That decision has resulted in staff tasked with finding around $120 million in savings.

In a statement to CTV News, the City of Vancouver said there have been changes across city departments, including in social policy.

“As part of this work, some functions are changing or being realigned while ensuring service priorities continue to advance,” the statement continued.

“Work related to sex worker safety is delivered as part of a broader planning focus on community and gender safety, including women’s equity, 2STGD+ safety and inclusion, and MMIWG responses.”

A city spokesperson said this work includes $1.1milllion in approved granting and funding towards sex worker and gender safety organizations for 2026.

Freeland honoured as ‘hero of democracy’ at New York event

Former Trudeau-era deputy Prime Minister Chrystia Freeland was in New York Friday at an event where she was presented with a “Heroes of Democracy" award alongside former U.S national security adviser John Bolton.

The awards were presented by the Renew Democracy Initiative.

Freeland acknowledged the award in a post on X, “Grateful to be in New York Friday night and honoured to receive the Heroes of Democracy Award,” she wrote. “Standing firm for Ukraine and for liberal democracy everywhere has never mattered more.”

Freeland’s recognition came due to her role in “supporting Ukraine and promoting democratic institutions” comes after her time in the Canadian government, where she served most recently as deputy Prime Minister under Justin Trudeau.

During her mandate, Freeland played a key role in implementing measures authorized under the unprecedented use of the Emergencies Act in 2022 in order to stifle the Freedom Convoy protests by freezing bank accounts linked to participants and donors.

Those measures were later scrutinized in court.

In January 2026, the Federal Court of Appeal upheld a ruling that the federal government’s invocation of the Emergencies Act was unreasonable and unconstitutional, finding it failed to meet the legal threshold required to declare a national emergency.

The court determined there were no reasonable grounds to conclude a national emergency existed.

It also concluded that existing laws were sufficient to address the situation without invoking emergency powers.

The court also ruled that regulations were overly broad in restricting participation in protests and that the financial orders allowing banks to freeze accounts without a warrant constituted an unreasonable search and seizure.

Freeland oversaw the financial components of the emergency response, including coordination with banks and other institutions to implement those measures.

The goal, the agency said, is to improve preparedness, response capabilities, and strategies for long-term recovery in the face of a growing range of cyber threats from state-sponsored actors. The agency did not name specific countries in the April 17 press release, but identified Iran as a concern in February after the United States and Israel jointly targeted the Middle Eastern country over nuclear weapon concerns.

Canadian psychologist, author, and public speaker Jordan Peterson is suffering from akathisia, a condition characterized by restlessness, caused by a neurological injury from psychiatric medication, his daughter says.

Mikhaila Peterson shared on social media that her father has a “psych med induced neurological injury,” despite not taking psychiatric medications for six years. She said the injury is causing akathisia, a condition he was diagnosed with in 2020 associated with benzodiazepine withdrawal.

“It’s been horrible,” Mikhaila Peterson wrote in an April 18 post on X. “Neurological injuries from psych meds are far more common than people know.”

She noted her father’s symptoms began last summer after a flare-up “likely induced by mold (CIRS) and stress,” and his condition was complicated by pneumonia and associated sepsis a month later.

CIRS, or chronic inflammatory response syndrome, is an illness caused by exposure to mould and other biotoxins, such as in water-damaged buildings where there is poor indoor air due to excessive moisture promoting mould growth.

Neurological injuries and akathisia are “not talked about enough, they’re misdiagnosed, nearly impossible to treat, and hidden by the pharmaceutical industry,” Mikhaila Peterson added. Continue…

“Over the last decade, the Committee has adopted a more aggressive and robust approach to allegations of sexual misconduct,” the committee said in a statement.

“Since 2017, the Committee has initiated investigations in 20 matters involving allegations of sexual misconduct by a Member. The Committee has also investigated several Members for their handling of allegations of sexual misconduct by their senior staff.”

The House Ethics Committee said it released its findings after a member of Congress engaged in sexual misconduct.

“Whenever the Committee found a Member to have engaged in or fostered an environment where sexual misconduct took place, the Committee released its findings,” it added.

“The Committee has taken the position that conduct that falls short of legal definitions of sexual harassment or assault under federal or state statutes can still be a violation of the Code of Official Conduct, which imposes a higher standard on Members of the House,” it said.

