The report underscored lingering challenges for Israel’s defense establishment, which has struggled to fully dismantle Hamas’s vast underground infrastructure.

The IDF earlier this year estimated it had destroyed roughly a quarter of Hamas’s tunnels since the war began, focusing primarily on attack tunnels and those used as command centers or weapons factories.

Recent Israeli military assessments found that Hamas retained roughly 20,000 members in its military wing — down from around 30,000 before its October 7, 2023, assault that killed some 1,200 people and took another 251 hostages, sparking the war.

According to the IDF, Hamas’s five regional brigades and 24 battalions were systematically dismantled over the 24 months of fighting, though some units in central Gaza were largely untouched.

While the IDF said it has killed over 22,000 Hamas operatives, the terror group has managed to recruit new fighters, though the army assesses that these recruits are less trained and less capable.

The military now views Hamas as a weakened guerrilla organization, but one still armed with hundreds of rockets — mostly short-range — and thousands of small arms.

Alongside disarming Hamas, the focus is also shifting to post-war rule in Gaza.

Hamas on Friday issued what it described as a joint statement with other “Palestinian factions,” announcing an agreement to form an independent technocratic committee to administer postwar Gaza.

While the statement framed the move as a step toward a unified Palestinian front, it appeared largely symbolic. Hamas has long said it is willing to relinquish governing authority over Gaza, while leaving the question of disarmament to separate discussions.

Since the signing of the ceasefire agreement, Hamas gunmen have returned to the public eye across much of the Gaza Strip, particularly in Gaza City, where operatives have reappeared in the streets and resumed open activity.

Local reports indicate that the group’s internal security forces have detained, beaten, and in some cases executed Gazans accused of collaborating with Israel.

Notably, Hamas’s statement made no mention of Fatah or the Palestinian Authority, amid reports that PA President Mahmoud Abbas instructed his aides to boycott the meeting over Hamas’s inclusion.

It also offered no details on who would sit on the proposed committee — a body that would likely require US approval to operate.

Speaking at the CMCC on Friday, US Secretary of State Marco Rubio reiterated that Hamas “cannot be involved in governing Gaza in the future,” noting this stance is shared by all countries aligned with the Trump administration’s postwar plan for the territory.

The statement followed an October 13 summit in Sharm el-Sheikh, where President Donald Trump joined the leaders of Egypt, Qatar, and Turkey in signing a framework for Gaza’s reconstruction and governance.

“Implementing the September 29 plan is not going to be a linear journey. There will be ups and downs and twists and turns,” Rubio said in reference to Trump’s 20-point peace plan.

“But I think we have a lot of reason for healthy optimism about the progress that’s being made.”

Somali-American Received Millions in U.S. Taxpayer Dollars, MaineCare Funding While Claiming to Bankroll Jubaland Militia

Somali-American Abdullahi Ali has had a prolific life since arriving in Lewiston, Maine as a refugee in 2009.

Ali has become a U.S. citizen,started a nonprofitto help fellow immigrants, started several businesses, includinga multi-million dollar MaineCare-funded migrant services agency, and even — according to an interview he gave to Kenyan media — managed to raise money in the U.S. to buy weapons, munitions, and supplies for a paramilitary force he had hoped to lead as president of Jubaland, Somalia.

But his knack for running a celebrated migrant agency out of Portland didn’t translate into electoral success last November when he failed to win the convoluted and disputed presidential race in Jubaland.

In an an interview with Kenyan media, Ali had previously boasted of his efforts to raise funds for para-military forces in Somalia, forces he hoped would back his claim to power should he win the presidential election.

“When I was in the U.S., I contributed to the financial support for the Jubaland-Somali army. To help the troops buy weapons, bullets and food,” said Ali.

“I helped pay my share of the fund,” he said.

At the same time Ali was helping finance arms deals in Somalia, he was also serving as the executive director and nominal head ofGateway Community Services, LLC and Gateway Community Services, Maine.

