China unveils plan to boost commercial space development

China's space agency has released an action plan to promote high-quality development and high-level security in commercial aerospace over the next two years.

The document, released by China National Space Administration (CNSA) on Tuesday, specifically provides for the development of an efficiently coordinated commercial aerospace industry ecosystem by 2027, featuring secure and orderly scientific-technological research and production, a remarkably enlarged industrial scale, remarkably enhanced vigor and vitality of innovation and creativity, realization of coordinated capacity building and efficient utilization of resources, and a remarkably upgraded industrial governance capacity, to basically realize high-quality development of the commercial aerospace undertaking.

To achieve these goals, the action plan sets out a package of 22 key measures in five aspects, including enhancing the driving forces for innovation and creativity, efficiently utilizing capacities and resources, promoting the development and expansion of industries, doing a good job of industry management service provision, and strengthening security supervision over the entire chain.

The agency will open civil aerospace research plans and basic research projects to commercial players, and encourage them to actively participate in civil aerospace projects and in research and development under national-level major projects.

In the action plan, the agency pledges to expand commercial access to its national network of civilian tracking, telemetry and control (TT and C) stations, data-receiving sites, calibration ranges and validation fields, as well as to large test assets such as rocket-engine test stands and space-environment simulation facilities, under the premise of guaranteeing security.

The document also encourages commercial entities to expand in corresponding links in the aerospace industry chain, such as the manufacturing of satellites and rockets, application services, and measurement and control operation, so as to promote high-quality development of the aerospace industry.

Priority support will be given to commercial firms in exploring new technologies, new products, and new application scenarios, the agency said.

Notably, the action plan calls for efforts to cultivate patient capital. The CNSA said it will improve the investment and financing system and mechanism for the commercial space sector, and establish a national development fund.

It also urges local governments, financial institutions and private capital to jointly set up platforms to guide long-term, strategic and value investment.

Exclusive: China pioneers in AI satellite deployment in space: program leader

The concepts of orbital data centers and artificial intelligence (AI) satellites have become a heated topic recently, following US startup Starcloud's successful deployment of a refrigerator-sized satellite containing a powerful NVIDIA H100 graphics processing unit (GPU) into orbit via a rideshare mission by the SpaceX Falcon 9 in early November.

The feat came just days after US tech billionaire Elon Musk said his SpaceX could be capable of deploying data centers as early as next year through its Starlink program.

According to NBC News on November 20, while discussing the future of the AI computing industry, Musk said again that "perhaps in the four or five-year time frame, the lowest-cost way to do AI compute will be with solar-powered AI satellites."

He made the remarks while sharing a stage with Nvidia CEO Jensen Huang and Saudi Arabia's Minister of Communications and Information Technology Abdullah Alswaha.

The CEO of xAI and Tesla announced a massive new data center project in Saudi Arabia on Wednesday.

China deployed its first homegrown AI-enabled satellite Dongfang Huiyan Gaofen 01 as early as December 2024, preceding US and laying the groundwork for a future space-based supercomputing center, said Han Yinhe, the program leader and a research professor at the Research Center for Intelligent Computing Systems of the Institute of Computing Technology, Chinese Academy of Sciences (CAS), in an exclusive interview with the Global Times.

The AI large-scale model onboard the Chinese satellite is codenamed JigonGPT. "We have taken the lead globally by achieving on-orbit generative remote-sensing analysis capabilities and pioneering the validation of satellite-ground intelligent interaction," Han said.

For example, the "Weibo Digital Human," powered by the onboard JigonGPT large vision-language model (LLM) can engage in real-time conversations with other users on social media platforms.

This breakthrough has demonstrated both the feasibility of deploying generative LLMs in orbit and highlights their potential in ultra-low-latency response scenarios.

A federal appeals court has upheld a penalty of nearly $1 million against President Donald Trump and attorney Alina Habba, concluding they committed “sanctionable conduct” by filing a frivolous lawsuit against Hillary Clinton and former FBI Director James Comey.

“Many of Trump’s and Habba’s legal arguments were indeed frivolous,” 11th Circuit Court of Appeals Chief Judge William Pryor Jr. wrote for a unanimous, three-judge panel, including Trump appointee Andrew Brasher and Biden appointee Embry Kidd.