The Defense Production ​Act is ​a ⁠cold war-era legislation that grants the president authority to expand and expedite the supply of materials from the domestic industrial base for national security purposes.

In the memos, Trump cited his Jan. 20, 2025, executive order declaring a national energy emergency, noting that insufficient energy supply could expose the country to “hostile foreign actors” and risk national security.

The US is also conditioning continued security cooperation on the disclosure of those involved in the bombing of its embassy, the news channel added.

Nevertheless, on Monday, the CBI released a statement rejecting the Al-Hadath report. Since 2003, a decision issued by Coalition Provisional Authority (CPA) head Paul Bremer has required that all Iraqi oil revenues be paid into an account at the US Federal Reserve Bank of New York, giving the US the ability to control how many US dollars are returned to the CBI.

From that point until today, the Iraqi Ministry of Finance has had to submit funding requests to the US Treasury, which then approves or denies them based on its own criteria.

This monthly transfer of US dollars, flown into Baghdad in pallets of hard cash, determines Iraq's ability to pay for basic needs such as salaries, food, and medicine.

Whenever Washington believes that Iraq is not aligned with US regional goals, including enforcing economic sanctions on Iran, Baghdad's major trading partner and a source of natural gas for electricity production, these fund transfers can be delayed or reduced. Continue…

The Privy Council Office spent thousands of dollars on yoga lessons, limousine services and a self-described “productivity ninja,” while also paying millions to outside consultants for work similar to that already handled by federal employees, according to records obtained through access-to-information requests.

Among the expenses highlighted by the Canadian Taxpayers Federation were $12,900 for a Hatha Slow Flow yoga instructor, $20,400 with Ottawa Executive Limousine, $136,290 at the Pan Pacific Toronto, $386,700 on furniture and $1,300 for services listed as a “productivity ninja.”

The federation also says the Privy Council Office spent $3,975 on licensed products including coins, swords, plaques and crests, as well as $4,665 on artwork.

The department, which supports the prime minister and cabinet, spent $17.4 million on professional services in 2025, according to the documents.

Of that total, $5.8 million went to communications, marketing, financial and strategy-related consulting and contracting services, despite the department employing about 320 staff in similar roles, the federation said.

It also spent $641,400 on audiovisual consulting while maintaining nearly $1 million annually in in-house multimedia staff.

Another $4.8 million was paid to EssenceMediacom for advertising services connected to Canada’s trade agreements.

“The PCO already has hundreds of communications and research bureaucrats and then it spends millions getting consultants and contractors to do their homework,” said Franco Terrazzano.

“The prime minister promised to cut this kind of wasteful spending and he needs to work harder to keep that promise.”

The criticism comes after Prime Minister Mark Carney pledged during the federal election campaign to significantly reduce reliance on external consultants.

The federation says spending by the PCO on professional and special services has climbed from $9.6 million in 2015-16 to $36 million in 2024-25. Across government, spending in that category is projected to rise to $26.6 billion in 2026-27.

The federal government has not yet publicly responded to the claims.

The court decision does not determine guilt or innocence in the broader allegations, but upholds the process used in the internal review.

“My decision does not speak to merits of the agency’s allegations,” Go wrote in her ruling, which dismissed claims of procedural unfairness, bias, and improper handling of evidence raised by the two executives.

Gallivan and a number of federal officials were testifying April 20 before the House committee on citizenship and immigration about an audit released earlier this month by Auditor General Karen Hogan that found considerable problems in tracking and enforcement of international student visas.

Specifically, Hogan’s audit identified 153,000 international students who were flagged for potential visa non-compliance in 2023–24 but found that only approximately 4,000 cases were investigated.

It also found that immigration officials failed to follow up on 800 confirmed cases of fraud and unable to account for the whereabouts of tens of thousands of international students whose study permits had expired.

“The negative findings, in particular the lack of follow through on fraud, are unacceptable,” Gallivan told the committee. “We need to act more quickly, more aggressively, and more thoroughly in the face of discrepancies.” Continue…

Alberta is currently on Mountain Daylight Time (UTC-6), meaning that if the legislation passes, the province would remain on that time permanently. The proposal is expected to be introduced for first reading this week.

