Every time someone downloads/uploads files, the governments have automated software to detect who is downloading/uploading and the contents of the files. Of course, if all you are downloading/uploading is some anime/hentai, the Feds can't take any legal action against you (since such content is not illegal). But the moment someone downloads/uploads porn, that raises a huge red flag, especially if it is cp. There is no way to "hide" illegal downloads/uploads from the Feds, even if you are using Tor/Whonix/VPNs, etc. You simply don't access it. Downloading/uploading pornography is not safe, especially if it is cheese pizza, which should be obvious to any intelligent person.
