Report: US Immigration Agency Short $2B for the Year

The main U.S. immigration agency has told Congress it has a funding shortfall of $2 billion for this fiscal year, Axios reported on Friday citing unnamed sources.

Congress will send the U.S. Immigration and Customs Enforcement (ICE) an extra $500 million as part of the stop-gap spending bill, although that will not cover the funding it needs to continue work till end of September, the report said, citing two sources familiar with the communications.

The funding shortfall comes as ICE has stepped arrests since U.S. President Donald Trump took office in January. He has vowed to deport record numbers of people who migrated to the U.S. illegally.

ICE detention facilities are filled to capacity at 47,600 detainees and the agency has been expanding its bed count - the number of beds available for detainees - with support from the U.S. Defense Department, the U.S. Marshals Service and the Bureau of Prisons.

The agency has an annual budget of approximately $8 billion, according to its website. The Republican-controlled U.S. House of Representatives on Tuesday passed a stop-gap bill to keep federal agencies funded.

The bill would extend government funding until the end of the fiscal year on September 30. Increases in defense, veterans' care and border security would be offset by cuts to some domestic programs.

ICE was working with U.S. lawmakers to secure more detention funding, an official from the agency told reporters on Wednesday.

The White House and the U.S. Immigration and Customs Enforcement did not immediately respond to Reuters' requests for comment.

Trump's immigration plans, including hiring hundreds of people, more than doubling ICE detention space to 100,000 beds and adding many more planes for deportation flights, would rack up costs even more.

James Spann @spann - DANGEROUS SEVERE THUNDERSTORM/TORNADO OUTBREAK AHEAD: Most of Alabama will be dry, mild, and breezy today, but a dangerous outbreak of severe thunderstorms and tornadoes is expected across a large area beginning late tonight. Alabamians will need to pay very close attention to the weather tonight through tomorrow night as a dynamic storm system will bring two rounds of severe thunderstorms.

ROUND ONE

*The broad window for the first round of severe thunderstorms will come from around 11:00 tonight through 8:00 a.m. tomorrow.

*SPC has defined an "enhanced risk" (level 3/5) for much of West Alabama for this event, with a "slight risk" (level 2/5) as far east and south as Scottsboro, Prattville, and Jackson.

*Highest risk of severe storms with "round one" will be over the western half of the state, mainly along and west of I-65. The severe threat is much lower over the eastern counties, where the air will be more stable.

*Where storms develop, they will be capable of producing hail and damaging winds. A few tornadoes are possible as well, mainly over West Alabama.

ROUND TWO

*This is the "main event"; the window is from 12 noon tomorrow through 3:00 a.m. Sunday.

*A "moderate risk" (level 4/5) covers most all of Alabama in the "Day 2" outlook issued by SPC.

*Storms will be capable of producing large hail, damaging winds, and tornadoes. A few violent, long track tornadoes are possible.

KEY MESSAGES

*We don't use strong wording often, but in this case it is needed. The threat is real, and the event poses a dangerous situation for all of Alabama and most of the southern U.S. The goal is no loss of life, and no serious injuries; we all have a big role to play.

*It is critical that you hear warnings. An outdoor siren is never, ever a primary way of hearing warnings. The "siren mentality" has killed more people than anything else during tornado events in Alabama. The baseline for every home and business is a NOAA Weather Radio; unfortunately many retailers have sold out of them due to the high demand this week. On your phone, be sure emergency alerts are enabled in notification settings… this is the tone you hear for tornado warnings and amber alerts. Have the free ABC 33/40 weather app installed. Turn the sleep/do not disturb modes OFF for the weekend so you will receive notifications at night.

*In your safe place, have helmets for everyone, including adults. Most serious injuries in tornadoes involve blunt force trauma above the shoulders. Wearing hard shoes is also a good idea. Have a portable air horn for everyone; they can alert first responders to your location if you are injured.

*If you live in a mobile home, know the location of the nearest shelter, or business open 24/7 that can serve as a shelter. Have transportation arranged so you can get there quickly. You cannot stay in a mobile home if you are in a tornado warning polygon.

*A car is a death trap during a tornado. If you are driving and get a tornado warning notification, pull off as quickly as possible and go into a gas station, fast food restaurant, or any other business that can serve as a shelter.

*You can be a hero. If you are reading this, you pay attention to weather. Let friends and family members today know this is a dangerous threat. During the event, if you have a friend or loved one in a tornado warning polygon, call or text them to let them know of the immediate danger. You can play a huge role in saving lives.

James Spann @spann - SATURDAY: Attached to this post is the Significant Tornado Parameter valid Saturday evening at 7p CT (3km NAM). The STP is a composite index that shows areas were tornado formation is likely. Values are extremely elevated over much of Alabama at that hour (max 15.5)

Parameters continued to favor the potential for a few violent, long track tornadoes across Alabama Saturday afternoon and Saturday night. The window for severe storms with this second round is from roughly noon Saturday until 3a CT Sunday. We might be able to narrow that window down a bit on future updates. 

The first round will come from roughly 10p CT tomorrow until 8a CT Saturday. A few tornadoes are possible at that time as well. But the main event will come later in the day into Saturday night. 

KEY MESSAGES

-Our goal for any severe weather event in Alabama is no loss of life, and no serious injuries. It takes us all working together to make that happen. Everyone must have a reliable way of hearing warnings. Never, ever an outdoor siren. Never. A NOAA Weather Radio should be in every Alabama home and business. We are not setting conditions that complicate the process—Russia is. As we have always said, the only one stalling, the only one being unconstructive, is Russia. They need this war. Putin has stolen years of peace and continues this war day after day.

Now is the time to increase pressure on him. Sanctions must be applied—ones that will work. We will continue working with our American and European partners and with everyone in the world who wants peace—to force Russia to end this war.

Flint, Michigan Water Contamination

The House Oversight and Governmental Reform Committee held its second hearing on the contaminated drinking water in Flint, Michigan. Susan Hedman, former Environmental Protection Agency (EPA) regional director, told committee members the lead contamination should have never happened, and that the EPA had nothing to do with the corrosive water. Committee Chair Jason Chaffetz (R-UT) argued that the EPA had the opportunity to make the appropriate response but did not. Flint's former mayor and the city's former emergency manager testified that they were not aware of lead in the water until January 2015. Ms. Hedman confirmed that corrosion control systems to reduce the lead were not put in place until December 9, 2015.

The president also talked about the impact of the coronavirus pandemic on the U.S. economy and said the outbreak could last until July or August.

Ukrainian President Zelensky Addresses Congress

In a virtual address to Congress, Ukrainian President Volodymyr Zelensky pleaded for the U.S. to support a no-fly zone over his country. President Zelensky also asked the U.S. to provide fighter jets, anti-aircraft weapons, and other military aid to help Ukraine defend itself against the Russian invasion. He played a graphic video of civilians killed and injured by Russian bombs and artillery barrages during his remarks. U.S. lawmakers gave him a standing ovation at the end of his address.
