In its hunt for weapons, Ukraine has rolled back anticorruption rules and turned to people once seen as relics of an anything-goes era.

In the early weeks of the war in Ukraine, with the invading Russian Army bearing down on Kyiv, the Ukrainian government needed weapons, and quickly. So its Ministry of Defense made a desperate and unlikely phone call.

On the other end of the line was Serhiy Pashinsky, a chain-smoking former lawmaker who had overseen military spending for years. He had spent much of that under investigation on suspicion of corruption or denying accusations of self-dealing. Now, he was living in virtual political exile at his country estate, sidelined by President Volodymyr Zelensky and his promise to root out corruption.

“Go out on the streets and ask whether Pashinsky is a criminal,” Mr. Zelensky said on national television in 2019. “I guarantee you that out of 100 people, 100 will say that he is a criminal.”

But Mr. Pashinsky had ties to the arms business and, perhaps as important, he knew how to operate in a scrum, undaunted by red tape. In government, that had made him the source of scandal. During wartime, it made him invaluable.

He answered the call.

Eighteen months later, a New York Times investigation found, a company tied to Mr. Pashinsky has become the biggest private arms supplier in Ukraine. It buys and sells grenades, artillery shells and rockets through a trans-European network of middlemen. The company, Ukrainian Armored Technology, reported its best year ever last year, with sales totaling more than $350 million, up from $2.8 million the year before the war.

And Mr. Pashinsky is once again under investigation, with the Ukrainian authorities scrutinizing Ukrainian Armored Technology’s pricing and his financial relationships with procurement officials and companies abroad, said two officials familiar with the matter.

This month, investigators with the intelligence service searched the offices of a state-owned company, looking for evidence against Ukrainian Armored Technology, according to government officials with knowledge of the search. Most of those who spoke about the investigation did so on the condition of anonymity because they were not authorized to discuss the ongoing inquiry.

Mr. Pashinsky and the arms network he built highlight a little-discussed aspect of Ukraine’s war strategy. In the name of rushing weapons to the front line, leaders have resurrected figures from Ukraine’s rough-and-tumble past and undone, at least temporarily, years of anticorruption policies. Government officials stopped blacklisting suppliers who had ripped off the military, and they abandoned many public-disclosure rules intended to reveal self-dealing.

Mr. Zelensky’s administration did all of this while promising to continue fighting corruption. That has led to awkward contradictions — like the administration turning for help to someone it had labeled a criminal, gratefully buying weapons and simultaneously investigating him.

In the immediate term, the gamble is paying off. Ukraine held off Russian troops long enough for international aid to arrive. And Ukrainian Armored Technology has tens of millions of dollars in ongoing contracts to support the war effort. The long-term risk is that these temporary changes become entrenched, and that Mr. Pashinsky and others who had been sidelined will emerge from the war with more money and influence than ever.

Ukrainian leaders understand this risk. “We are not very idealistic in this regard,” the deputy defense minister, Volodymyr Havrylov, said in an interview. When the war broke out, he said, “we wanted huge amounts, immediately.”

A Times investigation across Europe shows how that happened, and how Ukraine’s policies, born out of desperation, drove up prices and added layer upon layer of profit-making.

Mr. Pashinsky’s network, for example, buys weapons and then sells them, then buys them again and sells them once more, according to classified contracts and government documents obtained by The Times, along with interviews of more than two dozen current and former government officials and arms-industry figures.

With each transaction, prices rise — as do the profits of Mr. Pashinsky’s associates — until the final buyer, Ukraine’s military, pays the most. Using multiple brokers in this way may be legal, but it is a time-tested way to inflate profits, and something the Pentagon avoids.

Much of the money that fuels this system comes from European aid, according to an official with knowledge of Ukraine’s wartime funding. But European and American officials are loath to discuss Mr. Pashinsky, for fear of playing into Russia’s narrative that Ukraine’s government is hopelessly corrupt and must be replaced.

Privately, though, they say the re-emergence of figures like Mr. Pashinsky is one reason the American and British governments are buying ammunition for Ukraine rather than simply handing over money.

Uber announced a new feature Wednesday that pairs women drivers and riders, in its latest move to address safety on the ride-hailing platform.

The new tool, which the platform will begin piloting next month in the U.S., allows women passengers to match with women drivers when booking or pre-booking rides, and create a preference in their app settings. Women drivers can also choose to drive women.

“It’s about giving women more choice, more control, and more comfort when they ride and drive,” Camiel Irving, Uber’s vice president of U.S. and Canada operations, said in a release.

