11.3 END OF OCCUPATION AND DURATION OF GC OBLIGATIONS

The status of belligerent occupation ends when the conditions for its application are no longer met. Certain GC obligations with respect to occupied territory continue for the duration of the occupation after the general close of military operations.

11.3.1 End of Occupation. Belligerent occupation ceases when the conditions for its application are no longer met.81 In particular, as discussed below, the status of belligerent

occupation ceases when the invader no longer factually governs the occupied territory or when a hostile relationship no longer exists between the State of the occupied territory and the Occupying Power. 82

Belligerent occupation ends when the Occupying Power no longer has effectively placed the occupied territory under its control.83 For example, an uprising by the local population may prevent the Occupying Power from actually enforcing its authority over occupied territory. Similarly, the Occupying Power's expulsion or complete withdrawal from the territory would also suffice because the former Occupying Power generally would not be able to control sufficiently the occupied territory.

Belligerent occupation also may end when a hostile relationship no longer exists between the Occupying Power and the State of the occupied territory (although, as discussed in the following subsection, certain GC obligations may continue to apply).84 For example, if a new, independent government of the previously occupied territory assumes control of the territory and consents to the presence of the previously occupying forces, then such a situation would no longer be considered a belligerent occupation. Similarly, if a peace treaty legitimately transfers the territory to the sovereignty of the Occupying Power, then the Occupying Power would no longer be characterized as such. However, an Occupying Power is not permitted, under the law of belligerent occupation, to annex occupied territory.85

11.3.2 Duration of GC Obligations in the Case of Occupied Territory. In the home territory of parties to the conflict, the application of the GC shall cease on the general close of military operations.86

In the case of occupied territory, the application of the GC shall cease one year after the general close of military operations; however, the Occupying Power shall be bound, for the duration of the occupation, to the extent that such State exercises the functions of government in such territory, by the provisions of the following Articles of the GC:

ANKARA (Sputnik) - Turkish newspaper Aydinlik published on Monday the bank accounts of companies based in the UAE involved in the corruption scheme of Volodymyr Zelensky’s cronies, about $50 million are transferred to the Middle Eastern country every month.

Since last year, Ukraine has been rocked by allegations of corruption, which can "strike the Kiev government in the very heart," the newspaper reported, adding that the main problem for Zelensky is that his inner circle is also involved in the corruption case.

Zelensky's closest circle transfers about $50 million a month to the accounts of two companies linked to Andrei Gmyrin, the alleged disposer of funds obtained through corruption, the newspaper reported. Cincinnati assault suspect accused of knocking out viral beating victim hauled back on $500K bond

After being extradited from Georgia, 38-year-old Patrick Rosemond made his first court appearance Friday morning in the viral Cincinnati attack, appearing stone-faced as the prosecution said that he was the "main instigator" in the viral beatdown that left at least two victims badly beaten.

Prosecutors in the Hamilton County Common Pleas Court painted a grim picture of Rosemond, who they say is a felon who "assaulted each and every single victim" in the attack, including making a beeline for a victim identified as "HR."

Rosemond punched the defenseless "HR," knocking her unconscious instantly and sending her crumpling to the pavement as the mob closed in, prosecutors said. Pointing to disturbing footage, prosecutors said that Rosemond was "taunting" and dancing after launching the brutal beatdown.

Prosecutors on Friday would not comment further on the identity of "HR." One victim was previously identified, however, as Holly, a woman who was severely injured in the attack.

When speaking about the beating in court on Friday, prosecutors said that it "almost caused her death." She previously told Fox News Digital that the attackers swarmed her "like a pack of wolves." She was knocked unconscious and had a concussion, and she shared that she was experiencing excruciating migraines and "memory gaps" from the night.

"He assaulted each and every single victim in a brutal to vicious fashion," the prosecutor said. "With regards to count eight, he is the individual that knocked out HR, the female, almost causing her death. Her head hit the pavement, she was completely knocked unconscious before she even hit the ground. It is clearly captured on video."

The 38-year-old is charged with three counts of alleged felonious assault, three charges of assault and two charges of aggravated rioting, the Hamilton County Prosecutor's Office confirmed to Fox News Digital.

"This defendant is the one responsible for the majority of her injuries," the prosecutor said.

Throughout the brief proceeding, the courtroom remained quiet with no crowd filling the gallery.

Rosemond appeared in a black hoodie that read, "Proud to be Hebrew." The "Proud to be Hebrew" movement is a group that, according to the Southern Poverty Law Center, believes that African Americans, and in some cases, other people of color, are the true descendants of the biblical Israelites.

The state highlighted Rosemond’s lengthy record: 10 misdemeanors and three felony convictions, including domestic violence and gun possession by a prohibited person.

Aisha Devaughn, 25, also secured a reduction from $300,000 to $25,000 at 10%, with her attorney noting she had no prior felonies. Jermaine Matthews, 39, labeled by prosecutors as a "leader" in the attack, kept his existing bond.

