EMPLOYMENT AGREEMENT BETWEEN THE CITY OF CAMBRIDGE AND YI-AN HUANG

THIS EMPLOYMENT AGREEMENT (hereinafter “this Agreement”), pursuant to Chapter 41, Section 108N of the Massachusetts General Laws, is made by and between the CITY OF CAMBRIDGE (hereinafter “the City”), acting by and through its City Council, with a principal place of business at 795 Massachusetts Ave., Cambridge, Massachusetts 02139, and YI-AN HUANG (hereinafter “Mr. Huang” or the “City Manager”).

WHEREAS, the City wishes to employ Mr. Huang as the City Manager effective September 6, 2022;

NOW THEREFORE, in consideration of the mutual promises contained in this Agreement and other good and valuable consideration, the receipt and sufficiency of which is hereby acknowledged, the parties agree as follows:

SECTION 1 – EMPLOYMENT OF MR. HUANG

1.1 The City, pursuant to applicable provisions of the Massachusetts General Laws, Chapter 41, Section 108N, and the City Charter, hereby employs Mr. Huang as the City Manager for the City effective September 6, 2022 and Mr. Huang hereby accepts such employment under the terms and conditions of this Agreement and the City Charter.

1.2 Mr. Huang shall devote his full working time to his duties as the City Manager and shall not engage in any business activity during the terms of this Agreement except with the advance written consent of the City Council.

SECTION 2 – SERVICES

2.1 Mr. Huang will exercise the full authority and perform all the functions, duties and responsibilities of the City Manager as specified in Massachusetts General Laws Chapter 43, Sections 93 through 108 inclusive, and shall perform other legally permissible and proper duties and functions as the City Council may from time to time assign to him. The City acknowledges Mr. Huang as the Chief Executive of the City government.

2.2 The City Council may, from time to time and in consultation with Mr. Huang, establish policies, subject to the City Charter, and the City Manager shall carry out those legislative policies in accordance with the City Charter. The failure by the City Council to establish any specific policies shall in no way and to no extent relieve Mr. Huang from any of his obligations pursuant to Section 2.1, above.

2.3 The City Council and/or a subcommittee of the City Council shall review and evaluate the performance of the City Manager at one or more meetings each contract year. Said review and evaluation shall be done in open session in accordance with Massachusetts General Laws Chapter 30A, Sections 18-25 (the “Open Meeting Law”). The parties shall agree on the structure and timing of such performance evaluations within ninety (90) days of Mr. Huang’s start date.

SECTION 3 – TERM

3.1 Nothing in this Agreement shall prevent, limit, or otherwise interfere with the right of the City Council to terminate the services of Mr. Huang and this Agreement at any time subject to the provisions of Section 5 of this Agreement.

3.2 Subject to the provisions of this Agreement, Mr. Huang shall be employed as the City Manager for the City commencing September 6, 2022 and ending on September 5, 2025.

3.3 Mr. Huang shall undertake his duties promptly upon the commencement of this Agreement and shall diligently and faithfully perform those duties in a professional manner.

3.4 The City shall provide written notice to Mr. Huang on or before January 15, 2025 as to whether or not it intends to continue his employment beyond September 5, 2025, and, if the City intends to renew his employment, initiate negotiations for a successor employment contract, which contract, if agreed to, shall become effective September 6, 2025. Absent agreement on a successor employment contract, this Agreement shall terminate on September 5, 2025.

SECTION 4 – COMPENSATION AND BENEFITS

4.1 The City shall pay Mr. Huang a salary in accordance with the following:

1st Contract Year September 6, 2022 - September 5, 2023 $300,000

2nd Contract Year September 6, 2023 - September 5, 2024 $309,000

3rd Contract Year September 6, 2024 - September 5, 2025 $318,000

In witness whereof, the City Council of the City of Cambridge has voted that this agreement be entered into as duly attested by its City Clerk and Mr. Huang has signed and executes this Agreement this 1st day of August, 2022.

Boston Mayor Michelle Wu releases tax forms, Josh Kraft yet to disclose his

Boston Mayor Michelle Wu banked more than $184,000 last year, nearly all of which came from her $207,000 mayoral salary, according to the 2024 tax return she released this week through her campaign.

Wu made $184,241 in federal adjusted gross income last year, benefitting from a number of tax breaks that came from filing jointly with her husband, receiving tax credits for two of her young children, and holding nearly half a million dollars in investment accounts as part of a married couple, per her tax form and a financial breakdown provided by her campaign.

The mayor said she was releasing her tax form in the spirit of democratic transparency. Her financial forms were released to the Herald on the condition that they not be published.

“I’ve provided a full and complete accounting of my family’s financial interests, and I expect my fellow candidates will honor our democratic process and be just as transparent,” Wu said in a statement to the Herald.

Wu is paid a $207,000 annual salary as mayor. She reported $6,558 in additional income last year, per her tax form, which was previously reported by the Boston Globe. Her campaign said that additional income came from Wu reselling her Boston Celtics season tickets to various games in 2024.