The company said the rider’s preference isn’t guaranteed but the feature increases the chances women will be paired in the app.

Uber will pilot the program in Los Angeles, San Francisco and Detroit. The company also said it tested the feature in countries such as France, Germany and Argentina.

This isn’t Uber’s first foray into gender preferences on its platform.

In 2019, Uber rolled out a women rider preference feature for female drivers in Saudi Arabia after women won the right to drive in 2018. That offering later expanded to about 40 countries. A survey from the company in 2015 found that about a fifth of its U.S. drivers were women.

Over the years, ride-hailing companies such as Uber and Lyft have faced safety concerns and questions over the roles these platforms have played in various sexual assault and harassment incidents.

Uber has rolled out several features in recent years to improve safety on the platform, including teen accounts and rider and pin verification.

Competitor Lyft launched an option in late 2023 that pairs women and nonbinary drivers and riders.

HHS Adopts ACIP Recommendation to Remove Thimerosal from All U.S. Influenza Vaccines

WASHINGTON, DC—JULY 23, 2025—U.S. Health and Human Services Secretary Robert F. Kennedy, Jr. took action Tuesday signing the Centers for Disease Control and Prevention’s Advisory Committee on Immunization Practices (ACIP) recommendations to remove the mercury-based preservative thimerosal from all influenza vaccines distributed in the United States.

This move follows a 5-1-1 vote at the ACIP’s June 25-26 meeting at CDC headquarters in Atlanta, where committee members voted that all children 18 years and younger, pregnant women, and adults receive only single-dose influenza vaccines free of mercury. Secretary Kennedy’s signature formally adopts the recommendation into federal health policy, fulfilling a commitment to restore trust with Americans by removing risk while sustaining access to vaccines.

Vaccine manufacturers have confirmed they have the capacity to replace multi-dose vials containing mercury, ensuring the Vaccines for Children (VFC) program and adult vaccine supplies will remain uninterrupted.

The ACIP, composed of leading medical and public health experts, advises the CDC on vaccine safety, efficacy, and clinical necessity. This historic decision marks a critical step toward enhancing public confidence in vaccines and advancing the nation’s commitment to safer immunization practices.

Trump administration opens investigation into Harvard’s visa program eligibility

The US State Department is opening an investigation into Harvard University’s “continued eligibility as a sponsor for the Exchange Visitor Program,” Secretary of State Marco Rubio announced on Wednesday, marking the Trump administration’s latest escalation against the Ivy League institution.

It was announced amid ongoing legal challenges against the government’s attempts to block the university’s ability to host international students.

“The investigation will ensure that State Department programs do not run contrary to our nation’s interests,” the top US diplomat said in a statement without offering further details about the investigation.

The Trump administration first revoked Harvard’s Student and Exchange Visitor Program status in May but the decision was blocked by federal judge Allison Burroughs.

“All sponsors participating in this program are required to fully comply with exchange visitor regulations, transparency in reporting, and a demonstrated commitment to fostering the principles of cultural exchange and mutual understanding upon which the program was founded,” Rubio said in Wednesday’s statement.

The administration has previously cited antisemitism on campus as a reason for putting the school’s international student program in jeopardy, along with the claim that Harvard did not provide the government with required information about its international students.

“To maintain their privilege to sponsor exchange visitors, sponsors must comply with all regulations, including conducting their programs in a manner that does not undermine the foreign policy objectives or compromise the national security interests of the United States,” he added.

“The American people have the right to expect their universities to uphold national security, comply with the law, and provide safe environments for all students,” Rubio said.

The State Department investigation specifically targets people at Harvard under J-1 visas, which the university says is “to bring foreign nationals as professors, researchers, specialists and students to the University.” It is separate from the F-1 visa program that is strictly for students and is largely administered by the Department of Homeland Security.

“This investigation is yet another retaliatory step taken by the Administration in violation of Harvard’s First Amendment rights,” said Harvard spokesperson Jason Newton in a statement Wednesday.

“Harvard continues to enroll and sponsor international scholars, researchers, and students, and will protect its international community and support them as they apply for U.S. visas and travel to campus this fall,” the statement continued. “The University is committed to continuing to comply with the applicable Exchange Visitor Program regulations.”

The State Department has also increased its scrutiny of student and exchange visa applicants, who are now asked to set their social media profiles to public for enhanced vetting. In a cable sent to embassies and consulates last month, officials were told they should screen such visa applicants for “hostile attitudes towards our citizens, culture, government, institutions, or founding principles.”

