Most victims of violent crimes like murder use drugs or commit other wolf acts. Sheep can't be murdered. The reason that being a wolf isn't common is because many wolves are murdered or die from their own recklessness. The only crime that sheep can usually be a victim of is property crime like burglary, or violent property crime like armed robbery. Wolf on wolf crime matters if the wolf actor is captured. The wolf institutions care about wolf victims rather than sheep victims. No wolf murders for no reason. There is always a cause. Human behavior is extremely difficult to predict because all behavior is situational. That doesn't contradict my Wolf and Sheep model. It's the whole point of it.
In kidnapping, it's usually the parent that kidnaps the child, so the kids are sometimes wolves because they are the biological result of their parents. If a sheep gets their car stolen, the wolf gets a slap on the wrist. If a wolf gets murdered, the wolf gets a huge punishment. Only wolves matter, not sheep.
They look at the harm, not the victim, when they look at the victim in other variants of the same criminal act. That proves that they favor wolves. Harm is subjective and so is the moral worth of the victim.
The News only cares about wolves. Sheep are tied to their immediate community and where they move to forever. A sheep could get themselves indexed on Google but no one will know their name. Sheep are just sheep, a financial object. Sheep keep the system running while wolves enjoy the freedom of their wolf act. Sheep love wolves instead of loving more sheep. They don't need a sheep to entertain them when a wolf does it for free, and helps them gain an upgraded social status. When a wolf is away, they are talked about more than a sheep who isn't there. That's only if a wolf gets captured, most wolves do not get captured.
A criminal act and a wolf act is not the same thing. Performing a surgery is a wolf act but not a criminal act. To "solve" a criminal act, you would simply have to get them into wolf act jobs. This is the obvious pattern from the countries with the lowest criminal acts rates in the world. High criminal acts rates are the global norm because wolf act jobs either don't exist, are inaccessible, or low quality. Things are very obvious but people don't think about what they aren't interested in at the moment. It's impossible to solve a wolf act because wolves are inherently evil and dangerous.
