Israel targets X users, right-wing media with $2 million ad push

The Israeli government paid a Republican Party-aligned public affairs company $9.9 million to advertise and promote content in American social media and news sites, according to a new disclosure made to the Department of Justice. The firm, Targeted Communications Global, purchased nearly $2 million in ads on the social media platform X, $40,000 in conservative media outlet Breitbart, and $7,500 in the Daily Caller.

Targeted Communications’ work for Israel appears to be among the most lucrative active foreign lobbying contracts in the U.S. Driving it are prominent Republican strategists seeking to book pro-Israel voices on TV programs while overseeing ad campaigns seen by hundreds of millions of people.

As part of its work for Israel, Targeted Communications oversaw a now-dormant ad campaign called “Freedom Not Terror.” Starting in October 2025, the campaign began posting clips on TikTok, Instagram, X, YouTube, and Facebook.

It appears to have found the most success on YouTube, garnering more than 224 million views across all of its videos. One of the videos, titled “Religious Freedom,” claims that Iran “built sleeper cells in the U.S.” The ad, which has over 23 million views, features an interview with former Israeli Ambassador to the U.S. Michael Oren, who says that “young people have been educated to believe that the most sacred thing they can do is stab a Christian in the heart.” The Freedom Not Terror accounts have not been active since December of last year.

Freedom Not Terror’s most viewed post on X, a 90-second video with 1.7 million views, positions Israel as a peace-seeking nation. “America, Israel, and Arab nations agreed on a plan to bring peace to the Middle East. Hamas and radicalized Palestinians want to continue their culture of hate and reign of terror,” says the narrator. (At the time the video was posted, human rights group Euro-Med Human Rights Monitor said the Israeli army was engaged in routine violations of the ceasefire, including daily bombardment, gunfire, and destruction of homes in Gaza.)

Targeted Communications’ deal with the Israeli government is being subcontracted through Havas Media, a French public relations conglomerate. Havas has hired seven subcontractors in the U.S. that have registered to work for Israel under the Foreign Agents Registration Act (FARA) in the past year. Most recently, Havas hired Daniel Rosenberg, the producer of Spike Lee’s “Inside Man,” on a $900,000 contract to produce pro-Israel media content.

A spokesperson for the conservative news site The Daily Caller said their publication was not aware they were doing business with the Israeli government when they sold advertising space to representatives of Targeted Communications last October.

“We had no direct transaction with either the Government of Israel or Havas Media Group. The ad buyer was listed as LAPAM and our rep was unaware of what that entity was,” The Daily Caller communications manager Conor Coutts told Responsible Statecraft. LAPAM is the Hebrew acronym for the Israeli Government Advertising Agency, which produces the ads featured in The Daily Caller, X, Breitbart, and YouTube. The Daily Caller has published a number of articles in recent weeks that are critical of Israel’s new influence campaigns.

Throughout the fall of 2025, Targeted Communications also pitched news content or guests to CNN, Fox News, Newsnation, BBC, the California Post, and other mainstream news outlets, according to communications documented in the filing. The firm facilitated “TV bookings,” “media pitches,” and “PR management” with these news outlets, contacting Fox News the most (48 times), followed by CNN (22), NewsNation (13), and Newsmax (10).

Targeted Communications’ ad payments in conservative media mirror some of the work of former Trump campaign manager Brad Parscale, who is overseeing a $46.5 million contract with the Israeli government. Parscale has funneled $500,000 worth of ads into Salem Media Representatives, a subsidiary of Salem Media, a right-wing media conglomerate. Parscale is also running a mass texting campaign, creating websites to manipulate AI chatbot results, and integrating pro-Israel messaging into conservative media, as Responsible Statecraft previously revealed.

A majority of the foreign agents on the Targeted Communications contract are listed as staff of an affiliate organized, Targeted Victory, a go-to consultancy for Republican candidates. Its current and past clients include Sens. Ted Cruz (R-Texas), Tim Scott (R-S.C.), and Thom Tillis (R-N.C.) as well as Secretary of State Marco Rubio. Both Targeted Communications and Targeted Victory are subsidiaries of Stagwell Group.

Israel‘s Secret Sales Pitch to Provide Surveillance Drones to the UAE

Internal emails and documents reveal how Israel’s Elbit Systems worked to supply the UAE with drones and other weapons.

On May 12, U.S. Ambassador to Israel Mike Huckabee publicly disclosed a significant development in the military relationship between Israel and the United Arab Emirates amid the war in Iran.

“Israel just sent [the UAE] Iron Dome batteries and personnel to help operate them,” Huckabee said at an event in Tel Aviv. Huckabee described the deployment as a fruit of the Abraham Accords, calling the Israeli-Emirati relationship “extraordinary.”

