Amidst layoffs in multiple countries, Samsung has reportedly retrenched staff in Singapore as well.
On Tuesday (Oct 1), staff across various departments in Samsung Electronics Singapore were called into private meetings with HR as well as their reporting managers during which they were informed of the retrenchment and their severance package details, reported Bloomberg.
Over half of the South Korean company's 267,800 employees are based overseas according to its 2024 sustainability report released in June.
Samsung Electronics Singapore, in response to AsiaOne's queries, said they are conducting routine workforce adjustments to improve operational efficiency.
In September, Samsung instructed subsidiaries worldwide to reduce sales and marketing staff by about 15 per cent, and administrative staff by up to 30 per cent, sources told Reuters then.
"Some overseas subsidiaries are conducting routine workforce adjustments to improve operational efficiency," a Samsung spokesperson said in a statement to Bloomberg.
"The company has not set a target number for any particular positions."
Samsung has plans to lay off over 200 executives in India, about nine to 10 per cent of its total managerial workforce in the country, reported The Economic Times in September.
It is reportedly trimming about 10 per cent of jobs in some parts of Latin America as well, but not planning layoffs in its home market, reported Bloomberg.
Responding to AsiaOne's queries, Andy Lim, secretary-general of the Singapore Manual and Mercantile Workers' Union (SMMWU) said that although Samsung Electronics Singapore is a non-unionised company, there are workers there who are members of SMMWU,an affiliated union with the National Trades Union Congress (NTUC).
"The SMMWU is actively reaching out to these members and remains committed to supporting our members during this challenging time, where needed," he said.
Lim also encouraged affected workers to reach out the union for resources such as job placement services as well as career and skills upgrading advisory.

SINGAPORE – From October, more people will benefit from government healthcare subsidies, including at public hospitals, specialist clinics and dialysis centres.
Health Minister Ong Ye Kung announced on Sept 30 that subsidies will be extended to people from households with higher incomes.
The monthly per capita household income (PCHI) threshold for each subsidy tier will be raised by $100 to $800. PCHI is the total household income divided by the number of family members living under the same roof.
For instance, the 80 per cent subsidy for C and B2 wards at public hospitals would be given to those with PCHI of up to $2,100, from $1,800. For a family of four, this works out to a household income totalling $8,400, up from $7,200.
Aside from acute hospitals, the higher subsidies also apply across the range of healthcare services, from MediShield Life premiums to devices for seniors such as hearing aids and wheelchairs.
More people will qualify for the Chas (Community Health Assist Scheme) Blue card, with the PCHI being raised from $1,200 to $1,500.
The PCHI to qualify for the highest MediShield Life health insurance premium subsidy will also go up from $1,200 to $1,500.

In addition, the subsidy rates for community hospitals and palliative care in both hospitals and the community will be raisedto match those at acute hospitals.
Patients themselves or their loved ones sometimes prefer that the patients stay in acute hospitals, where there is greater assurance of government financial support, Mr Ong said. So patients are reluctant to move to community care settings.
“This paradigm has now shifted. We should subsidise community care at least at the same level as hospital care, if not more. That way, we encourage the right-siting of patients,” he added.
“In fact, it is often in the interest of patients to quickly move to community settings where they can get the right rehabilitation and social support, which is what they need most at that stage of their recovery.”
To this end, subsidies for community hospitals will be the same as those for public hospitals from Oct 1, in tandem with the revised monthly PCHI thresholds.
Under the enhanced community hospital subsidy framework, Singapore citizens will get subsidies of at least 50 per cent, up from 30 per cent under the current framework, said the Ministry of Health (MOH).

Singapore’s Foreign Minister Vivian Balakrishnan and Law Minister K. Shanmugam have sharply refuted assertions by Lee Hsien Yang, the son of founding father Lee Kuan Yew, linking a defamation case to the legacy of his late father and the city state’s first prime minister.
In a Facebook post on Sunday, Lee, the estranged younger brother of former prime minister Lee Hsien Loong, revealed he paid S$619,335.53 (US$481,644) in damages to the two ministers in what he claimed was to honour his father’s wishes regarding 38 Oxley Road, where his sister Wei Ling was residing.
“This was to allow Wei Ling, who is ill, to continue to stay at the house,” he wrote.
Lee also said the amount was “equivalent to 13.6 months” worth of rent for two other houses on Ridout Road that were at the centre of the defamation suit filed by the two ministers against him last year.
On Tuesday, the ministers published social media posts arguing that “the defamation cases had nothing to do” with Lee Kuan Yew or his family home, the subject of a long-standing dispute between the (((Lee siblings))).
That row centred on Lee Hsien Loong –when he was still prime minister– advocating that the government determine the property’s future, while his siblings Lee Hsien Yang andLee Wei Linghave maintained that the house should be demolished, in accordance with what they said was their father’s wish.

Singapore’s former biggest oil trader Lim Oon Kuin and his heirs have received a bill for $3.5 billion to settle with the liquidators of Lim’s trading business, Bloomberg has reported, citing unnamed sources in the know.
The oil tycoon was earlier this year convicted on three charges, including two charges of deception targeting lender HSBC and one charge of document forgery with the intent to deceive the bank. These were the only three criminal charges that reached court of a total of 130 charges of forgery and cheating, the Business Times reported at the time.
Lim set up his company Hin Leong Trading Pte. back in the 1970s and it eventually turned into the biggest oil trading entity in Singapore. However, it all came crashing down when it was revealed that Lim had used his employees to forge documents aimed at deceiving HSBC that Hin Leong had sealed two oil sale deals with Chinese companies: Unipec and China Aviation Oil.
These deals made the basis for a request for financing from the British lender. The sum of the loans that the oil trader received under false pretenses was at least $111.7 million. Lim denied he had asked employees to forge documents for the purpose of deceiving the company’s lender.
However, that deal turned out to be just the tip of the iceberg. Last year, after Hin Leong Trading went into compulsory liquidation, liquidators alleged that Lim and his children has been engaged in fraud for years, presenting the company as a healthy going concern when in fact it had been loss-making for a decade.
Between 2010 and 2020, the liquidators alleged, Lim and his two children had overstatedHin Leong’s profits by $2.1 billion, while the company had in fact incurred losses of some $808 million from trade with futures and swaps, Channel News Asia reported a year ago. It was in this case that the court ruled the family must pay $3.5 billion in compensation - the sum that liquidators had asked to be awarded to them.