The Atlanta-based appeals court also rejected Trump’s bid to reinstate the 2022 lawsuit targeting Clinton, Comey and others over allegations about ties between Trump’s 2016 presidential campaign and Russia. The lawsuit alleged a broad racketeering conspiracy to conjure up false allegations against his campaign and then instigate investigations like special counsel Robert Mueller’s probe.

And Pryor, a George W. Bush appointee, concluded that the district court judge who originally ruled against Trump had properly considered Trump’s “pattern of misusing the courts” when deciding to sanction Trump and Habba.

The ruling is the latest rejection of Trump’s legal crusade against his perceived adversaries, and the second rebuke by the 11th Circuit in recent days. Last week, a different panel — which included two Trump appointees — shot down Trump’s effort to revive a lawsuit against CNN over its use of the term “Big Lie” to describe his bid to subvert the 2020 election.

Spokespeople for the White House, Trump’s legal team and Habba did not immediately respond to requests for comment.

Habba was a private attorney working for Trump at the time she served as lead counsel on the Russia-related lawsuit. She later became a spokesperson for Trump’s legal team. In March of this year, Trump named Habba to serve temporarily as the top federal prosecutor in New Jersey. When that appointment was set to expire in July, the administration used an unusual maneuver to keep her in the job. A judge ruled in August that the effort to extend Habba’s term was illegal, but the Justice Department is appealing that decision.

Pryor’s 36-page opinion called Trump’s lawsuit an “abuse of judicial resources.” It echoed the skeptical questions the panel had for Trump’s attorney during oral arguments last week.

U.S. District Judge Donald Middlebrooks, a Bill Clinton appointee based in West Palm Beach, Florida, ordered in January 2023 that Trump and Habba both be held liable for paying the penalty he imposed to recoup legal fees Hillary Clinton, the Democratic National Committee and others incurred to respond to the lawsuit.

London Police Arrest Farmers Protesting Labour Gov’t Death Tax Raid

British farmers were seen being arrested as thousands descended on Westminster on Wednesday morning to protest the leftist Labour Party government’s inheritance tax raids.

Tractors rolled into central London on Wednesday morning as farmers continue to rail against plans from Chancellor Rachel Reeves to impose a 20 per cent inheritance tax on agricultural land valued at over £1 million starting in April.

The move has sparked widespread concern among farmers, who often operate on very thin margins and are typically cash poor, who fear that they would be forced to sell land to pay the tax when their parents die.

Despite consistently staging peaceful protests, the Metropolitan Police announced a last minute ban on Wednesday’s demonstration, citing concerns of disruption to emergency services and local businesses.

The organiser of the protest, Dan Willis, of the Berkshire Farmers Group, told The Telegraph: “The Met decided to pull it at the very last moment. But there was no way to stop these guys; once they were told not to come, the anger was palpable.”

A beef farmer from Newbury commented: ” “Rachel Reeves’s Budget last year was devastating. It actively stopped any progression, any growth, any future development. Any of that was stopped in its tracks.

Footage shared on social media showed farmers being handcuffed and arrested by police. The force has yet to confirm how many arrests were made.

However, Reform UK leader Nigel Farage announced that his party would pay the legal costs for any farmer that was arrested while peacefully protesting.

“The farmers’ planned protest on Whitehall has been cancelled by the police at the last moment. They have come to London and are now being arrested. This is outrageous,” Farage said.

“Reform UK will provide full legal support to every farmer protesting peacefully today.”

Conservative Party Shadow Environment Secretary, Victoria Atkins added: “Our farmers have been let down not just by this city-dwelling Labour Government, but also by the Met police.

“Farmers are not in the habit of protesting. They had been forced to come to Whitehall today to make their voices heard about the devastating impact of the family farm and family business taxes because Rachel Reeves was not listening.”

A senior US military official has warned that Ukraine faces “imminent defeat” on the battlefield and urged Kiev to accept a US-drafted peace deal before its position deteriorates further, NBC News reported on Tuesday, citing people briefed on the talks.