CNN has reached out to Harvard University for a response to the announcement. In previous court filings, Harvard attorneys have said that they have provided the State Department with all student information required by law and have made efforts to deal with antisemitic activity.

The statement comes two days after Harvard and a government attorney squared off in federal court on a separate lawsuit, with the university saying the Trump administration violated legal procedures in freezing more than $2 million in federal grants.

Judge Burroughs, who is also presiding over the funding case, has not said when she will make a ruling.

The January 2017 Intelligence Community Assessment regarding imagined Russian interference in the 2016 presidential election set the stage for years of Russian-collusion smears, two congressional impeachments, multiple arrests, and a costly years-long investigation. It also helped further sour the relationship between the world’s top two nuclear powers.

Director of National Intelligence Tulsi Gabbard published on Wednesday an eye-opening House Intelligence Committee majority staff report, which confirms the ICA was a work of fiction drawn up by the Obama administration with the aim of kneecapping the democratically elected Republican president — a fiction that Democrats like Sen. Adam Schiff (Calif.) and their friends in the liberal media were more than happy to treat as gospel truth.

Gabbard told reporters during Wednesday’s White House press briefing that she has referred the documents to the Department of Justice and FBI so that they can “investigate the criminal implications.”

Gabbard noted that the newly declassified report “exposes how the Obama Administration manufactured the January 2017 Intelligence Community Assessment that they knew was false, promoting the LIE that Vladimir Putin and the Russian government helped President Trump win the 2016 election.”

“In doing so, they conspired to subvert the will of the American people, working with their partners in the media to promote the lie, in order to undermine the legitimacy of President Trump, essentially enacting a years-long coup against him,” the director added.

Gabbard certainly did not oversell the damning nature of the report and its findings.

After comparing the ICA analytic tradecraft against well-established intelligence community standards, spending over 2,300 hours reviewing the ICA and its source reports, and conducting numerous interviews, congressional investigators concluded that the Obama administration’s assessment:

Misrepresented reports that vociferous Trump critic and then-CIA Director John Brennan had ordered the publication of “as reliable, without mentioning their significant underlying flaws”;

“Ignored or selectively quoted reliable intelligence reports that challenged — and in some cases undermined — judgments that Putin sought to elect Trump”;

Violated analytic standards when citing British ex-spy Christopher Steele’s dossier — a political opposition research report paid for in part by the Clinton campaign that Brennan included in the ICA despite high-level credibility concerns and internal opposition;

Propped the narrative that Russian President Vladimir Putin “aspired” to help Trump win on “one scant, unclear, and unverifiable fragment of a sentence” from a “substandard report” that CIA officers initially omitted but were ordered by Brennan to include despite protest;

Failed to consider alternative explanations of Putin’s intentions indicated by intelligence that was actually reliable;

Was written by five CIA analysts handpicked by Brennan; and

Was rushed out by Brennan “in order to publish two weeks before President-elect Trump was sworn in.”

Trump floats elimination of capital gains tax on home sales

In comments to the press on Tuesday, President Donald Trump suggested he is considering eliminating capital gains taxes on the sale of homes.

“We are thinking about … no tax on capital gains on houses,” Trump said.

Soon afterwards, Rep. Marjorie Taylor Greene of Georgia posted her thanks to him on X for what she interpreted to be his support for a bill she introduced this month, calling for the elimination of the capital gains tax when someone sells their primary residence.

Will anything come of it? Who knows.

Especially since Trump just signed into law a mega tax-and-spending cuts bill that the Congressional Budget Office estimates will increase deficits on net by $3.4 trillion over a decade while at the same time knocking 10 million more people off health insurance.

But should it become an idea that Congress pursues seriously, it’s worth reviewing just how the capital gains tax on home sales works currently and who might benefit most if it were killed.

The basics

If you sell a primary residence on which you realize a big capital gain — meaning you sell it for more than you bought it even after accounting for closing fees and qualified home improvement costs along the way — you may owe a capital gains tax on at least some of that gain.

Or not. It depends.

If you sell your house within a year of buying it, any capital gains will be considered short-term and you will have to pay ordinary income tax on all your gains.

But if you have lived in it as your primary residence for at least 24 months (consecutively or not) in the previous five years before you sell it, you may be allowed to exempt from the capital gains tax the first $250,000 of your gains if you’re single or $500,000 if you’re married filing jointly

Any gains above those thresholds are subject to the long-term capital gains tax. But just how much you’ll pay is based on your income, broken out below.