BlackRock sells GasLog stake to Singapore’s GIC

US investment giant BlackRock is selling out of Greek liquefied natural gas (LNG) shipping player GasLog.
A fund managed by the New York-based firm’s Global Infrastructure Partners (GIP) has struck a deal for Singaporean sovereign wealth fund GIC to take over its 45% stake in the Peter Livanos-backed GasLog for an undisclosed sum.
The deal is expected to close in the fourth quarter of this year. BlackRock bought into GasLog in 2021 in a move that saw the company delisted from the New York Stock Exchange. The Livanos family and the Onassis Foundation will maintain their shareholdings of about 55% in GasLog.
GasLog owns and operates a fleet of 34 LNG carriers, including two under construction, and has a 20% interest in a floating storage and regasification terminal.
Welcoming GIC as the company’s new shareholder Peter Livanos, chairman of GasLog, said: “GIC’s long-term investment horizon and focus on safety and operational excellence align with GasLog’s corporate values. GIC has a track record of success in supporting energy infrastructure businesses, further enhancing GasLog’s core strengths and capital flexibility. Their global reach will also be a benefit to us as we pursue attractive growth opportunities in the future.”

Mexico Looks Past Trump Threats With $2.7 Billion Port Expansion

Nov 23, 2024 (Bloomberg) –Mexico is looking beyond the incoming Trump administration’s threats of tariffs, betting on a bright future for global merchandise trade no matter what actions its northern neighbor and biggest trading partner takes.
While Donald Trump promises 60% levies on goods imported from China and 20% on the rest of the world, Mexico is making a substantial investment to more than double the capacity of its main commercial port — a show of confidence that imports and exports will increase significantly in the coming years.
The 55 billion-peso ($2.7 billion) expansion of the Navy-run Port of Manzanillo, located in the western state of Colima on the Pacific Ocean, would vault it into the top 20 container ports in the world. That represents a huge leap from its current position of 53rd in the latest Lloyd’s List ranking and would position it as the busiest in Latin America.
With completion targeted for 2030, the expanded port would cover more than 1,800 hectares (4,448 acres) compared with the existing 450 hectares. That additional land and more equipment will allow annual capacity to more than double to 10 million 20-foot containers, said retired Admiral Mario Alberto Gasque, general director of Asipona Manzanillo, the Navy agency that runs the facility.
Annual volumes at that level would put Manzanillo on par with the Port of Los Angeles, the busiest US gateway for maritime trade.
Among the main products the port receives from more than 140 countries are materials for the automotive industry, agricultural products and steel, Gasque said. The public sector will fund about a quarter of the investment, with the private sector financing the rest.
The port has already received written expressions of investment interest from several private companies, including Mexico’s Ferromex, a Grupo Mexico Transportes railroad unit, said Cesar Sandoval, planning manager at Asipona Manzanillo. Increasingly, though, ports are getting entangled in geopolitical tensions. The US and Canada have both expressed concern about Mexico becoming a back door into North America for China. And US-based consulting firm Rhodium Group said in a report last month that Chinese direct investment in Mexico is six times higher than shown in official statistics.
An adviser to Trump’s transition team has even threatened 60% tariffs on goods from anywhere shipped through Chinese ports across Latin America, a direct challenge to the new Chinese-owned port in Chancay, Peru, that was inaugurated this month by President Xi Jinping. The threat could also affect Mexico: China operates several port concessions from Ensenada in the north on the Baja California coast to Lazaro Cardenas and Veracruz in the south.
But Mexican President Claudia Sheinbaum, who is set to visit the Manzanillo facility on Saturday, insists her government has a plan to substitute many of its imports from China with goods made locally, both by Mexican and foreign firms. She is also pushing back forcefully against US and Canadian criticism.
The idea China is using Mexico as a back door to the US “is not correct,” the president said Friday during her daily press briefing. “Automobiles manufactured in Mexico, whether they are exported to the United States or stay in Mexico, have only 7% content of products coming from China. In the United States, it is 9%,” Sheinbaum added.During a tour organized by the Navy at the Manzanillo port’s facilities, several Asipona officials said they weren’t concerned that Trump’s threats would affect the port’s expansion plans.
Although China is the main country that moves merchandise through Manzanillo, the port also receives goods from other Asian countries like Japan and South Korea, according to Julieta Juarez Ochoa, the facility’s commercialization manager. That’s on top of goods from the US, Canada, Australia and Latin American nations including Chile and Ecuador, she added.
“We are not really worried about it, because we are aware of the dynamism of Mexican ports,” Juarez said of Trump’s promised tariffs. “We continue growing, we continue seeking to be an efficient and dynamic port and there are going to be many options for Mexico.”Earlier this year, Mexico imposed tariffs designed to curb the flow of steel from China after the US complained it was ending up in products shipped north across the border, undermining fair competition. Sheinbaum’s officials have also been talking about how to close their own trade imbalance with China and strengthen ties with their North American partners.
Canadian Prime Minister Justin Trudeau has also said his government has concerns about Mexico’s trade with China amid an upcoming review of the North American free-trade deal overhauled during Trump’s first administration scheduled for 2026. Trudeau remains hopeful the three countries can work constructively on the issues over the coming months.
Some Canadian provincial leaders, including the premiers of Ontario and Alberta, argue Canada should pursue a bilateral trade deal with the US due to Mexico’s more open trade with China. But so far neither Trudeau nor Chrystia Freeland, his deputy prime minister who previously led continental trade talks, have backed that call.“We are seeking to continue moving forward without being slowed down by the geopolitical situation,” Gasque said. His agency wants Mexican ports to be able to “adapt to the political situation that exists at any given moment.”

