Sure enough, as is the case anywhere, the policies are first presented as ‘only for special circumstances’, only to be quickly escalated, in the context that the safeguards are not even enforced.

Student Repeatedly Stabs Helpless White Classmate in the Face at an Atlanta High School, Screams “White B**ch!”

A sickening and apparently racially motivated incident happened this morning at an Atlanta High School.

As WSB-TV reported, a fight broke out at North Atlanta High School, where a black student repeatedly stabbed a white classmate in the face with a pair of scissors. The altercation started in the high school’s cafeteria.

The school was placed on “soft” lockdown at 8:30 AM as a result of the incident. Classes have since returned to normal.

WSB-TV obtained video footage showing the aggressor body slamming his victim to the ground before utilizing his weapon to brutally stab his victim. He then walks away.

Witnesses to the assault can be heard repeatedly saying “oh, sh*t” and expressing alarm. One walks up to the victim and says, “Quinn, you good?”

Blood can be seen gushing out from the victim’s face as he rolls over on the ground.

The video also shows the black student racing back to his victim and screaming “white b**ch!” before another student stops him.

2026 Equalization Payments Reach Record $27 Billion

Ottawa will give out a record high in equalization payments to the provinces next year totalling more than $27 billion, an increase of roughly $1 billion from this year.

The federal equalization program involves the transfer of tax dollars collected by Ottawa from across the country to provinces with lesser abilities to raise revenues at given tax rates.

Quebec will once again receive the highest equalization payments of any province, including $13.9 billion in fiscal year 2026-27, representing an increase of roughly $300 million from fiscal year 2025-26, according to the federal finance department.

The second-highest payment will go to Manitoba at approximately $5 billion, followed by Nova Scotia at $3.5 billion, New Brunswick at $3.3 billion, Prince Edward Island at $723 million, Ontario at $406 million, and Newfoundland and Labrador at $182 million.

The equalization payments for 2025-26 followed a similar pattern, with Manitoba at $4.7 billion, Nova Scotia at $3.4 billion, New Brunswick at $3.1 billion, Prince Edward Island at $666 million, Ontario at $546 million, and Newfoundland and Labrador at $113 million.

Meanwhile, Canada’s western provinces, including British Columbia, Alberta, and Saskatchewan, will continue to receive no equalization payments in 2026-27, as their share of payments gets transferred to other provinces. This has been the case for the western provinces for more than a decade, but all provinces have received equalization payments at some point since the program’s implementation nearly 70 years ago. The Liberal government’s second attempt at passing a bill aiming to strengthen the border and immigration rules was successful before the House of Commons went on Christmas break.

The last few days of proceedings were eventful on Parliament Hill, with another Tory MP defecting to the Liberals and the Bloc Québécois managing to amend the Combatting Hate Act to remove the religious defence to hate speech in the Criminal Code.

Bill C-12, the Strengthening Canada’s Immigration System and Borders Act, passed third reading in the House on Dec. 11 and will be reviewed in the Senate when it returns from the holiday break in February 2026.

The Liberals’ first attempt to beef up border security and immigration rules with Bill C-2 had hit a wall, with opposition parties and civil liberties groups expressing concerns it was infringing on privacy rights. Bill C-2 seeks to give Canada Post the power to open letters without a warrant and would facilitate warrantless access to subscriber data to security agencies.

The revised version of the bill came by way of C-12 introduced in October, without the most controversial clauses. It gives expanded powers to the border agency, including to inspect goods destined for export. It also grants more powers to the minister of immigration in matters of information sharing or to intervene on refugee claims.

Conservatives reviewing the bill in committee had proposed a number of amendments to C-12, and some were ultimately adopted on Dec. 11 in the House. Continue…

The education director for the Toronto District School Board (TDSB) has been fired by a provincially appointed supervisor, who said the board was in need of a “fresh start.”

Supervisor Rohit Gupta said in a Dec. 12 letter to staff that Clayton La Touche is leaving, “effective immediately.” The “difficult decision” was made in collaboration with Education Minister Paul Calandra, Gupta said.

Associate director Stacey Zucker will fill in the role of interim director of education, he said, adding that she had held the role during the last school year and offers a “wealth of experience.” Zucker has also been associate director at the Hamilton-Wentworth District School Board.

Minister Calandra said in a statement that Gupta is guiding the school board to refocus on student achievement.

The minister has recently put six school boards, including TDSB, under provincial control following investigations into the boards, and filed legislation in May to expand the minister’s authority over school boards.

