The report concludes that the scale of potential evasion is economically significant and establishes a framework for ongoing assessment of the integrity of the U.S. tariff system.​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​ More than 40 lower-tariff jurisdictions are being used as pass-throughs to avoid lawful tarriffs.

After the imposition of tariffs on nations with severe trade imbalances with the U.S., the Trump administration is moving aggressively to close loopholes that allow foreign exporters to undercut American workers, manufacturers and taxpayers through illegal transshipment.

"Transshipment is driven by tariff arbitrage: When a product from one country faces a higher U.S. tariff than it would from another country, the difference becomes a profit opportunity, and even a business model in its own right," Peter Navarro, Director of the Office of Trade and Manufacturing Policy, wrote about the scheme.

A White House report released Thursday and authored by Navarro describes the widespread practice in which goods from higher-tariff countries, primarily China, are routed through more than 40 lower-tariff jurisdictions to evade U.S. duties, resulting in annual economic losses measured in the tens of billions of dollars,

The document, titled “The Great Transshipment Scam,” states that exporters take advantage of differences in U.S. tariff rates across countries by engaging in relabeling, repackaging, re-invoicing, minor processing or false country-of-origin claims. “Illegal transshipment may involve relabeling, repackaging, re-invoicing, minor processing, false country-of-origin claims, or other actions intended to secure tariff treatment that would not apply if the goods’ true economic origin were declared,” the report says.

Scale and historical context: As much as $303 billion

According to Navarro, who also serves as Assistant to the President, the practice intensified after the imposition of Section 301 tariffs on China in 2018.

Direct U.S. imports from China declined in subsequent years, while the combined share of imports from identified transshipment-risk countries rose. The report notes that not all of the shift reflects illegal activity; some stems from legitimate production and investment changes. However, the timing and magnitude support further scrutiny of rerouting.

The report identifies more than 40 countries linked to elevated risk. These range from major trading partners with diversified industries to smaller jurisdictions offering free-zone rules, bonded warehouses or preferential market access.

The network includes both production-side operations, such as light assembly and finishing, and logistics-side activities, including warehousing and documentation changes.

Five estimates of the annual volume of potential illegal transshipment or related trade transfer range from approximately $40 billion to $303 billion, depending on the methodology used. The White House Council of Economic Advisers places the figure between $34.2 billion and $89.6 billion, with a midpoint of $60 billion. A central estimate of about $75 billion comes from private-sector analysis of product-level and shipment data. The Department of Commerce cites a broader $109 billion trade-transfer benchmark and about $67 billion through leading hubs in 2025.

Economic impacts: 450,000 jobs displaced, $150 billion in reduced annual GDP, and as much as $26 billion in associated federal revenue losses

Applying illustrative tariff differentials of 25, 35 and 45 percent, the report calculates annual tariff-revenue losses ranging from roughly $10 billion in the narrowest case to more than $100 billion in the broadest. Central estimates place the losses in the tens of billions of dollars.

Under a central case of $75 billion in annual illegal transshipment, the report estimates approximately 450,000 jobs displaced, $113 billion to $150 billion in reduced annual gross domestic product, and $19 billion to $26 billion in associated federal revenue losses. These are model-based illustrations rather than direct observations. Effects are concentrated in manufacturing sectors including electrical equipment, integrated circuits, plastics and motor components, with corresponding pressure on specific U.S. industrial regions.

“Every dollar lost to this Great Transshipment Scam is a dollar stolen from American workers, manufacturers, and taxpayers,” the report states.

The Trump Administration's response

The Trump administration has incorporated anti-transshipment measures into its Agreements on Reciprocal Trade, which include provisions allowing rules of origin to prevent benefits from accruing substantially to third countries. In 2026, President Donald Trump signed Executive Order 14411, strengthening customs enforcement through requirements on importer accountability, bonding, ownership disclosure, penalties and trade transparency.