Keppel to Take Full Control of Legacy Rigs Amid Offshore Market Rebound

Singapore-based rig builder Keppel Ltd. is set to secure complete control over 13 legacy rigs currently held by Rigco Holding Pte. Ltd. (Asset Co), part of a strategic move reflecting the resurgence of the offshore rig market.
The transition of ownership will be facilitated through a selective capital reduction (SCR) exercise, scheduled for completion by the end of 2024. Upon successful execution, Asset Co will emerge as a wholly-owned subsidiary of Keppel, housed within a newly established private fund under Keppel’s management.
The development comes as Keppel capitalizes on improving market conditions, positioning itself to maximize returns from these valuable assets.
“Asset Co has one of the most advanced rig fleets available in the market today, with about half of these rigs contracted and generating stable cashflows,” said Keppel’s CEO, Mr. Loh Chin Hua. “Amidst the improving conditions in the offshore rig market, with some segments benefitting from utilisation rates of about 90% and improving day rates, securing control over the management and monetisation of our legacy rigs will enable us to reduce our risks as a substantial creditor to Asset Co, and better realise the potential of its assets.”
This strategic repositioning aligns with Keppel’s asset-light business model. The company plans to launch the Keppel Offshore Infrastructure Fund, which will not only manage the legacy rigs but also include Keppel’s 49% stake in Floatel International, an associated company of Keppel.
The timing of this move is particularly opportune given the current state of the global drilling fleet. According to Keppel, years of underinvestment have led to an aging fleet, with a notable shortage of premium rigs projected in the coming years, especially in the jackup market. This scarcity, coupled with the high costs and lengthy lead times for constructing new rigs, presents a unique opportunity for Keppel’s legacy assets.
Keppel’s strategy is not to re-enter the offshore and marine business directly. Instead, the company will focus on monetizing these legacy assets, leveraging its position as the largest economic interest holder in Asset Co. The existing partnership with Seatrium Limited will continue, with Seatrium providing construction, maintenance, and other associated services for the legacy rigs over the next decade.
This strategic shift is expected to yield multiple benefits for Keppel. The company says it will allow it to exert better control over the substantial cash reserves held by Asset Co (S$843 million as of September 2024), accelerate rig monetization, and potentially unlock funds for debt reduction, growth reinvestment, and shareholder rewards.
As the offshore drilling market continues its rebound from a prolonged downturn, Keppel’s move to take full control of these legacy rigs and establish a dedicated fund represents a calculated step towards capitalizing on the industry’s recovery while keeping an asset-light approach.

Ship engines develop allergy to cashew nut fuel

Shipowners have been told to avoid selecting fuel made from cashew nutshells, a niche fuel that has been found to cause problems in engine rooms.
Bunker fuel tester CTI-Maritec has reported that several ships fuelling up in Singapore and Rotterdam have reported operational problems including fuel sludging, injector failure, filter clogging, system deposits and corrosion of turbocharger nozzle rings.
CTI-Maritec carried out gas chromatography mass spectrometry testing for very low sulphur fuel oil (VLSFO) samples from these vessels and found the fuel had been blended with cashew nutshell liquid (CNSL) from undeclared source materials or production processes.
CNSL is a low-cost alternative renewable fuel. It’s a substituted phenol, which is highly reactive and less stable owing to its high iodine value. CNSL has high acid values and is therefore highly corrosive as well. High potassium found in CNSL blend fuels causes serious post-combustion deposits and corrosion of turbocharger nozzle rings.
Fuel made from cashew nuts is not one of the drop-in biofuels approved by equipment manufacturers, classification societies, and flag administrations.

Texas Attorney General Paxton Stops Biden’s Attempt to Get Rid of Border Wall Materials Before Trump Returns to Office

According to Paxton, border wall segments have already been auctioned off for “pennies on the dollar.”
“The Biden Administration confirmed to the court today that it will agree to an order preventing the outgoing administration from disposing of any further border wall materials over the next 30 days—allowing President Trump to use those materials as he sees fit,” the press release explained. “This will be adopted as an order of the court, making it enforceable if any violations occur.”
“Additionally, the court stated that Texas is entitled to documentation proving that the Biden Administration has not violated an injunction secured by Attorney General Paxton in May of 2024 that required the Biden Administration to spend statutorily obligated funds on border wall construction after the federal government attempted to illegally redirect the money. If it is shown that the Biden Administration disposed of border wall materials purchased with funds subject to that injunction in violation of a court order—or that the Department of Justice made misrepresentations regarding the border materials that have been auctioned off—this would constitute unethical and sanctionable conduct, and the responsible parties could be held in contempt of court.”
“We have successfully blocked the Biden Administration from disposing of any further border wall materials before President Trump takes office,” said Attorney General Paxton.
“This follows our major victory forcing Biden to build the wall, and we will hold his Administration accountable for illegally subverting our Nation’s border security until their very last day in power, especially where their actions are clearly motivated by a desire to thwart President-elect Trump’s immigration agenda.”