Ali’s taxpayer funding, political connections, and boasts about funding Somali arms deals raise questions about whether U.S. taxpayer dollars were involved in paying for paramilitary activities aimed at influencing Somali elections, as well as whether Ali acted as an unregistered foreign agent while receiving millions in taxpayer dollars.

According to records obtained via the Freedom of Access Act, Gateway Community Services, LLC received$28.8 million in payments via MaineCare, Maine’s version of Medicaid,from 2019 through 2024, including $4.1 million last year, while Ali was running for office with his militia in Somalia.

In April 2020, the LLC received $693,382 in taxpayer dollars under the Paycheck Protection Program, funding that allegedly backstopped 127 full-time jobs.

Other documents show that Gateway, while it wasbeing run by Ali and Assistant Executive Director Rep. Deqa Dhalac (D-South Portland),owed a debt to the Maine Department of Health and Human Services of nearly $800,000 due to improper payments the company received under MaineCare. According to a March 2022 letter to Ali, a sample audit of reimbursement claims Gateway filed with MaineCare found a 36 percent error rate, resulting in Gateway receiving an estimated $903,938.95 in improperly paid taxpayer dollars.

It’s unclear from the letter whether that debt was ever settled.

According to public tax records, Gateway Community Services (the nonprofit, rather than the similarly named for-profit LLC) earned just over $1.5 million in revenue in fiscal year 2023, with $1.3 million of that revenue being from government grants. That represented a significant increase in taxpayer funding for the non-profit, which received just $135,561 in 2019 and $488,531 in 2020, according to tax documents.

Ali, in his role as executive director of the nonprofit arm of Gateway, took compensation of $12,825.

State Rep. Dhalac, a member of the State Legislature’s powerful appropriations committee, served as assistant executive director at Gatewayat the same time DHHS’ Program Integrity unit was attempting to recoup nearly $800k in improperly billed claims. According to financial disclosures Dhalac has filed with the Maine Ethics Commission, she listed her employer as “Gateway Community Services” in 2021, 2022, and 2023. However, her 2024 disclosure lists only “Cross Cultural Community Services,” an entity from which she reported self-employment income in the three years she served as assistant executive director at Gateway.

The non-profit arm of Gateway has also come under legal and media scrutiny in recent years. According to a Jan. 2022 report from the Portland Press Herald, Abdullahi and Gateway were implicated in a federal investigation into wage fixing among migrant-run health care agencies, though Abdullahi denied any knowledge of the conspiracy.

According to one of the defendants in that case, Ali, who was never named as a defendant and was never indicted, was the person who drafted the agreement. When the Press Herald reported questioned Ali about this, the reporter said he hung up the phone.

Jubaland’s November 2024 Election

Despite his success moving from refugee to successful owner of a multi-million dollar social services agency, Abdullahi Ali proved a poor candidate for office in Jubaland. In Nov. 2024, he lost the election, though the results have been disputed by various parties, including Ali.

Jubaland is a semi-autonomous state located in southern Somali, and the Jubaland-Somali Army that Ali has helped fund from within the U.S. often works in coordination with the Somali National Army (SNA) to defend the region from Islamic terrorist groups like Al-Shabaab.

However, tensions often arise between the central Somali government in Mogadishu and the government of Jubaland over how power should be delegated between the two levels of the federal system, especially when it comes to control over the lucrative port city of Kismayo, where Ali was born. The federal government has also clashed with state governments over plans to move to more democratic “one person, one vote” systems as opposed to the current system where only clan elders vote and winning candidates must fund militias in order to claim victory.

Leadership in Mogadishu has also questioned the legitimacy of Jubaland’s current president, Ahmed Mohamed Madobe, who has been in power since 2013, the year Jubaland was formed. Madobe was supposed to be term-limited out last year, hence Ali’s campaign for office. But the incumbent candidate re-wrote the constitution to allow him to remain in office, leading to Jubaland holding two separate presidential elections, with the national government questioning the legitimacy of each.

The Secretary of War has directed the Gerald R. Ford Carrier Strike Group to the U.S. Southern Command area of responsibility to support operations against transnational criminal organizations and counter narco-terrorism in defense of the homeland.