The report also outlines an AI-enabled “Detective Border” system for U.S. Customs and Border Protection. It would integrate shipment data, routing histories, product classifications, ownership relationships, production-capacity indicators, anomaly detection and computer vision to help distinguish legitimate nearshoring from pass-through trade and to target high-risk shipments for interdiction and duty collection.

Why tariffs in the first place

In the modern era, the U.S. has run persistent trade deficits since 1976, with the goods deficit hitting a record $1.2 trillion in 2024.

After China’s WTO entry in 2001, the bilateral goods deficit exploded, reaching hundreds of billions annually and linked by the Economic Policy Institute to 3.4 million lost U.S. jobs (mostly manufacturing) through 2015.

Even as the China gap narrowed somewhat, deficits shifted to Mexico, Vietnam, and others, sustaining overall losses, factory closures, and eroded industrial capacity amid claims of currency practices and subsidies.

The US national debt is about to reach $40 trillion milestone — and it’s likely to hit $50 trillion soon

In the coming days the U.S. national debt is set to breach $40 trillion for the first time.

Soberingly, Bank of America’s chief equity strategist, Michael Hartnett. predicts that the next milestone, $50 trillion, will be reached in July 2029. These worrying landmarks reinforce a market perception that fixed-income investments are losing bets, a sentiment Hartnett summarizes as “Anything But Bonds.”

It’s not a milestone so much, though, as a millstone. In his weekly “Flow Show” strategy note published Friday, Hartnett calculates that the cost of servicing the interest on that debt has reached $1.5 trillion yearly. Moreover, unless the yield on U.S. 5-year Treasurys falls to 3.25% or lower, that interest burden will continue rising.

The “Anything But Bonds” trope will only end, Hartnett contends, if Fed chief Kevin Warsh signals hawkishness at the Jackson Hole symposium Aug. 28 and both the Fed and Bank of Japan tighten monetary policy in September.

At the moment, Hartnett is recommending long-duration assets (companies whose cash flows will be generated way off in the future and are therefore very sensitive to interest-rate moves) such as biotech stocks real-estate investment trusts and regional banks That’s because he (and investors, too, given their recent outperformance) thinks yields will peak in coming quarters.

Another trope Hartnett identifies in asset allocation is “Anything But China.” Weakness in Chinese equities and real estate have been the “humiliation trade” of the 2020s, in his words, but he now spots capital heading back to China, attracted by growth of tech in Japan Taiwan and Korea and the AI boom in China. While ultimately Hartnett forecasts a big rotation from Chinese bonds to equities, for now, the early way to play that trend would be to buy Hong Kong property stocks.

One remaining “anything but” theme is the dollar. As the best hedge against dollar debasement, bond collapse and asset inflation, Hartnett recommends gold but notes also that a weaker dollar is generally beneficial to emerging markets

When it comes to artificial intelligence, Hartnett has been a longstanding advocate of shorting AI bonds simply owing to the huge weight of issuance that capex of well north of $1 trillion necessitates. He continues to recommend buying AI as an equity theme — the “hubris trade” of staying long AI stocks through the bubble.

One caveat, however: If the politics of AI, specifically the controversy surrounding the construction of data centers, turn decisively unfavorable and expansion is paused, then AI stocks could fall 10%, and the dollar might fall and bond yields come tumbling down, too.

Always cracking jokes’: questions raised over Jason Arday’s claim he was non-verbal as a child1/2

Fellow pupils at his primary school have challenged Cambridge academic’s story, though others support it

The story of Jason Arday’s extraordinary rise to becoming the youngest black professor in the history of the University of Cambridgeis all the more remarkable for one claim: that he did not learn to speak until just shy of his 12th birthday.

This claim was mentioned in a letter announcing his resignation last week, which came amid mounting questionsabout his academic work and statements he had made about his past.

Arday wrote that becoming a professor at Cambridge was something he “could scarcely have imagined” as an autistic child who was “unable to speak until I was 11 years old”.

His memoir, Great and Unfortunate Things, was published by Simon & Schuster in the US on Tuesday and is due to be published in the UK on 27 August. It tells the story of how he joined Cambridge aged 37 despite having been non-verbal throughout his childhood andonly learning to read and write aged 18.