You also may get a break on the capital gains tax if you don’t meet the eligibility tests but had to sell your home “due to a change in employment, health, or unforeseen circumstances,” according to the IRS.

(Note, too, that the capital gains tax rules work somewhat differently when you sell a second home or rental property.)

Tax rates home sellers with big gains face

In 2025, filers will owe 0% in capital gains tax for gains above the exemption threshold if their taxable income is below $48,350 (or $96,700 if married filing jointly), according to the IRS.

They will owe 15% if their income is between $48,450 and $533,400 (or between $96,700 and $600,050 for joint filers).

And any filer with income above those levels will pay a 20% capital gains rate.

In all instances, however, the long-term capital gains tax rate is often below the top ordinary income tax rate a filer faces.

Who is hit by a capital gains tax

Since the $250,000 and $500,000 capital gains exemption thresholds have not adjusted for inflation since they were set in 1997, a growing number of homeowners, especially long-time ones, may realize taxable gains even if they don’t live in the highest-priced areas by today’s standards.

Generally speaking, three categories of home sellers are the ones most likely to have to pay the capital gains tax if they make out well selling their home: 1) Anyone living in an area where homes have appreciated greatly in recent years, especially in neighborhoods where home prices are typically well above the national average; 2) anyone who has lived in their home for decades during which time nominal home prices have shot up; or 3) anyone with high income and sufficient wealth to buy a very expensive home wherever they live.

A recent study by the National Association of Realtors, which has advocated for doubling the exemption caps and adjusting them as if they’d been indexed to inflation since 1997, estimates that 29 million homeowners — about one-third — may already have enough equity in their home to exceed the $250,000 cap, while 8 million — or about one-tenth — may have enough to top the $500,000 threshold.

Looking ahead, it forecasts that by 2035, close to 70% of homeowners might have gains exceeding $250,000 and 38% of them will have more than $500,000.

“In states with exceptionally high-priced markets, such as California, Massachusetts and Colorado, the trend is even more pronounced,” the report said.

Broadly speaking, NAR contends, the current caps may be disincentivizing homeowners to sell. “Over the past 28 years, home price inflation has eroded the value of these exemptions, especially for older homeowners who have lived in their home for 20 years or more. At a time when many of these homeowners are considering downsizing or moving to a retirement facility, more and more are facing gains well in excess of the exclusions, which can leave them owing many thousands of dollars in taxes and reduce their ability to afford a new home.”

In another analysis, the Yale Budget Lab, using the Federal Reserve’s 2022 Survey of Consumer Finances, noted that the minority of homeowners who might currently benefit if the capital gains tax were eliminated are largely wealthier, higher-income, and older on average.

“In 2022, homeowners with gains above the exemption had an average net worth of $5.7 million. For homeowners below the exemption, this number was just over $1 million,” the researchers wrote.

WASHINGTON — House Democrats will hear from former CIA Director John Brennan about the situation in Iran, inviting him to speak next week amid heightened concerns over the Trump administration’s sudden moves in the region.

Brennan, an outspoken critic of President Donald Trump, is scheduled to talk to House Democrats at a private weekly caucus meeting Tuesday, according to a Democratic aide and another person familiar with the private meeting. Both were granted anonymity to discuss the meeting.

The invitation to Brennan and Wendy Sherman, a former State Department official and top negotiator of the Iran nuclear deal, offers counterprogramming to the Trump administration’s closed-door briefing for lawmakers also planned for Tuesday on Capitol Hill. Democratic lawmakers are likely to attend both sessions.

House Democrats will reportedly receive a briefing on Tuesday from former CIA Director John Brennan on Iran as tensions between the Middle Eastern country and the U.S. escalate.

Brennan, who has been critical of President Trump, will speak to Democrats during a private caucus meeting, the Associated Press reported Sunday, citing a Democratic aide and another source familiar with the matter.

Wendy Sherman, who previously worked for the State Department and helped negotiate the Iran nuclear deal, was also invited to speak, according to the AP. Members of Congress will also attend a closed-door Trump administration briefing on Tuesday.

There has been hostility between the U.S. and Iran since President Trump last year pulled the U.S. out of the nuclear deal, which lifted some sanctions on Iran in exchange for limits on its nuclear program. In recent weeks, these tensions have ramped up.

Last week, Trump denied a report that his team was getting ready to deploy 120,000 troops to the Middle East but said he would send more if it were necessary. He also said he did not want war with Iran.