The mayor received $4,000 in child tax credits for her two young sons, who were claimed as dependents on her 2024 tax form, and benefited from an $8,800 personal exemption for filing jointly with her husband, Conor Pewarski. The couple’s third child was born this past January.

Those filing as married, but separately from their spouse, receive a personal exemption of $4,400, the same exemption as a single filer, per the state website.

Pewarski is unemployed, and thus, the only income reported in their joint filing was from the mayor. Wu’s husband is a former banker who has been a stay-at-home father since she became mayor in the fall of 2021.

Mission

The National Chinese Honor Society (NCHS) is dedicated to the advancement of Chinese language study in public and independent secondary schools and is sponsored by the Chinese Language Association of Secondary-Elementary Schools (CLASS).

The National Chinese Honor Society was established in November 1993. Its objective is to acknowledge the superior achievement of secondary students studying Chinese as a second language. Like other honor societies, the National Chinese Honor Society not only recognizes high scholastic achievement but also good character, leadership, and service. NCHS members should exemplify all these standards. The Society’s goal is to promote enthusiasm for Chinese language learning and culture, commitment to advanced study, and greater cross-cultural understanding.

The National Chinese Honor Society Weston High School Chapter started in early 2010 and has the same objectives as the National Chinese Honor Society.

In order to be accepted, students need to:

A. take at least 3 semesters of Chinese at high school level, have an over all grade of A- in Chinese and B in all other subjects

B. show good character, leadership and service.

The National Chinese Honor Society was established to acknowledge the superior achievement of secondary students studying Chinese as a second language. Inductees exhibit high scholastic achievement, good character, leadership, and service.

The WHS Chapter started in early 2010.

NYC opens city-funded shelter ONLY for trans, gender non-conforming 'individuals experiencing homelessness'

The facility is expected to cost the city $65 million to operate through 2030.

New York City officials announced Tuesday the opening of a new, city-funded homeless shelter specifically dedicated to assisting “transgender and gender non-conforming (TGNC)” individuals.

Named “Ace’s Place,” the facility is operated by the Bronx-based LGBTQ+ nonprofit Destination Tomorrow and is located in Queens. The shelter is the first of its kind in the country to receive full city funding specifically for LGBTQ+ individuals.

It is expected to cost the city $65 million to operate through 2030, according to a report by The Gothamist. The project is part of a 2021 settlement with a transgender activist, which required the city to either provide dedicated beds for TGNC individuals or open a separate facility specifically for them.

“This landmark moment serves to strengthen New York City’s legacy as a sanctuary for the LGBTQ+ community,” Destination Tomorrow said in a public statement. “Ace’s Place will provide high-quality transitional housing and specialized support for TGNC New Yorkers experiencing homelessness.”

The program will feature “wraparound services in a trauma-informed setting,” with additional offerings such as a culinary arts program.

Department of Social Services Commissioner Molly Wasow Park praised the shelter for its commitment to “strengthening the safety net for transgender New Yorkers at a time when their rights are roundly under attack.”

“Ace’s Place will offer Transgender New Yorkers a safe place to heal and stabilize in trauma-informed settings with the support of staff who are deeply invested in their growth and wellbeing,” Park said. “We are grateful to have found an incredible partner in Destination Tomorrow, an organization that is rooted in serving the community and has invaluable expertise in addressing unique barriers to housing for TGNC New Yorkers.”

Department of Homeless Services Administrator Joslyn Carter added, “New York City has long been a leader in advancing LGBTQ+ rights and protections, and we’re proud to continue that tradition with the opening of the nation’s first city-funded shelter dedicated to supporting transgender individuals.”

Plans Reinstated to Build Arch of Ba'al in NYC

An arch that stood before the Temple of Ba'al in Palmyra, Syria, before it was destroyed by ISIS will be recreated in New York City on Sept. 19.

The Institute for Digital Archaeology announced it would build a full-size 48-foot tall reproduction of the Victory Arch that stood for 1,800 years in front of the Temple of Ba'al. It already displayed a replica in London’s Trafalgar Square in April for UNESCO Heritage week.

Earlier this year, the IDA cancelled plans to build the arch in Times Square, but recently announced plans to build it in New York’s City Hall Park.

The Empire State Building, the Statue of Liberty, the Brooklyn Bridge — all symbols of the audacity, strength, technical prowess, diversity and optimism of what Ezra Pound called 'the most beautiful city in the world.' It is also a city that has known terrible loss — first and foremost the loss of life, but also the loss of familiar landmarks that helped inform the city's identity," the IDA said in a statement.

"The Triumphal Arch, a symbol of resilience in the face of loss, will be a fitting tribute to America's great metropolis. The arch will stand in City Hall Park, surrounded by buildings adorned with classical features suggesting the common cultural roots of East and West. We hope that you will visit us this fall to consider the relationship between people and the places they inhabit," it continued.