The strike group deployment includes the USS Gerald R. Ford (CVN 78), USS Mahan (DDG 72), USS Winston S. Churchill (DDG 81), and USS Bainbridge (DDG 96), bolstering U.S. capacity to detect, monitor, and disrupt illicit actors and activities in the region.

The deployment follows the Trump administration’s latest military strike against suspected drug smugglers, which killed six individuals aboard a vessel operated by Tren de Aragua in the Caribbean Sea. The nighttime operation marks the latest escalation in the administration’s campaign against drug trafficking organizations, which has resulted in 10 known strikes killing nearly four dozen people since early September.

The strikes have expanded beyond the Caribbean, with the administration conducting two lethal strikes in the Eastern Pacific on October 21 and 22, killing a total of five individuals.

“If you are a narco-terrorist smuggling drugs in our hemisphere, we will treat you like we treat Al-Qaeda,” Secretary of War Pete Hegseth said. “Day or NIGHT, we will map your networks, track your people, hunt you down, and kill you.”

President Trump said on Thursday that his administration does not plan to seek a declaration of war against drug cartels and indicated that land-based operations against cartels would be next.

The administration has formally determined that the United States is engaged in a “non-international armed conflict” with drug cartels.Hegseth has defended the approach by stating: “These cartels are the Al Qaeda of the Western Hemisphere, using violence, murder and terrorism to impose their will, threaten our national security and poison our people.”

The military campaign runs parallel to traditional Coast Guard interdiction efforts. On October 14, the Coast Guard announced it had seized more than 100,000 pounds of cocaine in the Eastern Pacific since launching Operation Pacific Viper in early August, resulting from 34 interdictions and the apprehension of 86 individuals.

Legal experts have questioned the administration’s use of military force rather than traditional maritime law enforcement, with critics questioning why non-lethal methods are not attempted before resorting to deadly force. President Trump has dismissed traditional Coast Guard interdiction methods as “totally ineffective.”

The U.S. military has been increasing its presence in the Caribbean, including deployments of guided-missile destroyers, F-35 fighter jets, a nuclear submarine and thousands of troops. In August, three U.S. Aegis guided-missile destroyers arrived off the coast of Venezuela as part of an effort to address threats from Latin American drug cartels.

Coast Guard interdiction operations in the Eastern Pacific are performed under the authority of the Coast Guard’s Southwest District, headquartered in Alameda, California. Detection and monitoring is coordinated through U.S. Southern Command’s Joint Interagency Task Force-South in Key West, Florida.

Wall Street faces losses as HSBC tightens fraud controls

While HSBC stands clear, JPMorgan Chase is cleaning up damage from a different corner of the market. Chief Executive Officer Jamie Dimon told investors this week that the bank took a $170 million charge linked to Tricolor Holdings, a subprime auto lender.

According to Jamie, failures like those of Tricolor and First Brands could mean there are deeper issues. “When you see one cockroach, there are probably more,” he said. “Everyone should be forewarned on this one.” Jamie admitted the hit from Tricolor was “not our finest moment” and added that his team has been combing through their loan books for other potential risks.

The United States has reportedly begun deploying surveillance drones over the Gaza Strip to ensure that Israel and Hamas are complying with the ceasefire, The New York Times reported Saturday. The move comes as further nations sent representatives to help monitor US-led efforts to enforce the fragile truce.

According to the Times, citing two Israeli military officials and a US defense official, the US military has begun flying drones over the Gaza Strip to monitor the ceasefire. The flights are being conducted with Israel’s consent.

The officials did not say where the drones were being operated from.

The surveillance flights reportedly aim to provide Washington with an independent picture of the situation on the ground and assist the new Civil-Military Coordination Center (CMCC) in southern Israel that has begun operating to oversea the Trump deal.

The report noted that the US has in the past flown drone missions over Gaza in a bid to help locate the hostages, however, these flights appear to signal the Trump administration’s desire to verify developments in Gaza separately from Israeli intelligence channels.