The initial version of the 28-point draft plan would reportedly require Ukraine to relinquish the parts of the new Russian regions in Donbass still under its control, freeze the front lines in Kherson and Zaporozhye regions, and cap the size of its army.

In a meeting with Ukrainian officials in Kiev last week, US Army Secretary Dan Driscoll told his counterparts that their troops “faced a dire situation on the battlefield and would suffer an imminent defeat against Russian forces,” NBC reported, citing two sources.

The Russian military has been on the offensive in recent months in Donbass and elsewhere, with Ukrainian officials complaining of a lack of manpower.

Driscoll went on to say that Russia is increasing the scale and pace of its air attacks and can “fight on indefinitely,” and warned that US industry cannot keep supplying weapons and air defenses at the required rate, NBC said.

“The message was basically – you are losing, and you need to accept the deal,” the network’s source said.

According to NBC, Kiev refused to sign the deal, which has since been amended. Several media reports also suggest that Driscoll held “secret talks” with the Russian delegation in Abu Dhabi on Monday and Tuesday.

NBC described the talks between Driscoll and Ukrainian officials as a sign of a long-running rift in the Trump administration between Vice President J.D. Vance and Secretary of State Marco Rubio.

While Vance’s camp is seeking to push Kiev to compromise and see it “as the primary obstacle to peace,” supporters of Rubio believe that the Ukraine conflict could be settled by pressuring Russia, the network said.

Vance and Rubio have denied being at odds over Ukraine. Russia has said it remains in contact with Washington and has received the broad outlines of the plan, but said it will not “engage in megaphone diplomacy,” which could jeopardize the peace efforts.

Streams of molten lava flowed from Hawaii’s Kilauea volcano overnight Saturday into Sunday, ahead of another eruption expected to take shape in the coming days, the U.S. Geological Survey said.

Located in Volcanoes National Park, a massive protected area on the Big Island of Hawaii, Kilauea is among the world’s most active volcanoes. It has been erupting intermittently for almost a year now, with the next imminent episode set to be its 37th since last December.

Eruption episodes tend to be characterized by fountains of lava bursting from the ground and shooting up dramatically into the sky above Hawaii. Visitors are able to travel to the national park to view the volcanic activity themselves, as flows are confined to that area and do not threaten areas of the island with any residential homes or buildings, officials have said.

This time, fiery overflows from Kilauea’s two vents began Friday morning and continued throughout the weekend, according to USGS, which has been releasing regular updates on its progress from the Hawaiian Volcano Observatory. The agency anticipates the episode will be in full swing at some point between Sunday and Tuesday.

Watters said the operation resembled a destabilization tactic designed to generate mistrust within the United States.

Watters said the individuals he spoke with described the effort as part of a broader plan.

“So I talked to two CIA officers who said that this is a part of a larger hoax, and what they’re doing here is they’re trying to condition the country to prepare for something bad that’s about to happen at the hands of Donald Trump. It’s straight out of the CIA playbook. It’s a destabilization operation where you get people to mistrust each other,” Watters said.

He said the operation followed a recognizable sequence.

“And you do this because she’s an analyst. And as an analyst, she would make sure what propaganda operations were successful which ones weren’t, so she knows what works,” Watters said.

He described the structure he believed was present in the messaging.

“So the first part of the video, you establish authority. I’m CIA. I’m military. You need to trust us. Second part of the video, they introduced the threat, and the threat is not foreign. The threat is domestic. The threat is Donald Trump. And then at the end, they introduce the solution. What’s the solution? You resist. You say no, but they don’t give an option. They say, this is an obligation for you to do.”

Watters said the individual featured in the video was being directed by others.

“Now she is being run because she didn’t come up with this herself. She’s a Brennan acolyte, and you usually don’t have congressmen and senators doing anything together. They kind of hate each other, so in order to organize this, this had to have had some sort of handler telling her what to do,” he said.

He argued that the effort carried significant risk.

“And it was risky, because nothing like this has ever been done in the history of the country, and you can even tell, because the media was skeptical and they couldn’t answer the question, so they hadn’t even been read in on the operation. You see them fumbling and stumbling,” Watters said.

Watters also commented on a military review connected to the matter.