But interviews with former schoolmates have produced conflicting accounts of his childhood. Two remember him speaking at primary school, describing a chatty child who loved making jokes, while two others say they did not hear him speak until he reached secondary school.

Jonathan Stewart, 40, told the Guardian he remembered Arday fromwhen they were children growing up in south London. He described him as a good mimic who entertained other pupils by putting on accents and singing songs.

Stewart, a YouTuber who says he was in the year below Arday at Heathbrook primary school in Nine Elms, south-west London,said the academic was known as the class clown. “He was always cracking jokes. He was the comedian guy, he would even put on voices,” claimed Stewart, who said he regularly attended church with Arday.

Stewart said that in the Sunday school minibus that would pick them up, Arday would entertain his peers by singing the jingle from the 90s advert for Baby All Gone dolls. He said Arday, a talented goalkeeper, would bring in his own pair of gloves and dive to save shots, even on the school’s concrete playground.

Another man, 40, who was also in the year below Arday at Heathbrook and asked not to be named, said: “I don’t remember too much about him but I certainly recollect him being able to speak.” Both this man and Stewart said they were in touch with people who had been in Arday’s class.

Arday writes in his memoir that as he approached the age of 12 the local council was on the verge of pulling his speech therapy support because he had made so little progress.

“But miraculously, just a few days shy of my 12th birthday, I spoke. It was at the start of one of my sessions, and Katrina [his speech therapist] had just said: ‘Hello, Jason.’ At that moment, I was fiddling with my hearing aid, which was bothering me, and then I took it out of my ear and said hello back to her.”

Arday said his mother was present to witness the moment, and that beforehand he had “said bits of words and made various noises out of context” but never replied with the correct phrase or at the right time.

Arday denied the accounts provided by Stewart and the second man and organised for the Guardian to be sent statements by two school friends, Nick Clark and Mike Freeman, who said the account in his memoir accurately reflected the boy they remembered at school.

Clark said: “As a boy, I remember Jason not speaking and being regularly removed from class for additional support throughout his time at Heathbrook. I was not in his secondary school, but we joined the same football team at 13, when we became great friends, playing football together ever since.”

Clark’s mother, Caroline Russell-Clark, also sent a statement saying she helped out at Heathbrook for a couple of years when Arday was very young.

“When my son, Nick Clark, was in nursery at Heathbrook, I was asked to help three-year-old Jason, who had serious learning difficulties … I helped him listen to stories and read to him on many occasions,” she said.

“He moved up to reception [class] and the deputy headteacher … asked me in to help support him, and another child. She gave me reading tasks to do with him and also asked me to explain various activities. Jason never spoke to me but he was well behaved and an engaging child.”

Russell-Clark said Arday remained in the same class as her son throughout primary school. “I do not remember him speaking until he was playing in the same football team as my son aged 14/15.”

Freeman said: “I remember him not speaking during our time at Heathbrook primary school. He was regularly taken out of class for his educational needs. His severe special needs didn’t stop him playing football and games with me and others as he was still friendly and could communicate through play and actions.”

Arday resigned from Cambridge last week after being accused of plagiarism in his academic work. Questions were also raised about a long line of claims about his backstory, from endurance running, football exploits and charity fundraising to academic positions, qualifications and authorship. Arday said the “relentless accusations, speculation and public commentary have taken a profound toll on me and on those I love”.

Stewart said: “It took someone so long to get in the position that he got into and it’s tarnished. It’s gone and [the black community is] going to be scrutinised more than ever now. I can’t tell my sons: ‘Go look at him as somebody to look up to.’”

Arday claimed to have completed 30 marathons in 35 days, run 600 miles in six days and raised £5m for charity over several years. After facing questions, he revised some of those claims and instead said he was part of a fundraising group that he was unable to name for legal reasons.

He also told the Guardian he had been the target of threats after his Cambridge appointment, including having a severed pig’s head delivered to his parents’ home. Subsequent investigations found no evidence to support this claim.
