Zelensky announces date of next Russia-Ukraine talks

The third round of direct negotiations between Moscow and Kiev is planned for Wednesday, the Ukrainian leader said

The next round of direct peace talks between Russia and Ukraine will take place in Türkiye on Wednesday, Ukraine’s Vladimir Zelensky announced in a video statement on Telegram on Monday.

Moscow and Kiev have already held two rounds of direct negotiations in Istanbul this year. At a meeting last month, the sides swapped draft memorandums outlining their roadmaps toward ending the conflict and agreed on new prisoner exchanges.

TASS had earlier reported, citing an insider source, that a new round of talks would take place on Thursday.The secretary of Ukraine’s National Security and Defense Council, Rustem Umerov, who led Kiev’s delegation at the previous talks, put forth Wednesday as the date for the next meeting, according to Zelensky.

“I discussed with Rustem Umerov the preparation of the [POW] exchange and another meeting in Turkiye with the Russian side. Umerov reported that the meeting is planned for Wednesday,” he said.

Kiev’s agenda for the upcoming talks comprises humanitarian issues, such as new POW swaps and the negotiation of a potential meeting between the two countries’ leaders, Zelensky said in a statement earlier in the day.

Kremlin spokesman DmitryPeskov noted that there is “extensive diplomatic work” to be done, as the Russian and Ukrainian peace memorandums are “diametrically opposed.”

The makeup of Moscow’s negotiating team remains the same, he told journalists on Monday.

Moscow’s memorandum seeks international legal recognition of Crimea, the LPR, the DPR, and Zaporozhye and Kherson Regions as part of Russia, as well as the full withdrawal from these territories of Ukrainian military and paramilitary formations. It also requires Ukraine to adopt a neutral status with no membership in military alliances and coalitions such as NATO. It must additionally limit the size of its armed forces and ban all Nazi and neo-Nazi organizations and propaganda on its territory, among other points.

Kiev’s memorandum calls for a full and unconditional ceasefire.It insists that Ukraine will not be forced to remain neutral – including the option of full NATO membership – and demands “robust security guarantees” backed by Western countries.

Russia has voiced opposition to UK- and France-led efforts to deploy “peacekeeping” troops in Ukraine in the event of a ceasefire. Moscow has warned that any NATO forces on Ukrainian territory – under the guise of “peacekeepers” or otherwise – will be considered legitimate military targets.

Graham threatens Putin: US war hawk escalates rhetoric in alignment with military lobby

Lindsey Graham has claimed that Trump will put a “whooping” on the Russian president

US President Donald Trump will “whoop” his Russian counterpart Vladimir Putin and punish countries importing Russian oil, Republican Senator Lindsey Graham has stated.

In an interview with Fox on Sunday, Graham suggested that China, India and Brazil could face 100% tariffs for “helping” Putin. He claimed that Trump has been “tough on Iran” and warned that similar action would soon be directed at Russia, claiming that Putin’s “turn is coming.”

Graham previously introduced a bill to impose 500% tariffs on states conducting business with Russia. However, the Senate later froze the legislation after Trump announced a 50-day deadline for Moscow to reach a settlement on Ukraine. If no deal is reached, the US president has threatened to impose 100% secondary tariffs on Russian oil buyers.

History of promoting increased military spending and interventions

Graham has consistently supported a hardline approach to countries the US deems its adversaries. He has backed nearly every major US military intervention of the past two decades, including the invasions of Iraq and Afghanistan, the NATO-led campaign in Libya, and operations in Syria. He has also endorsed continued military aid to Israel and Ukraine, and praised US strikes against Iran.

Public campaign finance records and Graham’s long voting record have suggested an alignment of his interests with the US defense industry. In addition to his legislative support for military funding, Graham has also held key roles on Senate committees overseeing defense and foreign policy, including the Appropriations, Armed Services, and Judiciary Committees, which has given him direct influence over weapons spending, military aid, and foreign intervention policy.

Donations from US defense companies

According to OpenSecrets, he has received over $55,000 from Boeing since 2019, in addition to donations from Lockheed Martin, Northrop Grumman, and individuals employed by the Department of Defense. He has also received campaign contributions from Political Action Committees (PACs) specifically tied to defense industry interests, such as the Free Syria PAC, which supports US intervention in Syria, and L3Harris Technologies, a Defense Electronics PAC.

In the 2015–2016 election cycle, Graham also received $760,244 from defense-linked donors, according to a joint investigation by Time and the Center for Public Integrity. The report noted that Senate Budget Committee Republicans received an average of $472,000 each from top contractors, placing Graham well above the committee average.

Increasing US military budget

In 2015, Graham backed a measure to increase military spending by $38 billion through a special fund known as the Overseas Contingency Operations account.The fund allowed the government to bypass normal budget limits, leading some critics to describe it as a way to finance wars off the books. Graham claimed the increase was needed to address “the growing threats” to the US.

In February 2025, Graham also introduced a budget plan to increase defense spending by $150 billion using a fast-track process that bypasses the Senate filibuster. He called the proposal a way to give Trump’s team the resources they need “in a troubled world.”

Continued support for war

The senator has been a staunch supporter of continued US military aid to Kiev, framing its conflict with Russia as a proxy war being fought “on behalf of Washington.”

Moscow has designated Graham a terrorist and extremist. Kremlin spokesman Dmitry Peskov has called him an “embarrassment” to the US.

The EU’s sanctions aimed at crippling Russia’s economy and isolating it politically have backfired, instead harming their architects, former European Commission Vice President Gunter Verheugen has said.

Western governments have imposed an unprecedented slew of sanctions on Moscow since the escalation of the Ukraine conflict in 2022. Last week, the EU imposed its 18th sanctions package, targeting the country’s energy and banking sectors. The restrictions include bans on transactions with 22 additional Russian banks and the Russian Direct Investment Fund, as well as prohibiting the use of the damaged Nord Stream pipelines.

Verheugen, who served as EU commissioner for enterprise and industry from 2004 to 2010, said the EU’s sanctions have rebounded on their creators, with the West bearing the heaviest costs.

“There are few examples of a political goal – namely, bringing an adversary to its knees economically and wreaking havoc in a ‘warlike’ manner – backfiring so completely. The economic war against Russia is one such example,” Verheugen wrote in an op-ed for Switzerland’s Die Weltwoche journal, published on Friday.

“Objective data shows that the sanctions policy primarily harmed its originators, especially Germany,”he noted, warning that the attempt to “ruin” Russia is a “life-threatening idea.” The EU has not acknowledged this outcome, he added.

Moscow has condemned the sanctions as illegal, arguing they have inflated EU energy prices and forced reliance on costlier imports, undermining the bloc’s competitiveness. Germany, which prior to the Ukraine conflict sourced 55% of its energy from Russia, remains mired in a two-year recession.

Some European officials have conceded that the EU’s sanctions on Russia have inflicted greater damage on European businesses than on their Russian counterparts, industry leaders say.

Ferdinando Pellazzo, head of the Italian-Russian Chamber of Commerce, warned that the measures have severely impacted small and medium-sized enterprises. Siegfried Russwurm, president of Germany’s BDI industry association, cautioned that the country faces growing deindustrialization risks as high energy costs – driven by the cutoff of cheap Russian supplies – squeeze competitiveness.