“And I’m glad that the US military is now investigating this guy, Kelly, because this is what we expect from Donald Trump. To point out you can’t have the deep state interfering with a duly elected presidency and get away with it. You got to draw the line in the sand, and you have to make examples out of people.”

New counter-drone tech in ‘final stages’ for use in Romania, chief of Army’s Europe mission says

STUTTGART, Germany — New counter-drone technology will soon be operational in Romania, the top U.S. Army commander in Europe said this week on the heels of yet another suspected Russian incursion into the country’s airspace.

“We have tested it, and it is in the final stages of being employed,” U.S. Army Europe and Africa’s Gen. Christopher Donahue said Tuesday during a stop at Mihail Kogalniceanu Air Base, where he also met with American troops.

Donahue was likely alluding to the new Merops system, which has been billed as a cost-effective technology using artificial intelligence to navigate, detect and down opposing drones.

Last week, Polish and Romanian troops practiced alongside Americans using the weapon, which has already been battle-tested by Ukrainian troops in combat.

Donahue’s stop came on the heels of a Pentagon announcement last month that the U.S. is reducing its troop numbers in Romania.

The decision involved an end to the rotation of a U.S. Army brigade to the Black Sea region, which had been part of a broader buildup in Europe in the aftermath of Russia’s 2022 full-scale invasion of Ukraine.

As a result of the decision, about 700 soldiers who had been positioned in Romania were not backfilled following their recently finished deployment. The U.S. still has about 1,000 troops based in the country, however.

“Romania will always be the central feature of this part of the alliance,” Donahue said, adding that “the U.S. is committed” to its military presence in the Black Sea country.

His comments came the same day NATO jets were scrambled in response to a violation of Romanian airspace by a drone emanating from neighboring Ukraine, the Romanian defense ministry said in a statement.

Two German Eurofighter Typhoons took off from the air base to monitor the situation, the ministry said. Romanian fighter planes also took flight in response.

A drone traveled about 60 miles into Romania, according to the statement. “We are dealing with a new Russian provocation against Romania, a drone which the Romanian army and German Eurofighters have tried to shoot down,” Defense Minister Ionut Mosteanu said, as quoted by Reuters.

“My assumption is that (the pilots) analyzed the potential collateral damage and ... chose not to engage.”

Fragments of the suspected Russian drone were later found on Romanian territory. There have been numerous drone incursions into Romania during the Russia-Ukraine war. Poland also has faced such intrusions.

Mihail Kogalniceanu Air Base, referred to as “MK” by U.S. troops, has long served as a hub for American forces in the Black Sea region.

Romania has invested billions into the facility over the years with the aim of boosting NATO members’ troop presence in the country.

Speaking to Kommersant newspaper on Wednesday,Ushakov defended continued contacts between Moscow and Washington, including by phone, and maintained they are needed to build trust between the two nations. ==He also said that neither side was interested in leaking the contents of the conversations.=•

According to the presidential aide, the incident might point to infighting in Washington. “Do you remember the case of [former National Security Adviser] Michael Flynn? This case could be the same,” the official said.

Flynn was forced to resign in 2017 after being accused of misleading officials about a phone conversation with then Russian ambassador to the US, Sergey Kislyak. Trump, who was serving his first term as president, stated that the conversation was “illegally leaked” by US intelligence.

Flynn initially pleaded guilty to the false statement charges before reversing his position and calling the case politically motivated. Trump pardoned him in late 2020, bringing the case to a close.

Speaking to journalists on Monday,Ushakov warned that such leaks risk undermining the whole process of normalization of relations between Moscow and Washington. “This is unacceptable… in such relations, when most serious issues are discussed,” he said.

“There can be no cooperation with a partner when information about what was discussed is revealed. Otherwise, there will be no trust.”

On Tuesday, Bloomberg published what it described as a transcript of Witkoff’s conversation with Ushakov from October 14. The US special envoy was then accused of “coaching” the Russians on how to deal with Washington. Trump dismissed the allegations by saying that Witkoff was using a “standard”approach.

Ushakov noted thatsome of the leaks are fake, adding that he would not comment on the others.“My conversations with Witkoff are confidential. No one should make them public. No one.”
