The man circled in the pic joins the fray late (albeit a matter of seconds), fights for position, grabs something from the perp and hustles away, toward whomever is filming from this perspective. Through the windshield of a parked car, bottom left corner, it looks like he may have a gun in his right hand. May be his. May be the perp's. May not be a gun.
Others back off after the shots ring out but keep looking in the direction of the perp.

Also, another angle in slow mo appears to show the same man dislodge the suspect's weapon apparently a holster inside the back of his pants.

Seems to have all happened simultaneously or in quick succession and perhaps confusion on the part of the one(s) shooting, not realizing one of them had just removed the holstered weapon. Some commentators say the suspect.was reaching for it himself but it's hard to see.