Dominique Kittle, 37, had no change to his bond and remains in custody pending a mental health evaluation, with prosecutors calling him "a grave danger." Gregory Wright, 32, facing aggravated rioting and robbery charges, is awaiting arraignment.

Zelensky to meet Trump in DC on monday

President Donald Trump said he will meet with Ukrainian President Volodymyr Zelenskyy at the White House on Monday afternoon to discuss an agreement "which would end the war" between Russia and Ukraine.

The Truth Social post came about half a day after Mr. Trump met with Russian President Vladimir Putin in Alaska. Mr. Trump said the meeting with Putin "went very well." He also said the meeting was followed by a "late night phone call" with Zelenskyy and other European leaders, including Mark Rutte, the secretary general of NATO. The call took place around 2:40 a.m. ET.

"It was determined by all that the best way to end the horrific war between Russia and Ukraine is to go directly to a Peace Agreement, which would end the war, and not a mere Ceasefire Agreement, which often times do not hold up," Mr. Trump said.

Mr. Trump did not share any details of the agreement. Diplomatic sources told CBS News that Mr. Trump said that Putin would make some concessions, but failed to specify what that might mean.

In his first remarks since Friday's summit, Putin said the visit to Alaska was "timely and very useful" and that addressing the "root causes" of the war "should be the basis of a settlement."

"We have not had direct negotiations of this kind at this level for a long time. I repeat: there was an opportunity calmly, in detail once again to express our position," Putin said, according to a transcript of a meeting with senior Russian officials released by Kremlin. "We, of course, respect the position of the U.S. administration, which sees a need for an early cessation of hostilities. Well, we would also like to resolve all issues by peaceful means. The conversation was very frank, informative, and I think it brings us closer to the right decisions."

European leaders, including French President Emmanuel Macron and British Prime Minister Keir Starmer, said in a statement that they had been debriefed on the meeting with Putin, and said Mr. Trump had supported security guarantees for Ukraine. The guarantees would allow Ukraine to "effectively defend its sovereignty and territorial integrity," the statement said.

Diplomatic sources told CBS that European leaders were relieved to hear President Trump offer a U.S. security guarantee, but described the idea as vague, and it's unclear how it would work.

Mr. Trump said Zelenskyy would join him in the Oval Office on Monday afternoon to discuss the proposal.

Zelenskyy has previously supported a ceasefire agreement to meet and discuss a peace agreement, but Moscow has rejected the idea. He has also criticized any talks that take place without Ukraine.

"If it all works out, we will then schedule a meeting with President Putin," Mr. Trump said. "Potentially, millions of people's lives will be saved."

First Lady Melania Trump on Friday also wrote a letter to Putin, saying he can "singlehandedly restore" children's laughter. Attorney General Pam Bondi posted the letter on social media Saturday.

"In protecting the innocence of these children, you will do more than serve Russia alone — you serve humanity itself," the letter said, in part. "Such a bold idea transcends all human division, and you, Mr. Putin, are fit to implement this vision with a stroke of the pen today. It is time."

Zelenskyy previously joined Mr. Trump and Vice President JD Vance in the Oval Office in March, but the gathering quickly descended into insults and chaos.

Mr. Trump's meeting with Putin in Anchorage on Friday ended without a ceasefire or peace deal. In brief remarks after the leaders' nearly three-hour meeting, Putin alluded to "unspecified agreements," but no further details were given. Mr. Trump said the meeting had been "extremely productive." Neither leader mentioned an end to the fighting in Ukraine.

The summit, which included a red carpet and military flyover, ended early without a planned luncheon between a broader group of officials. Mr. Trump returned to Washington, D.C. overnight.

In a taped conversation with Fox News' Sean Hannity before he departed from Alaska, Mr. Trump said he believes Putin wants the war to end and that the nations are close to a deal, and added that it's "really up to President Zelenskyy to get it done." He did not specify what an agreement might look like.

Zelenskyy has said in the past that he will never agree to any formal Russian annexation of Ukrainian territory or abandon the country's bid for NATO membership. Meanwhile, Putin has been unwavering in his demand to keep all Ukrainian territory that his forces occupy and prevent Ukraine from joining NATO, with the long-term goal of returning it to Moscow's sphere of influence.

Diplomatic sources expressed concern to CBS that Mr. Trump had dropped his ceasefire demand and feared that the U.S. president and Putin may have come to an agreement on deal terms that they may try to force on Ukraine. The sources said that European leaders are trying to show unity with Zelenskyy to push back.

Mr. Trump has called ending the war in Ukraine and Russia a top priority for his administration. He previously said he would end the conflict within 24 hours of taking office in January. He has criticized both Putin and Zelenskyy for failing to end the conflict. In recent months, he has appeared to become frustrated with Putin, giving several ultimatums and criticizing the Russian leader for the violence against civilians in Ukraine amid ongoing conversations with the U.S.