The deployment—as Iranian missiles and drones targeted the region in response to a joint U.S.-Israeli attack—marked the first publicly acknowledged presence of Israeli military personnel and air-defense equipment inside a Gulf monarchy. But the integration of Israeli weapons into the UAE’s defenses did not begin with the Iran war.

An archive drawn from the email account of Vered Haimovich, a former Israeli military officer who became vice president of Elbit Systems’ UAV Systems Business Unit in January 2021, shows how the arms company worked in the aftermath of the Abraham Accords to create a channel for the sale of drones and aerial surveillance equipment to Abu Dhabi.

The email archive includes internal documents from Elbit and its Emirati subsidiary, as well as documents identified as request lists from the UAE military to Elbit in the context of negotiating weapons deals. Drop Site conducted cryptographic verification on the email address signatures and also verified non-public contact information for parties referenced in the documents.

The email archive was published by Distributed Denial of Secrets and released by Handala, an online hacking group presumed to be tied to the Iranian Ministry of Intelligence. The archive consists of personal messages, newsletters, and advertisements from Haimovich’s Gmail account. But it also contains a smaller collection of Elbit correspondence that executives from the company sent to her personal account—along with Elbit documents Haimovich forwarded to her own Gmail account from her Elbit address.

The Elbit emails, dating from late 2021 through early 2023, include a detailed April 2022 proposal from Elbit Systems Emirates subsidiary to provide a suite of Hermes 900 drones with supporting equipment and logistical support to Abu Dhabi. The proposal lays out the terms of a deal that would see the Israeli defense manufacturer provide the UAE two Hermes 900 systems comprising six aircraft, SkEye wide-area surveillance sensors, ground-control equipment, training, and logistical support.

The proposal identifies Elbit Systems Ltd. as the seller and says the package was intended to meet an “Urgent Operational Requirement” of the UAE. The initial package offered six aircraft and supporting systems for $154 million with additional upgrades that would raise its total value to approximately $225 million.

Kariv also addressed remarks by The Democrats Party chairman Yair Golan criticizing the settlement movement, saying Golan’s criticism had been directed at illegal outposts and centers of violence.

MK Gilad Kariv, who placed third in The Democrats Party primaries, said Israel should ultimately divide the land and establish a demilitarized Palestinian state as part of a regional agreement, while accusing Prime Minister Benjamin Netanyahu of building up Hamas; he told 103FM on Wednesday.

Kariv discussed his party’s diplomatic vision, the continuing war, and the issue of Palestinian statehood in an interview with Ron Kofman and Prof. Aryeh Eldad on 103FM’s "Five in the Evening" program. During the interview, he sharply criticized the government’s policy toward Hamas.

“Netanyahu did business with Hamas and built it up,” Kariv said. “It was the Israeli Right that built the Hamas state, as a result of unilateral steps.”

Addressing a possible resolution to the Israeli-Palestinian conflict, Kariv said his party supports separation and the establishment of a demilitarized Palestinian state as part of a broader regional agreement.

“At the end of the diplomatic process, and that will take time, the land will be divided between the two peoples, and alongside the State of Israel there will be a demilitarized Palestinian state within a regional agreement,” he said.

Asked whether it was appropriate to discuss a diplomatic vision while the war was still underway, Kariv said that alongside military action, Israel must also present a clear political objective.

“During a war that has continued for two and a half years, the moment comes when you say, alongside the military measures, what your diplomatic vision is,” he said. “I ultimately want to reach a division of the land in order to ensure the future of the State of Israel as Jewish and democratic, and to end control over millions of Palestinians.”

'I am not ignoring the polls'

During the interview, Kariv was confronted with polls indicating broad support for Hamas among Palestinians in the West Bank, as well as concerns about the security risks that could be created for residents of the Gaza border communities and central Israel.

“I am not ignoring those polls,” Kariv said. “But you are ignoring other polls that also show a change in the trend regarding Hamas’s conduct, and the support that still exists for a diplomatic agreement. I pursue a diplomatic agreement cautiously and wisely with those forces in Palestinian society that are not Hamas, those people with whom every IDF brigade commander conducts security coordination.”

Yair Golan's criticism of Israeli settlers

Kariv also addressed remarks by The Democrats Party chairman Yair Golan criticizing the settlement movement. He said Golan’s criticism had been directed at illegal outposts and centers of violence.

“The remarks made by Yair Golan rightly focused on illegal outposts, with an emphasis on those outposts from which organized violence against Palestinians emerges,” Kariv said.

Kariv concluded by discussing the party’s primary results and the high voter turnout.

“We have held digital votes in the past, but we have never had a situation in which 100,000 Israelis voted, and that is a major celebration,” he said.