Asked by a reporter on March 5 whether her government would pursue permanent standard time or permanent daylight saving time, Smith replied: “I like more sunlight at night, and I think most people do too, because we are on daylight eight months out of the year.”

“Going to standard 12 months out of the year would be a big adjustment for people,” she added.

The move follows years of public debate, including a 2021 referendum that narrowly rejected permanent daylight time.

A judge in Canada has given an offender a light sentence after the convict kicked his girlfriend's toddler in the head and choked the 28-month-old child. A factor to decrease his sentence was that he had a "dissociation” with his "Indigenous ancestry."

The 33-year-old Indigenous B.C. man has been sentenced to six months in prison for two counts of assault against the child. Both incidents were captured on the nanny cam in the toddler's bedroom, per the National Post. The Crown asked that he get at least one year behind bars.

Court documents detailing his guilty plea written by B.C. Judge Temara Golinsky stated, "He first assaulted the child the evening of June 13, 2025. The footage starts right before K.J.M. comes into the room. The video shows the child was wearing only a diaper as he was lying on the floor of his bedroom, and his face appeared to be close to the gap under the door. The child was alone in the bedroom. At the time the video begins, the child was not making any sounds. K.J.M. opened the door inward, and the door struck the child on the shoulder rolling him back and away from the door. K.J.M. stepped into the room and used his foot to kick and move the child away from the door, rolling him into the centre of the room. He then bent down and pushed his hand on the front of the child’s neck, pressing him into the carpet. He squeezed the child’s neck for a moment while the child was screaming."

That was the first assault. In the second assault, the convict kicked the child again in the head. "The second assault was two days later, on June 15, 2025. The video shows the child sitting on a bed, again dressed only in a diaper and alone in the room. The child can be heard crying, which sounded like a low droning or whining kind of sound. When K.J.M. opened the door, the toddler flinched. K.J.M. took a couple steps into the room and up to the bedside. He immediately squared his stance and then kicked the child once in the face or forehead with his bare foot, causing the child to fall onto his back. He yelled something at the child, then stormed out of the room and closed the door behind him. The child continued to lie there on his back and can be heard crying until the video ends a few seconds later," the documents state.

Instead of ordering consecutive sentences of 6 months for each assault, which would have put the man behind bars for a year, the judge offered the toddler-kicking assailant concurrent sentences, meaning he will only serve 6 months behind bars.

The mitigating factors to the sentence included that the convict is "of Indigenous heritage." The judge added, "While I acknowledge that there is no evidence that he or his immediate family were impacted by state actions such as residential schools, even the disassociation with one’s past and cultural heritage is a negative consequence of colonialization."

Ayanle Hassan Ali was found not criminally responsible for the March 2016 incident and related charges. The Ontario Review Board (ORB) granted Ali permission for a trip to Saudi Arabia and Somalia despite posing a “significant threat to public safety,” according to The National Post.

In its decision, the board noted that Ali wanted to travel “to facilitate a meeting with a woman as his father has been working on arranging a possible marriage with a woman who resides in Somalia.”

“Mr. Ali has advised that this is not uncommon in his culture, and the marriage would only proceed if both parties were agreeable. He is hopeful he will be able to travel to Somalia over the upcoming reporting year for an introductory meeting with the woman,” the board said.

Mr. Ali is studying to memorize the Quran and attends the mosque by his father’s house daily to meet with his teacher. He is hopeful that his tutor may assist him in securing a volunteer position at a local school to tutor in math or French.”

During the March 14, 2016, incident, the tribunal heard that “Ali entered the Canadian Forces Recruiting Centre in Toronto and immediately attacked the corporal who was seated at the entrance. Mr. Ali repeatedly punched the corporal in the head, and then took a large kitchen knife from a folder he was carrying and lunged at the corporal, slashing and stabbing at him with the knife, causing a three-inch gash to the corporal’s arm.”

Ali has remained under supervision since being found not criminally responsible. In March 2025, he was granted a conditional discharge requiring him to live with his mother and report to the Toronto Centre for Addiction and Mental Health (CAMH) every two weeks.

Roussel is accused of publishing “graphic, violent, and highly disturbing content” online in a bid to inspire and recruit young people, police said.