Authorities are monitoring the "suitability and safety" of technologies such as drone flights as surveillance measures to tackle high-rise littering, said Senior Minister of State for Sustainability and the Environment Amy Khor on Wednesday (Jan 8).
Speaking in parliament, Dr Khor said that the ministry will continue to monitor and explore ways to enhance detection and enforcement capabilities.
These include "keeping pace" with technological developments in video analytics and artificial intelligence, she said.
"In addition, we will continue to strengthen partnerships with communities to develop localised solutions to address high-rise littering, and urge residents to be considerate and not commit such acts, which is an anti-social behaviour that threatens public safety and hygiene," Ms Khor added.
In the coming year, NEA will introduce new operational measures to improve the detection rate, said Dr Khor.
For instance, cameras that can be deployed for longer and have higher resolution will be used. They will also be placed in more "covert locations".
She was responding to questions from various Members of Parliament including Mr Tan Wu Meng (PAP-Jurong) and Ms Foo Mee Har (PAP-West Coast) about how the ministry is leveraging on the latest technologies as well as the enforcement measures in place.
Responding to a supplementary question from Ms Yeo Wan Ling (PAP- Pasir Ris Punggol), Ms Khor said that the current assessment is that there are some "challenges" when it comes to the use of drones.
This includes battery life of the drones but also safety risks due to the high-rise environment and also privacy concerns.
"The important point to note really is that the use of surveillance cameras and other technologies really just to augment all the efforts we have put in to tackle high-rise littering, and it is a multi-pronged and holistic approach," she said in response to a supplementary question from Mr Tan.
"I don't think we can just depend on technology to do this. We need to work together with the community, and we need a more sustainable way - it is really to change behaviour and cultivate more gracious behaviour and collective responsibility in tackling high-rise littering issues and keeping Singapore clean and safe."
Dr Kho noted that there has been a "significant" drop in the average amount of high-rise littering feedback in 2022 and 2023 (about 27,100) as compared to 2020 and 2021 (about 33,500).
"When there is such feedback at a block of HDB flats, NEA (National Environment Agency) will work with the town council to first issue advisories to residents in the block," she said.
"Should the high-rise littering issue persist, NEA will investigate to determine the likely offending unit and deploy surveillance cameras with video analytics to capture acts of high-rise littering and support enforcement efforts."
Between 2021 and 2023, NEA deployed cameras in about 97.1 per cent of 7,400 persistent high-rise littering cases.
The rest were assessed to be unsuitable due to the design and layout of the blocks and the lack of appropriate vantage points, she added.
"In instances where camera deployment is not feasible, NEA will step up educational outreach to households in the affected stack, conduct stakeouts and initiate further investigations if there are eyewitness accounts," said Dr Khor.
"Members of the public who are aware of their neighbours’ littering behaviour may also submit video evidence of high-rise littering acts to NEA for investigation."
Dr Khor explained that the detection rate of such acts can vary due to factors such as weather, duration of surveillance and visibility of the camera to would-be offenders. This in turn can cause the yearly enforcement rate to fluctuate.
From 2021 to 2023, high-rise littering was detected in about 30 per cent of surveillance cameras deployment, resulting in over 3,300 enforcement actions, she added.

Houthis release Galaxy Leader crew after 430 days in captivity

After 14 months and three days in captivity, the crew of the Galaxy Leader car carrier was released on Wednesday.
The vessel’s crew, made up of 25 nationals from Bulgaria, Ukraine, the Philippines, Mexico and Romania, was captured on November 19, 2023, when armed Houthis stormed the ship via helicopter.
This started the Red Sea shipping crisis during which the Hamas-supporting Houthis attacked more than 100 vessels.
Secretary-general of the International Maritime Organization (IMO) Arsenio Dominguez welcomed the release of the vessels’ crew, facilitated by discussions between the Hamas movement in Gaza and efforts from negotiators in Oman.
“This is a moment of profound relief for all of us – not only for the crew and their families but also for the wider maritime community. I am grateful for all the member states, regional entities and international partners whose steadfast support and strategic engagement were pivotal in securing the crew’s freedom and ensuring their wellbeing,” Dominguez said.
He added that innocent seafarers must not become collateral victims in wider geopolitical tensions and that this event marks the return to operations in the Red Sea as the maritime industry has been accustomed to.
“IMO will continue to rigorously uphold its commitment to the safety of seafarers worldwide, who continue to face risks in their essential work,” the IMO secretary-general added.
The release of the Galaxy Leader crew comes days after the first phase of the ceasefire between Israel and Hamas came into effect. The Houthis claimed that the release was in support of the ceasefire agreement in Gaza and that they were committed to supporting the truce.
The Houthis stated that as long as the ceasefire remains, international merchant ships may transit the Red Sea. However, Israeli-owned and Israeli-flagged tonnage will remain targets.
Also, if the British and American military forces continue their attacks on Yemen, ships from those countries could be targeted too.

Yangziyang Financial in bulker newbuilding move

Yangzijiang Financial Holding has returned to Jingjiang Nanyang Shipbuilding with a newbuilding project in the handysize dry bulk segment.
Shipbuilding sources have placed the Singapore-listed company behind an order for four firm 40,000 dwt vessels with delivery in 2027 and 2028.
The spinoff of China’s largest private shipyard, Yangzijiang Shipbuilding, is estimated to be paying about $30m per newbuild.
The shipping fund was separated from its shipbuilding and shipowning parent in 2022. The company has since invested in chemical and product tankers but also sealed partnerships with the likes of Hong Kong bulker owner and operator Cetus Maritime to invest in the handysize segment.
Yangzijiang Financial also has a series of MR tankers lined up for construction at Jingjiang Nanyang, with deliveries likely starting in 2027.

