Flood Wipes Away Chinese "Belt and Road" Border Port in Nepal

A flash flood initiated by a glacial collapse swept through mountain valleys on the Chinese-Nepalese border on Wednesday, erasing villages and leaving 1,400 people missing. Among the casualties was a key Chinese "Belt and Road" development project: a well-developed border crossing called Gyirong Port, which handled about $600 million in annual trade between Nepal and China. d

Videos from Gyirong show the force and inevitability of the powerful flash flood. Video taken from the Chinese side of the port shows locals running to escape about 30 seconds before a geyser of rock and mud envelops the border crossing, sweeping away buildings. Post-casualty satellite footage provided by Vantor shows an undeveloped landscape virtually free of roads, buildings or other signs of human habitation.

Gyirong Port was known to be vulnerable to flooding: it was closed for the second half of 2025 because of damage from last year's flooding on the Trishuli River, which took out the bridge at the border crossing.

This year's devastating flash flood followed the same path, but with far greater force. The 2025 flood was caused by the sudden overflow of a glacial lake upstream, in Tibet - a common and deadly hazard in Himalayan valleys, increasingly frequent because of glacial retreat, meltwater accumulation and thawing permafrost in the high mountains.

The 2026 flood was likely caused by the collapse of a glacier and a massive rock-ice avalanche on the north shoulder of Langtang Lirung, a mountain upstream on the Nepali side of the border. Post-accident imagery shows that the resulting flood of water and rock scoured the vegetation off the valley walls about 100 feet or more above the usual height of the riverbank.

Some of the debris from the mudflow has piled up into a natural dam a few miles upstream of the Gyirong border crossing, and is turning the location into a lake. That dam will continue to fill for days because of ongoing rainfall, according to Chinese authorities - and could burst and cause more flash flooding downstream.

Relief operations are under way to hunt for survivors and bring aid to villages that were cut off by the torrent of water, which wiped away the rudimentary roads that wind up the Trishuli River valley. The area is a popular tourism destination, and among the 1,400 missing are hundreds of foreign nationals, including 65 American citizens.

Wheat Prices Soar as Russian and Ukrainian Grain Exports Plummet

Once again, shipping disruption from the conflict in the Black Sea is driving up wheat prices - and this time, both of the region's big grain exporters are suffering supply-chain hits.

Since the start of the month, wheat futures on the benchmark Chicago exchange have risen 18 percent, reaching the highest levels in three years. Like the last time that prices reached this level, the surge is linked to disruption in Black Sea shipping.

There is no sign that prices will turn around soon. Both Russia and Ukraine have been pounding each others' merchant shipping, damaging dozens of bulkers and effectively shutting down loading. On the Ukrainian side, about 70 ships are currently waiting off the entrance to the Sulina Canal, the transit route into the northernmost branch of the Danube river delta. The logistical difficulties have reduced Ukrainian grain exports by 80 percent in August, according to the country's agriculture ministry. The timing is unfortunate, as harvest season is under way.

On the Russian side, the impact is less clear. Kremlin spokesman Dmitry Peskov told reporters this week that "measures have been identified and will be further developed, ensuring that all grain intended for export is shipped on time and in full." But Russian media network Interfax reports that wheat exports are down 2.6-fold year-over-year, due in part to shipping disruption and in part to physical damage at Russian grain terminals. Trade journal World Grain reports that all three of the grain terminals at Novorossiysk have shut down due to Ukrainian drone attacks.

Elena Tyurina, head of the analytical department at the Russian Grain Union, told Interfax that at the current rate of decline, this season's Russian wheat exports could be the lowest in ten years - despite solid harvest numbers. Her colleague Arkady Zlochevskiy, the president of the Union, warned of catastrophic losses for Russian wheat farmers: grain with nowhere to go is getting sold for feed at a price about $45 a tonne below the cost of production.

A federal judge Thursday blocked a Postal Service regulation that would exert control over mail-in ballots ahead of the midterm elections in the latest setback on the issue for President Donald Trump.

The recently finalized measure would implement a key provision of Trump’s executive order on mail-in ballots that would add a new level of bureaucracy to the elections process, which is typically administered by states.

The executive order directed the U.S. Postal Service to, among other things, track mail-in ballots and potentially reject those submitted by people not on a federal list of eligible voters.

The decision by Boston-based U.S. District Judge Indira Talwani in one case brought by the League of Women Voters and other groups and another brought by a coalition of states means part of the executive order remains blocked for at least 14 days, with time running out to implement it ahead of the November election.