He has been charged with participating in an activity of a terrorist group, facilitating terrorist activity, and the commission of an offence for a terrorist group. The victims, who have not yet been identified, are thought to be mainly teenagers, the RCMP said.

According to court filings and a DOJ announcement, 42-year-old Rose Inessa-Ethington, the child’s biological father, who identifies as a transgender woman and previously went by Eri Ethington, along with partner Blue Inessa-Ethington, 32, took the 10-year-old boy (and reportedly Blue’s 3-year-old child) under false pretenses during what was supposed to be a family camping trip to Canada.

Instead, the pair allegedly fled to Mexico and then on to Havana, Cuba, with $10,000 in cash, raising immediate alarms that the boy was being transported for “gender reassignment surgery prior to puberty.”

A Utah court had already granted the biological mother, identified as “LB,” exclusive custody and ordered the immediate return of the child. But the trans couple ignored the ruling and went on the run.

The FBI, under the Trump administration’s direction, coordinated with Cuban authorities, who actually assisted in locating and arresting the pair on April 16, and sent a Department of Justice Boeing 757 directly to Cuba on Monday to bring the boy home safely. He has now been reunited with his biological mother.

The 5th U.S. Circuit Court of Appeals ruled that the state of Texas can require the Ten Commandments to be displayed in public school classrooms, marking a victory for upholding the nation’s Christian foundation of the law.

The 9-8 decision overrules a preliminary injunction put in place by a federal district court judge in November, who concluded that “displaying the Ten Commandments on the wall of a public-school classroom as set forth in S.B. 10 [Senate Bill 10] violates the [First Amendment’s] Establishment Clause.”

The First Amendment says in part that “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof.” But the Supreme Court has ruled that the Amendment’s protections apply to state law.

In the 5th Circuit’s majority opinion, Judge Stuart Kyle Duncan wrote, “To Plaintiffs, merely exposing children to religious language is enough to make the displays engines of coercive indoctrination. We disagree.”

At the center of this new security effort to fortify the airspace above Prince Sultan Air Base against low-cost Iranian one-way attack drones is Sky Map, a Ukrainian command-and-control platform used to detect incoming drones. The coordinated response to Shaheds is the use of interceptor drones.

"There have been longstanding gaps in U.S. air and missile defense coverage around the world," said Timothy Walton, a senior fellow at the Washington-based Hudson Institute think tank. "This has been well understood. However, it hasn't been addressed."

Ukrainian drone experts reportedly traveled to the base in recent weeks to train U.S. personnel on Sky Map and the use of interceptor drones.

The federal government spent more than $275 million providing healthcare coverage to asylum claimants whose refugee claims were ultimately rejected, according to a newly released written response tabled in the House of Commons.

The figures were disclosed in response to Written Question Q-916 from Conservative MP Burton Bailey, who asked Immigration, Refugees and Citizenship Canada to detail costs under the Interim Federal Health Program (IFHP) since 2016.

The department reported that from fiscal year 2016–17 through 2024–25, total spending on rejected claimants reached approximately $275.2 million, covering basic medical care, supplemental health services, and immigration medical exams.

Annual spending rose sharply over the period:

2016–17: $10.1 million

2019–20: $23.7 million

2021–22: $41.5 million

2024–25: $53.4 million

The number of rejected claimants who accessed the program also increased significantly, from 4,375 in 2016–17 to 19,771 in 2024–25.

The government noted the totals include rejected claimants who were still pursuing appeals, legal recourse, or pre-removal risk assessments, meaning not all had exhausted every avenue to remain in Canada.

Officials also said their database does not track which rejected claimants had active enforceable removal orders, meaning they could not answer that portion of the question.

Conservative immigration critic Michelle Rempel Garner said the figures show misplaced priorities in a strained healthcare system.

“Six million Canadians have no family doctor, but the Liberals blew $250 million on healthcare for rejected asylum seekers — including services like free vision care and physio that Canadians don’t have access to,” Rempel Garner said in a social media post Thursday. “$250 million could’ve trained hundreds of doctors for Canadians.”

The move follows a January court ruling ordering Ford to release call logs from his personal cellphone related to government business, in response to an FOI request filed by Global News and supported by Ontario’s Information and Privacy Commissioner of Ontario.