Singapore president predicts future pandemic after Gates Foundation announcement

President Tharman warned of a future pandemic after the Gates Foundation announced on May 5 plans to open a Singapore office with the support of the Economic Development Board.
Singapore’s President Tharman Shanmugaratnam, a member of the World Economic Forum (WEF), believes that the next pandemic is a foregone conclusion. He made his remarks the day after it was announced the Gates Foundation will be setting up an office in the Asian city-state.
During a high-level networking dinner hosted by Singapore’s Temasek Foundation on May 6, Tharman claimed that scientists believe that the next major pandemic is a matter of “when,” and not “if.” Moreover, the next pandemic could happen either next year or in ten years’ time.
The dinner was held during the Philanthropy Asia Summit 2025, which took place in Singapore from May 5 to 7. According to the summit’s website, “the 2025 Summit theme, ‘Priming Asia for Good,’ planned to discuss “solutions, innovations, and actions in Asia to address global challenges across the interconnected areas of climate, education, and health.”
Dr. Tedros Adhanom Ghebreyesus, the Director-General of the World Health Organisation (WHO), was among the guests who spoke at the Summit.
President Tharman claimed at the dinner that the world stands on the brink of forgetting the lessons learned during the outbreak of 2019, with complacency, wishful thinking and insularity being the greatest challenges,
The world has to deal creativiely with that challenge and “avoid further polarization,” he added in remarks cited by The Straits Times (ST).
“We have to do so through arrangements that appeal to nations’ sense of self-preservation, and which recognize the practical reality that we can prevent and prepare for the next pandemic only through a major step-up in internationally coordinated investments and actions,” he continued.
The same ST article reported that he also said that “the world has to first reclaim lost ground and rebuild local healthcare systems, as the Covid-19 pandemic had set them back by more than just the first few years of that event. It has to continue to invest at much higher levels in the global health ecosystem, especially in pandemic prevention and preparedness, as well as strengthen international and regional cooperation.”
Tharman’s predictions of a future pandemic came the day after a May 5 announcement that the Bill Gates Foundation is setting up an office in Singapore with the backing of Singapore’s Economic Development Board (EDB).

A new wave of COVID-19 infections has swept across parts of Southeast Asia, one of the most densely populated areas in the world. Singapore, along with Hong Kong and Bangkok, is experiencing a sudden spike in infections—over a 28 per cent surge in cases over the past year—with 14,200 reported earlier this month in Singapore alone.
According to health authorities, the resurgence appears to be linked to a fresh wave of the virus spreading across Asia. In China, cases are nearing last summer's peak, while Thailand has seen an uptick following the April Songkran Festival. As the situation unfolds, experts have warned against taking it lightly and have advised following extra precautions to stay safe.
COVID-19 cases in Singapore
According to Singapore’s Ministry of Health and Communicable Diseases Agency, they are monitoring the recent increase in the number of COVID-19 cases, but there is currently no indication that the variants spreading locally are more transmissible or cause more severe symptoms compared with previous strains.
While the number of those hospitalised increased—from 102 to 133—the average number of cases needing intensive care, according to the authorities, has decreased from three to two.
The main variants in Singapore at present are LF.7 and NB.1 - variants of COVID-19 that are related to the JN.1 strain. According to health officials, together they are responsible for more than two-thirds of all infected cases.
Should India be worried?
According to the official COVID-19 dashboard of the Ministry of Health and Family Welfare, Government of India, there are currently only 93 active COVID-19 cases in the country. As of now, no new wave of coronavirus cases has been reported in India. However, experts are asking people to take adequate precautions by following safety procedures, as the virus mostly spreads in warmer weather.
According to doctors, it is recommended that those with an increased risk of severe COVID-19 should make sure to stay updated with the latest vaccinations. They include those aged 60 years and above, those who are medically vulnerable, or residents in eldercare facilities.
Besides the elderly, even school-going children and those living with medically vulnerable people should also get another jab if they have not done so. Meanwhile, anyone aged six months and above can continue to do so voluntarily…

China and Singapore launched a two-day live-action maritime drill in the South China Sea on Wednesday in a move a Chinese expert said is conducive to regional security and stability, given Singapore's location by the Strait of Malacca.
Participating warships from the Chinese and Singaporean navies set out from Singapore's Changi Naval Base on Wednesday, rendezvousing at a preset training area to kick off the two-day live-action maritime drill, reported China Bugle, an official media account affiliated with the Chinese People's Liberation Army (PLA) news media center.
At 9 am, the PLA Navy's minesweeper hunter Chishui and guided missile frigate Xuchang left the port under the assistance of Singaporean tug boats and support personnel together with the Singaporean Navy's frigate RSS Steadfast, China Bugle reported, noting that the three vessels rendezvoused with the Singaporean mine countermeasure vessel RSS Bedok
According to a news release by Singapore's Defense Ministry, the sea phase is to be conducted in the southern reaches of the South China Sea within international waters from Wednesday to Thursday.
The live-action drill is a part of a China-Singapore joint exercise designated as Exercise Maritime Cooperation 2025. The exercise in its entirety was launched on Friday, starting with a port exchange phase, according to a statement from the PLA Navy at the time.
The drill will feature training courses such as navigating through mine-threatened waters, naval gunfire exercises against maritime targets, joint search and rescue operations, and medical evacuation procedures, aiming to evaluate the outcomes of the planning and scheme discussions conducted during the port phase, according to China Bugle.
Zhang Junshe, a Chinese military affairs expert, told the Global Times that both sides deployed mine countermeasure vessels for the drill, which are capable of hunting and sweeping sea mines as well as navigating vessel formations through mine-threatened waters. This setup is likely because of Singapore is located by the Strait of Malacca, which is strategically important as it is commercially busy but could be blocked by sea mines.
The drill features courses on these subjects, showing that the exercise is beneficial to the international community and aims to jointly safeguard peace and stability in the region, Zhang said.
Ahead of Exercise Maritime Cooperation 2025, the two PLA Navy warships participated in the International Maritime Defense Exhibition and Conference (IMDEX) Asia 2025, which kicked off at the Changi Exhibition Center in Singapore on May 6, which Chinese experts said showcased China's defense capabilities and enhanced trust and friendship with regional countries.