“This rule is a clear attempt by the federal government to interfere in elections it has no power to control,” New York Attorney General Letitia James said in a statement. “Today, a federal court halted it before this administration could wreak havoc on our elections.”

Talwani wrote that the regulation is most likely unlawful because the president cannot insert the federal government into elections without the express authorization of Congress.

“The court finds plaintiffs likely to succeed on the merits of their claims,” she said.

The Trump administration could seek to quickly overturn her decision by rushing to the Supreme Court.

Talwani noted in her ruling that the administration had not offered “any evidence regarding fraudulent absentee or mail-in voting.”

The government’s interest in “correcting an unsubstantiated problem through likely unconstitutional means is dwarfed by the overwhelming risk of pervasive disenfranchisement,” she added.

Directly addressing the short time frame ahead of the election, Talwani said states “have neither time nor funds” to meet the necessary requirements, including updating election management systems and training staff members.

Based on the evidence before her, states’ compliance with what the Trump administration is asking of them before the 2026 midterms would be “practically impossible,” Talwani wrote.

In a separate decision Wednesday, Talwani lifted an earlier injunction she had imposed that blocked vital elements of Trump’s executive order in the case.

It is a different injunction from the one the Supreme Court lifted Monday in a similar case brought by California and 22 other states. Talwani is overseeing both cases.

The Supreme Court found that Talwani had acted too hastily in ruling on the executive order but did not weigh in on whether the underlying proposal or the Postal Service regulation is lawful.

While the Postal Service regulation is now blocked, a provision of the executive order requiring the Department of Homeland Security to compile lists of eligible voters and send them to states remains in effect.

Accuser of ex-Penn State coach Jerry Sandusky to recant testimony

An accuser of convicted child molester Jerry Sandusky is expected to recant testimony over a decade after the former Penn State football coach was jailed on child sex abuse charges, according to a report.

Sandusky, now 82, will return to court Sept. 8 for an evidentiary hearing after one of his accusers, who testified in his trial, is prepared to tell the court the retired Nittany Lions defensive coordinator did not abuse him — and that prosecutors swayed his previous testimony, ABC News reported.

The accuser, known as Victim 10, alleges that prosecutors coached him to steer his testimony, asking him to reframe and revisit his allegations, according to a sworn affidavit obtained by the outlet.

Victim 10 added that throughout the pretrial process, prosecutors told him that trauma may have caused him to have a “fragmented” memory.

“Throughout the pretrial process, I was told — both directly and indirectly — that trauma may have fragmented my memory, and that I could safely affirm details I did not fully recall. I was assured this was common and even expected,” the sworn affidavit said, according to ABC News.

Sandusky’s defense team said in a motion seeking a new trial that Victim 10’s now-estranged wife was able to testify that he was not sexually abused by the ex-coach.

The Pennsylvania Attorney General’s Office, however, said that the woman’s opinion on what she thinks may have happened to Victim 10 when he was 10 years old, or any other Sandusky child victim, was “irrelevant and inadmissible,” the outlet reported.

Sandusky was convicted of 45 counts of child sex abuse in 2012 for sexually abusing 10 boys over the span of a decade. In 2019, his 30-to 60-year prison sentence was reaffirmed by a judge.

During his trial in 2012, victims testified that Sandusky subjected them to a spectrum of abuse, from grooming to violent attacks.

The abuse, which took place from 1994 to 2009, involved young men he met with his Second Mile Charity, an organization he founded for at-risk youth that he used to find and groom child victims.

Letters written by the victims described the effect of their abuse as boys and in the years since, detailing their anxiety, difficulty with family and social relationships, and anger about what occurred.

One of them, described as Victim 4 in court records, said he does not forgive Sandusky and spoke of efforts to “attack us as if we had done something wrong.”

Sandusky’s arrest in 2011 — he retired from coaching at Penn State in 1999 — also prompted the firing of Hall of Fame head coach Joe Paterno, who died of lung cancer less than three months later.

Penn State has also paid more than $100 million to people who said they had been abused by Sandusky.

Former Penn State President Graham Spanier was previously convicted of child endangerment for failing to report the former coach’s abuse in 2001.

A federal judge tossed out Spanier’s conviction in 2019, a day before he was set to report to a two-month prison stint.

In 2024, Sandusky maintained his innocence from prison, insisting to the Daily Mail that his accusers were “coached and led” in their testimony and driven by money to lie.

“I never ever in my life ever thought about molesting anybody,” Sandusky told the outlet from Laurel Highlands State Correctional Institution in Pennsylvania.

