, stand back and look at what Trump is doing here, it’s the same reason BRICS exists; it’s the BRICS argument against western financial control.
Trump is aligned ideologically with the BRICS position on energy exploitation. However, it’s actually more consequential than just an alignment of interests. The biggest economy in the world, the economy that establishes the currency used in most global trade, is now aligning in common purpose against the financial schemes of London, while RETAINING the dollar as the central trade currency.
Trump is telling BRICS there’s no reason to replace the dollar, we can just replace the manipulation.
London must be going bananas, and Zelenskyy is their tool to stop Trump.