Israel’s position in AI is reminiscent of its standing in global happiness rankings: it often places in the top 10, even though many observers struggle to understand how that’s possible given the on-the-ground realities.
According to the Tortoise Global AI Index, which evaluates the performance of 83 leading countries in the field, Israel currently ranks 9th overall—and 2nd when adjusted for population size. That’s a strong position, but it marks a drop from just a few years ago. On the eve of the generative AI (GenAI) boom, Israel ranked 5th in the same index, which factors in investment in research, commercialization, and human capital. In that time, countries like Singapore, backed by major government initiatives, leapt from tenth to third.
…So where does Israel stand in the global AI race, and why are people increasingly concerned about its status?
The simple answer is money. Public investment remains low relative to other countries. This week, Uri Gabai, CEO of the RISE Israel Institute, noted that France, hardly the world’s most innovative tech hub, has allocated €100 billion to its national AI program. Israel’s multiyear plan, by contrast, is budgeted at just NIS 1 billion (roughly €250 million), spread over two three-year phases. That’s hardly competitive.
…This is the “chicken-and-egg” of Israeli tech: global companies come to Israel because of the talent, and their presence sustains the talent pool.
And that human capital remains Israel’s ace. According to Stanford University’s AI Index, Israel ranks 1st globally in the concentration of AI-skilled professionals, 9th in the growth of that concentration over the past 8 years, and 5th in the penetration of AI-relevant skills between 2015 and 2023.
…Worryingly, the historic strength of Israel’s high-tech sector, high-quality programmers, is losing relevance. According to Anthropic CEO Dario Amodei, AI systems could write 90% of all code within 6 months. This shift in demand - away from programmers toward "elite engineers" who understand and operate AI systems - poses a strategic threat to Israel’s tech foundation.
Unless Israel quickly reforms its education system, training pathways, and employment policies, it risks becoming a glorified test lab for global companies. rather than a sovereign tech leader.
Some argue that the heavy presence of tech giants, about 400 global corporations operate in Israel, is partly to blame for the sharp decline in new startup formation. In uncertain times like the past 2 years, it’s simply safer to work at Microsoft or Amazon than to risk launching a company.
Israel’s AI position is worrying, but not hopeless. With bold action, the country can recover the ground it has lost since the generative AI boom began with ChatGPT’s launch. For 2 years, AI policy has languished outside the spotlight. But the game is far from over. Business models are still evolving. The global architecture of AI consumption, at both the individual and enterprise level, is still taking shape.
If Israel ditches its complacency, which is boosted by the many exits and the funds they bring into the country, and embraces a coherent, aggressive AI strategy - starting with political stability and reversing the brain drain - it can still chart a new course.

The UN Secretary-General on Tuesday urged world powers to uphold international maritime law and overcome geopolitical rivalries, warning that growing threats are endangering global trade, marine ecosystems and international peace.

…The Secretary-General pointed to a sharp spike in piracy and armed robbery at sea in early 2025, citing International Maritime Organization (IMO) figures showing a 47.5 per cent increase in reported incidents compared to the same period last year.
The rise was most pronounced in Asia, especially in the busy Straits of Malacca and Singapore.
He also highlighted continued attacks on shipping in the Red Sea and Gulf of Aden by Houthi forces, disruptions in the Black Sea, and growing criminal networks trafficking drugs and people across the Gulf of Guinea, the Mediterranean and the Atlantic.

“Collectively, we must do more to reduce the likelihood that desperate people will turn to crime and other activities that threaten maritime security and degrade our ocean environment,” he said.

Indonesia, the world's largest Muslim-majority country, is willing to recognize and open diplomatic relations with Israel if Israel recognizes an independent Palestinian state, Indonesian President Prabowo Subianto said on Wednesday in a joint press conference with French President Emmanuel Macron.
Standing alongside Macron, Subianto said Israel's security needs to be guaranteed, and that France would also continue to support steps towards independence for a Palestinian state.
Indonesia had previously agreed to establish diplomatic ties with Israel in April 2024, in order to join the Organization for Economic Cooperation and Development (OECD), of which Israel is a member. Because the addition of a new country to the OECD requires the consent of all members, it was ultimately agreed that Indonesia's joining the OECD would include a commitment to maintain diplomatic ties with all member countries. However, Indonesia has not yet officially recognized Israel.
Last month, Indonesian President Subianto said that his country was ready to temporarily shelter Palestinians affected by the war in Gaza, saying, "Indonesia's commitment in supporting the safety of Palestinians and their independence has pushed our government to act."
Macron reaffirmed his wish to see a two-state solution to the Israel-Palestinian conflict and said there were no double standards in French policy towards the Middle East.
"Together with Saudi Arabia, we will soon be organizing a conference on Gaza in New York to give fresh impetus to the recognition of a Palestinian state and the recognition of the State of Israel and its right to live in peace and security in this region," he said, adding that "only a political solution will make it possible to restore peace and build for the long term," Macron said.