“I was accused of heinous crimes, which I’ve never committed,” he added. “My wife was my only partner in sex and that was after marriage.”

Independent journalist Nick Shirley turned the tables on a New York Times reporter who repeatedly pushed the Democrat defense of California’s so-called “Stop Nick Shirley Act.”

Independent journalist Nick Shirley, the 24-year-old YouTuber whose viral reporting on empty Somali-run “learing centers” in Minnesota and hospice schemes in California helped blow open a national fraud scandal, was interviewed by NYT reporter Laurel Rosenhall outside the State Capitol after a rally against Assembly Bill 2624.

Rosenhall is The Times’ Sacramento-based California politics correspondent. She showed up with a notepad. Shirley showed up with a camera, a “Califraudia Republic” hoodie, and a simple question the paper of record could not answer: why is California writing a law that protects the people spending public money instead of the people exposing how that money disappears?

Shirley posted the clip Thursday with a caption that said it all:

“Here is the New York Times realizing they are advocating for a law that would effect journalism and fraud from being exposed.”

Rosenhall starts in defense mode. According to her, lawmakers maintain that the bill was already being developed before Shirley traveled to California.

Shirley immediately shot back: “Not true.”

“Because I announced on January 31 that I was coming to California,” Shirley explained. “I had already filmed the videos. The word had already gotten out that I filmed inside these immigration support service providers, and then they created the bill before I published the video.”

Official legislative records show Democrat Assemblywoman Mia Bonta introduced AB 2624 on February 20, approximately three weeks after Shirley says he publicly announced his California investigation. Bonta is married to California Attorney General Rob Bonta.

Rosenhall continued pressing the Democrat talking point, telling Shirley that immigration-service providers claim they had experienced problems “for quite a long time” and were supposedly unaware of his work when they decided the legislation was necessary.

“It’s a lie, quite frankly,” Shirley responded.

Shirley argued that California already has laws against doxxing and threatening people and warned that AB 2624 creates a special protected class for virtually anyone associated with an immigration-service organization.

“There’s no need for this bill,” Shirley said. “They’re making a protected class by specifically saying immigration support service providers.”

The enacted legislation defines “immigration support services” broadly to include legal representation, advocacy, case management, humanitarian relief, referrals, translation, counseling, and healthcare.

Even more troubling, the law’s definition of a protected provider includes a person who “provides, assists in providing, or receives” those services.

The law also defines protected “personal information” to include names, physical descriptions, photographs, video footage, telephone numbers, employment histories, license plate numbers, and financial information.

Rosenhall then claimed that individuals could not simply receive the law’s protections automatically and suggested they would need law-enforcement approval.

But that is not the full story.

Under the enacted text, a restraining order is only one possible form of documentation. An applicant may alternatively submit a certified statement from the immigration-service organization, or from the employee or volunteer claiming to have experienced threats or harassment, along with a sworn statement of fear. Knowingly submitting false information is classified as a misdemeanor.

Shirley warned that the system could be exploited by someone attempting to conceal fraud.

“Imagine a fraudster who knows he’s committing fraud,” Shirley said. “He’s like, ‘Oh, well, now under this bill, if I’m committing fraud, I’m just going to go enroll in this program.’”

The New York Times reporter then pointed to language stating that posting information becomes unlawful when it is done with the specific intent to incite violence or issue a threat.

“If you’re just posting it for information to inform the public, that wouldn’t be a violation, would it?” Rosenhall asked.

Shirley responded by raising the nightmare scenario facing independent journalists: Who ultimately gets to decide what the journalist intended after an unrelated third party responds to a report?

The harassment standard in the bill, he noted, includes “unwelcome visitation” and “unreasonable fear.”

Shirley asked the question the New York Times never asks about Democratlegislation.

“Who’s to say that? … If I expose it and then I expose it to somebody else and then a third party comes in and incites violence or harassment, what does that mean? That means that they could literally hire somebody to go commit the crime and say that third party was because of Nick Shirley, then Nick Shirley is responsible for that crime, and then we’re gonna give Nick Shirley a $4,000 fine.”

He put it on her.

“So you as a journalist, if you go expose a Learing Center — do you know what a Learing Center is?”

She admitted she had watched his videos. He finished the thought.

“If you go expose a Learing Center where there’s no kids at the daycare, they receive $1.9 million, and it just opens up a whole entire fraud ring, and then I expose it, a bunch of other people come in and say someone throws a — I don’t know, say somebody paintballs the building, right? They cause fear for that building, and then you’re responsible for the actions of a third party. But that fraud was real. It completely breaks the trust and the amendment of the freedom of the press by putting other crimes upon another person for reporting the truth.”