"I always hang up, [and] say, 'Well, that was a nice phone call,'" Mr. Trump said in July. "And then missiles are launched into Kyiv or some other city, and I say, 'That's strange.' And after that happens three or four times, you say, the talk doesn't mean anything."

Mr. Trump said Friday that he would not enact economic sanctions he had threatened against Russia if an agreement wasn't reached by early August. He said he "may have to think about" enacting the sanctions "in two weeks or three weeks or something."

There were strikes between the two countries overnight. Russia's Defense Ministry said its air defenses shot down 29 Ukrainian drones over Russia and the Sea of Azov, the Associated Press reported. Ukraine's air force said one ballistic missile and 85 Shahed drones were fired at parts of Sumy, Donetsk, Dnipropetrovsk and Chernihiv, according to the AP, and 61 of the drones were shot down.

A Ukrainian soldier in Sumy told CBS News that "things get even more terrifying on the front line" when there are peace talks.

Amid racial justice protests in 2020, the Blexit Foundation reaped more than $7 million in donations. Now the organization is back in the public eye after its sometimes-collaborator Kanye West kicked off a firestorm of antisemitic comments, shortly after posing in “White Lives Matter” shirts with Owens, and pledging to buy Parler, the rightwing social media site Owens’ husband runs. The Blexit Foundation’s newly released 2021 tax filings suggest an organization that has struggled to keep up its fundraising figures—but kept the money flowing to top execs.

Reached for comment, Owens repeatedly declined to answer specific questions about how much the Blexit Foundation had dispensed, or to whom.

“In short, yes we raised money and proudly dispersed money for and to black businesses and continue to do so. Our filings are public, timely, and entirely comprehensive,” Owens wrote in an email. The Blexit organization did not otherwise comment.

The Blexit Foundation has been a 501(c)(3) nonprofit since 2019. Its charity status makes it tax-exempt, and its tax documents a matter of public record. Over the three years for which Blexit’s documents are available, the foundation has seen a surge—then a slump—in contributions.

In 2019, its first year as a nonprofit, the Blexit Foundation pulled in $904,575 in donations. The organization’s operations were modest that year. None of its top execs, including Owens, worked there full-time or drew a salary from the foundation.

But in 2020, amid national debates over race in the wake of George Floyd’s murder, Blexit’s fundraising skyrocketed. Blexit received $7,446,352 in contributions that year. It also started spending big.That year, Owens took $230,000in pay from Blexit. The nonprofit’s events director also made six figures, with a salary of $105,000.

Other expenses added up. In 2020, Blexit spent more than $1 million on travel, some of it first-class or charter. “Blexit allows pre-approved charter travel in certain circumstances for urgent business relative to raising funds for the organization as part of the normal course of business and due to heightened travel restrictions caused by the ongoing COVID-19 pandemic’s impact on commercial travel and flight availability,” the organization’s filings from that year show.

The organization also spent more than $1.8 million on fundraising, which resulted in more than $2.4 million for Blexit, giving it a net gain of over $600,000.

But the fundraising momentum did not carry into 2021, Blexit’s most recent filing suggests. Last year, the foundation received $2,342,820 in contributions, less than a third of what it raised the previous year. Owens repeatedly declined to clarify to The Daily Beast how much Blexit had given to Black-owned businesses. Instead, Owens took issue with the request on Facebook.

“They wrote not ONE article regarding the 80 million raised by BLM but they now want to know exactly how much money my actual charity specifically gave to black businesses,” Owens wrote on Facebook less than two hours later, attributing “attacks” on Blexit to a documentary she made about Black Lives Matter. In its 2021 filings, Blexit emphasized its charitable giving and its expanded push into education.

“Blexit additionally made several charitable contributions to African-American owned businesses hurt by violence and the effects of the pandemic,” the foundation’s 2021 filing reads. “The organization brought on additional board members and staff and conceptualized new programming for implementation in 2022. Blexit expanded programming by launching an afterschool program.”

Blexit Education’s Facebook page shows the organization running two such programs at churches in South Carolina and Florida, with a combined 88 students enrolling in the 2022 summer program. In 2021, Blexit also promoted a one-week summer camp in Tennessee. Although online details about the program are scant, an enrollment form shows the program cost $200, plus a $50 enrollment fee.

Blexit’s 2021 tax returns state that the organization made $1,008 in “camp registration” revenue, although the document does not offer additional details.

Dominick McGee, the then-leader of Blexit’s Tennessee chapter, posed for pictures promoting the summer camp in 2021, but told The Daily Beast that he was uncertain of details about the camp, like whether it was free.

McGee said he parted with Blexit this spring, accusing the organization of pushing him out for recruiting a lesbian woman to a leadership role.

“They were all about getting Black Democrats to vote Republican and I was like, there’s a whole audience we’re not hitting, which is LGBTQ, and we all have these people in our family,” McGee told The Daily Beast. “Everyone in our family can relate to it and we don’t discriminate, being a nonprofit organization.”

Asked about the allegation, Owens did not directly answer questions about McGee’s claim or the circumstances surrounding his departure this spring.