The most important element of an air-to-air engagement in the recent India-Pakistan conflict may be how Pakistan integrated its Chinese-origin weapons and air defenses to shoot down at least one Indian Rafale fighter, an expert on the Chinese military said.
The effectiveness of the kill chain may have been more important than the capabilities of the specific fighters, said Michael Dahm, a senior fellow at AFA’s Mitchell Institute for Aerospace Studies (https://www.mitchellaerospacepower.org/), who is an expert on Chinese military affairs.
Pakistan can “integrate ground radars with fighter jets and airborne early warning aircraft,” said Dahm. “The Pakistani Air Force deployed …’ A’ launched by ‘B’ and guided by ‘C’” and hit the target, he added, citing a May 12 report from China Space News, a Chinese defense industry magazine.
Speaking on a recent podcast (https://www.mitchellaerospacepower.org/podcast/china-update-may-2025/), Dahm said the chain may have started with a Pakistani ground radar—“maybe a surface-to-air missile system, or some other type of radar system”—which “illuminated the Indian target.” Then, a Pakistani J-10C fighter “launched its missiles, probably at range, and finally, an airborne early warning and control aircraft used a midcourse datalink to update and guide the missile to the Indian fighter.”
It was a “long-range shot, beyond visual range,” likely using the export version of China’s PL-15 air-to-air missile, which Dahm said has an 80 nautical mile range.

Pakistan’s Air Force (PAF), operating Chinese-made J-10C fighter jets, claimed to have shot down several Rafale combat aircraft, long considered a symbol of NATO-standard technological superiority, belonging to the Indian Air Force (IAF).
This event not only showcased Pakistan’s combat capabilities and China’s growing technological prowess but also provoked a broader discourse on the effectiveness and relevance of arms acquisitions by developing countries, Indonesia included, within the wider defense system context.
Indonesia’s ongoing purchase of Rafale aircraft has drawn attention, especially when contrasted with the current status of its national airspace, parts of which remain under foreign management.
The 2022 agreement between the Indonesian and Singaporean governments, which delegated the management of airspace over the critical border area of the Strait of Malacca to Singapore, presents a stark paradox: Indonesia is investing in high-cost military assets while lacking the full authority to operate them strategically in its most vulnerable airspace. This area, in fact, should be the primary focus in the blueprint of any air defense system.
A primary obstacle in building a robust national air defense system is Indonesia’s limited authority over its own airspace. The post appeared to signal a coordinated effort to amplify Tehran's claims and increase psychological pressure on Israeli officials.
Trita Parsi, Executive Vice President of the Quincy Institute for Responsible Statecraft and a leading expert on Middle East geopolitics, told Newsweek that "an intelligence war has been ongoing between Israel and Iran," and that based on recent arrests in Israel, "it does appear as if Tehran has succeeded in recruiting a large number of informants in Israel." In any case, it seems to be about Soreq, which is a research facility that we, by the way, inspect.
Soreq is located two miles south of Tel Aviv and is a national laboratory that works with nuclear science, radiation safety and applied physics.
Israel, which has not joined the international disarmament and non-proliferation treaty NPT, has neither commented on the alleged theft nor the IAEA chief's claim.

Palestine Fails the Test of Statehood

There are four conditions for statehood; Palestine arguably meets one of them.
The most widely accepted definition of a sovereign nation is found in the Montevideo Convention on the Rights and Duties of States, which was adopted at the Seventh International Conference of American States in Montevideo, Uruguay, in 1933. The Montevideo Convention lays out the criteria for statehood, including a defined territory, a permanent population, a government, and the capacity to enter into relations with other states. These criteria are widely accepted as the basic requirements for statehood in international law.
Defined Territory: The entity seeking statehood must have a clearly defined territory over which it exercises sovereignty. Palestine does not meet this criterion. The original mandate granted it the West Bank, the Gaza Strip, and East Jerusalem. However, these territories are not contiguous, and the Palestinians are demanding more territory, including the whole of Jerusalem. Hamas, moreover, wants all of Israel. Thus, there is no clearly defined territory for Palestine, and even the Palestinians have not agreed on what their territory should be.
Permanent Population: The entity must have a permanent population residing within its defined territory. This is the only criterion that Palestine more or less meets, as Gaza and the West Bank do have a permanent population. However, the phrase ‘within its defined territory’ suggests that the territory of Palestine would need to be clearly established first before it can be said to have a permanent population within that territory.
Government: The entity must have a functioning government capable of exercising control and authority over its territory and population. Palestine fails this test. Power in the Gaza Strip and the West Bank is divided among three entities: the Palestinian Authority, the terrorist organization Hamas, and the state of Israel. Generally, the Palestinian Authority exerts control over the West Bank, Hamas over Gaza, and Israel over both. Therefore, it cannot be said that Palestine has a functioning government.”
Capacity to Enter into Relations with Other States: The entity must possess the capacity to enter into relations with other states, indicating its independence and sovereignty. Palestine does not have the authority to enter into international agreements or treaties. The Palestine Liberation Organization (PLO), previously designated as a terrorist organization, represents Palestine at international bodies but does not hold memberships or voting rights in those bodies. For example, the PLO has permanent observer status at the UN.
These criteria are widely recognized as the fundamental requirements for statehood in international law. Most countries and international organizations adhere to the principles laid out in the convention. Additionally, the criteria specified in the convention are commonly used by governments, legal scholars, and international bodies to determine the statehood of entities seeking recognition as sovereign states. Therefore, the definition provided by the Montevideo Convention is broadly accepted by the international community.
UN members recently voted to recognize Palestine. According to the UN Charter, “States are admitted to membership in the United Nations by a decision of the General Assembly upon the recommendation of the Security Council.” However, as a member of the Security Council, the US exercised its veto power, preventing Palestine’s admission.
The United Nations (UN) does not have an official definition of statehood, as it is not explicitly defined in the UN Charter. Instead, the UN generally follows the criteria outlined in the Montevideo Convention. Additionally, the UN has three more requirements for membership.
Peace-loving State: The applicant must be a peace-loving state that is able and willing to carry out the obligations contained in the United Nations Charter. The Hamas attacks on Israel, as well as numerous other attacks over the past decades, and the PLO attacks that date back even further, disqualify Palestine.
Recommendation by the Security Council: The application for membership must be recommended by the UN Security Council, requiring at least nine out of fifteen votes, including the concurring votes of all five permanent members (the United States, the United Kingdom, France, Russia, and China). Palestine failed this requirement due to a US veto.
Approval by the General Assembly: Following the Security Council’s recommendation, the application must be approved by a two-thirds majority in the UN General Assembly. Palestine passed this test in the recent UN vote. However, the veto power of the US overrode the vote.
In conclusion, Palestine is not a state. It meets possibly only one of the four criteria under the Montevideo Convention and one of the three criteria under the UN. Ultimately, the US can exercise its veto power. Pro-Palestine protestors need to read the requirements of statehood and understand that their outrage has been misguided.