Rosenhall goes quiet and has to allegedly stop the interview, according to Shirley.

Independent reporter Jonathan Choe, standing a few feet away, later identified her by name and said he was “shocked she was this clueless.”

Libs of TikTok summed up what millions of viewers saw: Shirley “leaves NY Times reporter SPEECHLESS after she attempts to defend the Stop Nick Shirley Act.” Then the interview ends.

The paper that lectures America about “democracy dying in darkness” could not finish a sidewalk conversation with the kid they spent months smearing as an “influencer.”

Past disciplinary record and previous shooting

Vazquez, an Army veteran, served with the Phoenix Police Department for eight years. Records show Vazquez was involved in a deadly officer-involved shooting in February 2025. Prosecutors later cleared Vazquez of any criminal wrongdoing in that case.

Felix had been with the police department for nine years. Both officers were assigned to patrol duties at the South Mountain Precinct.

Susie Charbel, a veteran Arizona legal expert with decades of experience as a prosecutor, defense attorney and judge, said she’s never seen a case like this one before.

“Everything about the stop, before, during and after, it just does not look good,” Charbel said. “This could go very deep, and it could go very wrong.”

Broad legal implications for pending cases

The arrests have cast a shadow over all previous police work conducted by Vazquez and Felix. The Maricopa County Attorney’s Office is currently searching its databases for active criminal cases where either of the former officers is listed as a material witness.

“I’m sure everybody’s concerned about the cases they’ve been working, and if anybody’s going to come forward and say this has happened to them,” Charbel said.

Because the former officers’ credibility has been severely compromised, prosecutors may have to throw out cases where Vazquez and Felix are the primary witnesses.

“They’re looking to see in their database which cases these two officers have been involved in, either singularly or both of them at the same time,” Charbel said. “They’re probably hoping that there were other officers involved in those cases, because if not, you’re looking at possibly dismissing those cases.”

The motive for the attack remains unknown. Phoenix Police confirmed that the officers did not know the victims prior to the stop.

Vazquez and Felix claimed they initially initiated the stop because they suspected the driver was operating the vehicle while intoxicated.

Police departments for the last (10) years have been under heavy pressure to hire DEI candidates and get them through the academy. Especially when Phoenix has had a major shortage of officers for such a long time. Of course they hired people that were not qualified. They overlooked certain criteria and "grandfathered in" members of certain demographics that normally would have never been considered for the job. With everything going on in NYC right now and sworn officers leaving in droves over the Mamdani nonsense, how about courting some of those folks who would be proud to wear the badge out here, and would do a much better job than what we've seen thus far with Phx P.D.

How about this? They bumped the car (because the cop driving wasn't paying attention). They get out and try to blame the other driver in order to not have to report the accident, and it escalates… How much damage did the cars sustain. What did they go back to the scene to retrieve? Key unreported pieces of this story. Does that make sense? Maybe not- because nothing makes sense so far…

that'll match with scratches on the cruiser )..There's no telling what they did to the female victim…Did they force her into a sexual act prior to releasing her??? The male news reporter says he can't make sense out of this. What he's eluding to, is this was a conspiracy to commit aggravated burglary/battery/kidnapping/robbery of an occupied conveyance. The officers knew there was no camera coverage in that spot. They've been planning this activity together, and this may have been their first attempt. They probably hoped it would have went differently, but I wouldn't be shocked to find out that they were targeting a specific person for the robbery aspect of the crime. This is some old school mafia tactics that took place everyday in and around NYC back in the 70's & 80's, with their partners planted in, or recruited out of precincts known to be dirty. It's hard for cops, these days, to get away with that non-sense because of cameras everywhere.

The missing piece is that these officers were doing a favor for another cop (most likely Lt. or higher) by targeting that vehicle. The chief does not want to control the timeline, he wants to control the narrative to prevent the higher ranking officer from being revealed (he knows more). No reason why they would have taken the woman first and not the male driver. The woman was the target. Most likely a situation where these cops were made to believe they would be rewarded for doing this favor (e.g., recommendation to special units or detectives). The South Mountain and Maryvale precincts are the most corrupt in the entire valley. Reminiscent of the old departmental stains left by the likes of Mitch Kulwin and Karen Albright. And South Mountain hasn’t been solid since Lt. Chris Crockett retired. They think it’s Rampart in L.A.