Ford had resisted releasing the records, arguing they could contain confidential constituent information, despite existing FOI processes that allow for redactions.

During debate, opposition members and observers in the legislative gallery voiced objections, with some chanting “F-O-I” as votes were counted.

Opposition parties said the changes weaken accountability and limit public access to information that has historically exposed government decisions and controversies, including the Greenbelt land swap and other policy missteps.

Interim Liberal leader John Fraser criticized the retroactive nature of the legislation during question period, suggesting it could shield past actions from scrutiny.

“By lunchtime today, it will be law and it will be retroactive,” Fraser said. “So there must be something really, really, really bad on your cell phone.”

Ford defended the changes, saying they are intended to protect sensitive constituent communications rather than obscure government activity.

“No premier in the history of this country has given his cell number out to actually help people,” Ford said in the legislature. “I’m not going to hand out personal information.”

The government has argued that the amendments align Ontario’s rules with practices in other jurisdictions and maintain that the majority of government records will remain accessible under FOI laws.

The budget also includes new spending and policy measures, such as increased funding for primary care, a tax cut for small businesses, expanded transit initiatives, and an extension of the One Fare program.

A B.C. judge has awarded $1.8 million to a teen wrongfully detained and injured at a Burnaby shopping mall in 2019, finding that security guards used excessive force.

The B.C. Supreme Court ruling found that the security guards at the Metropolis at Metrotown in Burnaby had detained the 18-year-old—a transgender male who identified as female at the time—on the mistaken belief the teen was still subject to a mall ban issued months earlier for climbing over a security barrier.

The judge withheld the name of the plaintiff in the case, citing their young age at the time of the detainment.

Justice Francesca Marzari ruled the mall ban was not legally in effect on Nov. 23, 2019, and that the teen had committed no offence. The ruling said guards used force during the citizen’s arrest and held the teen in a detention cell for 45 minutes before the RCMP arrived. No criminal charges were laid.

Canada will face a “suicide contagion” if medical assistance in dying (MAID) becomes an acceptable alternative for individuals suffering from mental distress, a psychiatrist specialized in severe mental illness told a parliamentary committee this week.

Barrie, Ont., psychiatrist John Maher told the Special Joint Committee on Medical Assistance in Dying in testimony on April 21 that MAID is effectively normalizing state-assisted death for people with mental illness.

“I had a patient today with schizophrenia very, very cavalierly saying, if he didn’t get a job and a girlfriend, he’s going to request MAID,” Maher said. “It’s been normalized. It’s suicide contagion.”

He cautioned that legalizing MAID for mental health problems would result in a rise in overall suicides, citing potential for the spread of a phenomenon known as the “Werther Effect” in which publicized suicide cases motivate more people to want to end their lives.

Suicide rates in countries such as Switzerland, where physician-assisted death has been legalized, “have risen much faster after it was legalized,” said Maher, who specializes in severe mental illness and is the editor-in-chief of the Journal of Ethics in Mental Health.

Police believe tens of thousands of devices were connected to the blaster over several months, and identified more than 13 million network disruptions

Toronto Police have made three arrests and seized several “SMS blasters,” a sophisticated cybercrime weapon not previously seen in Canada.

In a news conference on Thursday morning, Deputy Chief Robert Johnson and Detective Sergeant Lindsay Riddell said three men are facing a total of 44 charges in what they described as a first-of-its-kind cybercrime investigation in Canada.

The investigation, dubbed Project Lighthouse, began in November 2025 after police were alerted to a suspected SMS blaster operating in downtown Toronto.

SMS stands for Short Message Service. An SMS blaster mimics a legitimate cell tower, but when nearby phones connect to it, users receive fraudulent text messages that appear to come from trusted organizations.

These messages prompt recipients to click on links that lead to fake websites designed to capture personal information, a tactic known as SMS phishing or “smishing.”

This marks the first known instance of this technology being used in Canada and highlights an emerging threat to both public safety and financial security, police said in a news release.

“What makes this particularly concerning is the scale and impact,” Johnson said Thursday. “This wasn’t targeting a single individual or business. It had the ability to reach thousands of devices at once. And beyond the financial risk, there are real public safety implications. For instance, when devices are diverted from legitimate networks, even briefly, it interferes with a person’s ability to connect to emergency services.”