Australia just gave lab-grown meat the official thumbs-up, approving the sale of cultivated Japanese quail and joining the elite global club of… three. That’s right—only Singapore, the U.S., and now Australia are on board with selling meat that’s never had feathers, feet, or a heartbeat, Bloomberg wrote last week.
Sydney-based startup Vow is behind the venture and says it’ll start serving up foie gras, parfait, and other fancy dishes made from quail cells in select restaurants within weeks. This follows a long-overdue tweak to the country's food standards code, years in the making.
The science behind it? Cultivating animal cells in vats instead of raising entire animals, allegedly to save the planet and spare some lives. Noble goals, sure. But the cultivated meat industry hasn’t exactly been thriving. Funding is drying up, scaling remains a headache, and the political pushback—especially in the U.S.—has turned into a sideshow.
“While other markets face regulatory uncertainty, Australia is embracing innovation and consumers are ready to try something new and delicious,” Vow CEO George Peppou said, clearly feeling good about being the new kid on the bioreactor block.
Vow’s lab-grown quail will show up under its Forged brand at places like NEL in Sydney and Bottarga in Melbourne. Meanwhile, in Singapore, where Vow already operates, the company claims 200% month-over-month growth. Though when your starting point is a couple of upscale restaurant menus, that math isn’t exactly hard to beat.
Production is still a drop in the bucket compared to the real meat market, but Vow promises to hit 10.8 tons a month by year’s end. The company’s managed to raise more than $70 million from investors including Blackbird, Square Peg, and Peakbridge—suggesting at least some people are betting that cell-cultured quail is more than a novelty.
Still, whether diners will bite—or keep biting once the novelty wears off—remains the real question. It’s one thing to get approval; it’s another to convince people their $45 foie gras came from a vat and not a bird, and that’s a good thing.

India bans use of fraudulent foreign certificates of competency in seafarer crackdown

India’s maritime watchdog has banned its shipowners and licensed recruiters from employing Indian nationals holding certificates of competency (CoCs) from several flag-of-convenience nations, following widespread fraud allegations.
The Directorate General of Shipping (DGS) has barred Indian recruitment and placement service licensees (RPSLs) from deploying Indian seafarers who possess CoCs or certificates of proficiency (CoPs) issued by unvetted foreign maritime administrations, including Honduras, Belize, Togo, Gabon, and others.
The move comes in response to a surge in fraudulent certification practices, where Indian seafarers—particularly those working as ratings—have reportedly been duped by unscrupulous agents promising fast-tracked upgrades to officer-level certifications from foreign jurisdictions, often with little or no training or examination.
“The fundamental principles and objectives of the STCW Convention are being undermined,” the DGS said, referring to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers.
Investigations by the DGS have revealed a disturbing pattern: “packages” of forged training documents and foreign CoCs being sold to seafarers by agents both in India and abroad. These packages allegedly included course certificates from non-existent maritime institutes, neither approved by India’s maritime authority nor the foreign administrations they claimed to represent.
Some of these seafarers were then placed on foreign-flagged vessels—often through both authorised and unauthorised Indian RPSL companies—without proper vetting. The scam came to light after Port State Control (PSC) inspections flagged numerous cases where Indian crewmembers held suspect credentials.
The DGS noted that multiple CoCs issued by certain foreign administrations have already been confiscated, and authorities are actively pursuing criminal complaints against the agents involved. The issuing maritime authorities have also been contacted to initiate cancellation proceedings against the fraudulent documentation.
The directive has already sent ripples through the industry, particularly among Indian crew working under foreign CoCs, many of whom now face job insecurity and legal scrutiny. Authorities say they are prioritising the identification and punishment of those orchestrating the schemes, rather than the seafarers who may have been misled.
“These activities… have not only caused disruption to the lives of seafarers… but have the potential to cause more damage if not suitably addressed at this stage,” the DGS said.

Yemen’s Houthis Threaten To Target Ships Linked To Firms Dealing With Israeli Ports

July 27 (Reuters) – Yemen’s Houthis said on Sunday they would target any ships belonging to companies that do business with Israeli ports, regardless of their nationalities, as part of what they called the fourth phase of their military operations against Israel.
In a televised statement, the Houthis’ military spokesperson warned that ships would be attacked if companies ignored their warnings, regardless of their destination.
“The Yemeni Armed Forces call on all countries, if they want to avoid this escalation, to pressure the enemy to halt its aggression and lift the blockade on the Gaza Strip,” he added.
Since Israel’s war in Gaza began in October 2023, the Iran-aligned Houthis have been attacking ships they deem as bound or linked to Israel in what they say are acts of solidarity with Palestinians.
In May, the U.S. announced a surprise deal with the Houthis where it agreed to stop a bombing campaign against them in return for an end to shipping attacks, though the Houthis said the deal did not include sparing Israel.