The president was also frustrated with advisers such as national security adviser Bolton and Secretary of State Mike Pompeo over their hardline stances on Iran and wanted to speak leaders in Tehran himself, according to The Washington Post. Meanwhile, an Iranian military official said last week that the U.S. was “holding a gun” at Tehran while calling for talks.

The State Department last Wednesday moved to evacuate non-emergency personnel from the neighboring country of Iraq.

Human trafficking in Iran

Human trafficking in Iran is the phenomenon of human trafficking in Iran for the purposes of sexual exploitation or involuntary servitude.

In 2008 the Iranian government prohibited all forms of trafficking in persons through its 2004 Law on Combating Human Trafficking, which prescribes severe penalties, often including death sentences for convicted traffickers.[1]

According to the U. S., the Government of Iran did not comply with the minimum standards for the elimination of trafficking and did not make significant efforts to do so. Lack of access to Iran by U.S. Government officials prohibited the collection of full data on the country's human trafficking problem and the government's efforts to curb it. Iran did not provided evidence of law enforcement activities against trafficking to the US government.[1][2]

In 2023, the Organised Crime Index gave the country a score of 8 out of 10 for human trafficking, noting that the country was a main traffic route for women being moved from Asia to Europe.[3]

As of mid-2024, Iran has not ratified the 2000 UN TIP Protocol.[4]

The U.S. State Department's Office to Monitor and Combat Trafficking in Persons placed the country in "Tier 3" in 2017.[5] According to the report, "Iranian girls aged 13 to 17 are targets of human trafficking gangs that are forcibly transmitted for sale and sexual services outside of Iran."[6] The report also mentioned the trafficking of human beings to Iranian girls who had houses in Kurdistan, Iraq, especially in Sulaimaniyah, for sex trade, and some had been taken there by smugglers.[7]

The report also noted that Iranian authorities and the Revolutionary Guards forced Afghan refugees to fight in Syria and Iraq, and that Iran had become the source and destination of men, women, and children exposed to trafficking in women and forced labor over the past five years.[8]

The 2023 U.S State Department report noted that Iran was one of eleven countries which were seen as having a documented government policy or pattern of human trafficking.[9]

According to a report from the National Security Police of the Tehran Grand Command, as well as reports from the Center of Women's Affairs and the Committee of the Organization for the Defense of Victims of Violence in 2003, the smuggling of border women and girls to the Persian Gulf Arab states, Pakistan, Afghanistan, and Europe has expanded. Smugglers transmitted their victims from Afghanistan, Pakistan, and the Philippines to Iran and then sent them to Europe. In 2003, the number of gangs detected and defused in the West Azerbaijan Province reached to 200.

In this regard, Ali Sadeghi, the head of the Immigration Police and the Iranian government's police law enforcement passport, admitted in February 2013 that Iranian girls were being trafficked to the Arab states of the southern margin of the Persian Gulf. At the same time, Ismail Ahmadi Moghaddam, commander of the country's police forces, said that the main destination is human trafficking from Iran, European countries, Australia and Canada. On the other hand, every year in Iran, the situation of children is worse and the age of prostitution is lower.[10]

The Daily Mail reported Wednesday on a plot by a group of military officers and civilian Pentagon staff to force Secretary of Defense Pete Hegseth out of office through a public pressure campaign based on a letter signed by Pentagon insiders.

Citing the usual deep state concerns about Hegseth’s leadership, priorities and performance, three of the coup plotters spoke on background to the Daily Mail about the scheme (excerpt from long detailed article):

Attendees jointly decided to give themselves a few months to agree on the wording of a joint letter that they would either send to the news media, run as an ad in a major newspaper or launch online via social media or a newly created web site.

They set a deadline for mid-July — this week — to finalize the letter so it could be made public by next Friday, the 25th, which marks Hegseth’s half-year in office.

The letter is written but, as the planned launch date nears,organizers are undecided about whether it should be signed only by the few people willing to jeopardize their careers, or if there’s a way to organize broader engagement throughout the military by protecting signers’ identities.

The group is in discussion with a public relations advisor, tech consultant and community organizers in hopes of finding a way to broadcast their complaints far and wide throughout the U.S. while limiting the risk of retaliation.

not saying these people shouldn't be shot down and not saying some of the questions ARE basic, but our law is massive. who can reasonably remember it all. law school doesn't really even teach all of it, just the basic parts. it's more about learning how it works, how to draft shit and navigate the process. the #1 skill is researching, not knowing all the facts, tests, circumstances off-the-cuff.

gotcha questions are bullshit. most lawyers/judges are very specialized. even the good ones still need to gather pieces, research, and then come back with an analysis.