According to Fox News, Joshua LeBlanc was a rising star at NASA’s Marshall Space Flight Center in Huntsville, the heart of America’s space and defense rocket programs.

He specialized in nuclear propulsion technology, serving as team lead for NASA’s Space Nuclear Propulsion (SNP) Instrumentation and Control maturation and later on the high-stakes Demonstration Rocket for Agile Cislunar Operations (DRACO) project, a nuclear thermal propulsion engine designed to revolutionize travel to Mars and beyond.

LeBlanc’s Tesla Model 3 was discovered burned beyond recognition around 2:45 p.m. on July 22, 2025, after veering off the road, slamming into a guardrail and several trees on Hill Road near Drummond Switch Cut Off Road in Walker County, about two hours from his Huntsville home.

The Alabama Law Enforcement Agency confirmed the vehicle erupted in flames, leaving little for investigators to work with.

LeBlanc’s family reported him missing at 4:32 a.m. that same day after he uncharacteristically failed to show up for work.

His blue 2021 Tesla Model 3 had been tracked sitting for four hours at Huntsville International Airport, just minutes from his apartment, before it headed out on rural backroads. Historic New York City Church Burns in Five-Alarm Fire (Videos)

A New York City church that had stood in Astoria, Queens for more than 130 years was destroyed by fire on Thursday.

The fire at the First Reformed Church of Astoria broke out at about 6:45 p.m. in a vacant rectory, FDNY officials said, according to NY1.

The fire then spread to the church.

The church had served a Dutch Reformed Church parish that was first organized in the 1830s. On Jan. 14, 1888, the church built in 1837 was destroyed by a fire, according to the website of the New York City Chapter of the American Guild of Organists.

The church that was destroyed Wednesday had its cornerstone laid on Oct. 6, 1888.

“The brick Victorian Gothic building had terra cotta and copper details, and an octagonal tower and steeple. The original steeple was destroyed by lightning and was rebuilt,” the site said.

A move to end the EU-Israel Association Agreement has been struck down, led by objections from Germany, Austria, and Italy. The accord, in existence since 2000, has served as the framework for EU-Israeli relations pertaining to both trade and foreign policy, with a key pillar being Israel’s access to the markets of EU member states.

Last week, Spain, Ireland and Slovenia wrote a letter to the EU High Representative for Foreign Affairs Kaja Kallas, citing Israel’s decisions by Prime Minister Benjamin Netanyahu, as well as laws passed by its parliament and actions taken by its military.

It cited, most recently, the death penalty approved by the Israeli parliament as evidence of “systematic persecution, oppression, violence and discrimination exerted against the Palestinian population.”

“In such a grave situation, we call on the European Union to uphold its moral and political responsibility, and to defend the very core values that have underpinned the European project since its foundation,” they wrote.

Going even further, the letter highlighted that Israel has essentially broken its agreement with the European Union. “Not only a grave violation of fundamental human rights, but also a step backwards in Israel’s commitment to democratic principles, as underlined by your March 31 statement, and therefore a violation of Article 2 of the EU-Israel Association Agreement.”

Spain has cited Article 2 for more than two years to take action against Israel and attempt to invalidate the agreement. Continue…

The next type of aerial system likely to be stockpiled at scale by militaries worldwide is the interceptor drone. We've already seen early evidence of this across Eurasia, with Ukraine selling its interceptor drones to the highest bidder.

The Russia-Ukraine war accelerated the development of cheap one-way attack drones. Early in the war, missile interceptors used by Ukraine were too costly and drained the stockpiles of Western militaries at dangerous rates.

The proliferation of cheap interceptor drones levels the playing field and provides a low-cost solution against Russian-produced Geran and Iranian-designed Shahed attack drones.

Ukraine's interceptor drones are emerging as a cheap solution, costing roughly $1,000 to $3,000 each versus about $4 million for a Patriot missile used to down $20,000 Shahed drones. In the economics of war, this mismatch matters because missile use, especially in the U.S.-Iran conflict, has already outstripped the U.S.' annual production capacity.

Ukrainian President Volodymyr Zelensky has previously stated that Ukraine can produce at least 2,000 interceptors per day and could double that with more investment, supplying another 1,000 daily to allies. Continue…