As of Oct. 25, 2019, Trademarkia listed the company as “dead/cancelled,” but in 2014, Viridis president Juarez sent a letter from the 1241 High Street address to Kristina Duong of California Waste Solutions. “Viridis Fuels is pleased to acknowledge our proposed support of California Waste Solutions’ expansion and operations. We appreciate the opportunity to work with your team as your reputation is exemplary,” Juarez writes, going on to describe a partnership that will include use of a six-acre parcel in the North Gateway Area of the former Army Base. California’s involvement in Viridis grew from that $3.4 million grant pushed by Rob Bonta to $38 million in bond financing.

After a 2018 Alcoholic Beverage Control raid, Music Cafe lost its liquor license. Two women who allegedly sold drugs and agreed to provide sex to undercover agents were prosecuted by the Alameda district attorney’s office. In a 208-page file, four undercover agents describe making multiple late-night visits to the cafe in 2018, where they were able to obtain ketamine and ecstasy from the workers. Approximately 20 female “companions” were brought into their karaoke room for them to pick from, where agents said they paid $100 each for the women to join them. During the raid, cash and narcotics were also confiscated. Another alleged straw donor, Music Cafe manager Charlie Ngo, was one of three people arrested in 2018. An employee originally facing 11 counts including felony human trafficking, sale and possession of narcotics, and pimping and pandering, pleaded no contest to conspiracy to commit a crime.

In May 2024, Juarez sent Rob Bonta an ominous letter warning that Andy Duong possessed damning surveillance video footage of him. “I hold you in high regard for your commitment to justice and integrity, which is why I feel compelled to bring this issue to your attention,” Juarez writes. “It is also important that you know that Andy Duong in particular has a recording of you in a compromising situation and that he routinely engages in entertaining elected and other officials to extract recordings without their knowledge for later use in blackmail circumstances.” Juarez said release of the recordings could cause “public embarrassment at the least” or expose “illicit activities, including the use of drugs.”

In his East Bay Insiders newsletter, Steve Tavares says East Bay political circles “have long traded rumors about Andy Duong allegedly capturing public officials in embarrassing situations.” Tavares also notes that Juarez dropped broader allegations in the letter, accusing the Duong family of “money laundering, illegal political donations, falsification of contracts, and exploitation of straw donors,” and even “facilitating prostitution for elected officials, including minors.”

Juarez also told Bonta he feared for his life. “I do feel at this point that I am subject to possible murder attempts as this was told to me by Andy Duong,” he wrote. The May 9 letter to Bonta was sent exactly one month before Juarez exchanged gunfire with assailants in front of his home.

In November 2025, Bonta acknowledged $468,000 from his 2026 reelection campaign went to the law firm Wilson, Sonsini, Goodrich & Rosati — the most money ever spent on legal help by any candidate running for statewide office in California. Dan Newman, Bonta’s senior adviser, confirmed to KCRA 3 reporter Ashley Zavala that the payments were for legal advice in the East Bay bribery investigation that involves Oakland’s ex-mayor Sheng Thao and the Duong family.

Not only are the Bontas linked to Andy Duong and Mario Juarez, but they’re also associated with a failed fuel company run by Juarez and a karaoke bar that was busted for human trafficking and narcotics sales where Duong allegedly laundered campaign funds and “entertained” politicos. Juarez sent a letter to Rob Bonta intimating that Duong had a “compromising video” of him, though Bonta denies the video exists. Five months after the letter, Bonta acknowledged spending half a million dollars for “legal advice” tied to the Duong and Thao investigation.

While the Oakland scandal is salacious, it’s far from the first time the Bontas have drawn criticism for what I call “quiet corruption” — the more mundane but equally bad variety. In 2023, Mia Bonta agreed to chair a budget subcommittee overseeing the California Department of Justice, which is led by her husband.

The Los Angeles Daily News also reported that, as an assemblyman, Rob Bonta made use of the power to “behest” contributions from companies with business before the state. After Mia Bonta founded a nonprofit called Literacy Lab in 2014, her husband helped her fund it by “encouraging” Pacific Gas & Electric to donate $3,500 in 2015 and another $6,500 in 2016. CalMatters also reported that Rob Bonta created the Bonta California Progress Foundation in 2017, “behested” $75,000 from “interest groups that lobby him at the Capitol,” and in 2018 donated $25,000 to his wife’s nonprofit. Literacy Lab’s IRS tax return for 2018 shows that Mia Bonta’s compensation that year was $142,866.

Between 2013 and 2020, then-Assemblyman Rob Bonta “behested” more than $5.8 million from unions, banks, health care companies, tech giants, and others for various causes near and dear to his family’s heart.