The most recent board to be put under provincial supervision, the Near North District School Board, was found by a ministry review to have “deep-rooted dysfunction and mismanagement,” the Ontario government said. Continue…

The Aug. 7 B.C. Supreme Court decision by Justice Barbara Young granted the Cowichan Nation aboriginal title to around 750 acres of land in Richmond, B.C., citing their historical village and fishing grounds in the area.

Young held that municipal and Crown land titles in the area held by the City of Richmond, federal government, and Vancouver Fraser Port Authority were “invalid” because aboriginal title had not been lawfully extinguished, and issued a suspended sentence giving 18 months for the affected land to be transferred.

Although Cowichan Nation made no claim on private property in the case and would have to undertake new litigation to pursue it, Young’s ruling has created uncertainty for some private landowners over the future of their private title.

In light of the ruling, some Richmond residents in October received a letter by Richmond Mayor Malcolm Brodie advising that the ruling could “compromise the status and validity” of private properties in the affected area.

The Dec. 8 report, authored by the New York-based business intelligence firm Strategy Risks in partnership with the non-profit Human Rights Foundation, outlines how leading Western institutions in countries such as the United States, Canada, and others in Europe have collaborated with Chinese AI labs that are part of, or closely connected to, Beijing’s surveillance and security apparatus.

It warns that these partnerships carry direct human rights implications, as research presented as benign has the potential to be misused to facilitate Beijing’s surveillance and coercion against dissidents, ethnic minorities, and rights advocates. It also raises concerns about AI research flowing freely to China’s state security agencies under the national intelligence law, which requires all individuals and organizations in China to provide data for intelligence work when requested.

“When Western institutions collaborate with laboratories embedded in this apparatus, they risk enabling technologies that facilitate arbitrary detention, forced labor, religious persecution, and the systematic erosion of fundamental freedoms,” reads the report.

BlackRock and others form a group to try to pressure Ukraine to start repaying its debts

A group of foreign bondholders have taken steps to force Ukraine to begin repaying its debts as soon as next year, the Wall Street Journal reported on Sunday.

If they succeed, Kiev could haemorrhage $500 million every year on interest payments alone.

The group, which includes investment giants BlackRock and Pimco, granted Kiev a two-year debt holiday in 2022, gambling that the conflict with Russia would have concluded by now.

With no end to the fighting in sight, the lenders have now hired lawyers at Weil Gotshal & Manges and bankers from PJT Partners to meet with Ukrainian officials and strike a deal whereby Ukraine would resume making interest payments next year in exchange for having a significant chunk of its debt written off, anonymous sources told the Wall Street Journal.

The group holds around a fifth of Ukraine's $20 billion in outstanding Eurobonds, the newspaper reported. While this figure represents a fraction of Ukraine's total external debt of $161.5 billion, servicing the interest on these bonds would cost the country $500 million annually, the bondholders said.

Should the bondholders fail to strike a deal with Kiev by August, Ukraine could default. This would damage the country's credit rating and restrict its ability to borrow even more money in the future.

According to the newspaper, Ukrainian officials are hoping that the US and other Western governments will take its side during talks with the bondholders. However, a group of these countries have already offered Ukraine a debt holiday on around $4 billion worth of loans until 2027, and are reportedly concerned that any deal with the bondholders would see private lenders being repaid before them.

Ukraine already relies on foreign aid to keep government departments open and state employees paid. The country's military is almost entirely dependent on foreign funding; officials in Kiev and the West were predicting imminent defeat until the US Congress approved a foreign aid bill last month which included $61 billion for Ukraine and US government agencies involved in the conflict.

The bill provides almost $14 billion to Ukraine for the purchase of weapons, and includes $9 billion in new "forgivable loans."

According to the Wall Street Journal, some bondholders have suggested that the US and EU could use frozen Russian assets to pay off Ukraine's debts. While around $300 billion in assets belonging to the Russian central bank have been frozen in American and European banks since 2022, the US only passed legislation allowing for their seizure last month, and no similar legal mechanism exists in Europe, where the vast majority of these assets are held.

The International Monetary Fund (IMF) and European Central Bank (ECB) have both urged governments not to steal this money, with ECB chief Christine Lagarde warning last month that doing so would risk "breaking the international order that you want to protect."

When looking at the cocaine market from the users' perspective, North America had the largest estimated share of people reporting having consumed cocaine in 2023, with 6.5 million or 26 percent of total global users of the drug.

Overall, the Americas made up just under half of estimated cocaine users worldwide according to the UNODC data, while in Europe and Asia, the estimated number of cocaine users stood at 6 million and 3.4 million, respectively.
