Apparently, hackers are using Whonix to mask their ip adddress from the Feds. Also, criminals are using it for ip address masking while distributing/uploading child porn. From my research, Whonix provides more anonymity than regular Tor Browser, which is why it is being used for extremely sketchy stuff, to hide the ip address from the Feds. It is harder to track down ip address of Whonix users than users of standard Tor Browser. Or so they say.

Of course, Tor is NOT enough to hide your ip address from the Feds. You should be using Whonix VMs (at the bare minimum) on a Linux OS/Tails OS, and not on a Windows OS. Tor is not nearly sufficient for sketchy activities online. You will need Whonix for that. Using your own home wifi is fine (you don't need to use a public one), as long as you take the precautions of properly concealing your ip address.
